CONTRACTOR QUESTION
SUBJECT:
RTS II SOW MAT Track Requirements
SPECIFIC QUESTION:
Sub para “a” requires height adjustable MAT Rail Supports (track). Can fixed rail supports be utilized providing the contractor installs the track allowing for proper target board exposure? Mat rail height will be determined at Site Survey and proper rail height supports will be supplied.
REFERENCE:
PAGE NUMBER:16 PARAGRAPH: 3.3.1.7, sub para “a” PAGE NUMBER: PARAGRAPH:
GOVERNMENT RESPONSE
The MAT Rail should be adjustable at installation and would not be adjusted after this time. A fixed rail with proper rail heights would meet this requirement.

CONTRACTOR QUESTION
SUBJECT: BES Items to be controlled by RCS – integrated SW
SPECIFIC QUESTION:
Stating that all BES items be controlled by the Range Control Station utilizing integrated software would necessitate adding a integration CLIN to the RTS II contract. Several of the BES items may not have RF & Wi-Fi capabilities and solutions would need to be developed. It is not a reasonable expectation to expend large funds to integrate low density items into the integrated software without being able to recover these costs over the life of the contract.
REFERENCE:
| PAGE NUMBER:20 | PARAGRAPH: 3.3.2 |
| PAGE NUMBER: | PARAGRAPH: |
GOVERNMENT RESPONSE
Any integration should be included in a balanced price under the base system CLIN. There will be no integration CLIN under this contract.

CONTRACTOR QUESTION
SUBJECT: RTS II SOW Data Communications – MILCON Constructed Ranges/Fiber Optic Network Connections
SPECIFIC QUESTION:
Assumption from this paragraph, 1st sentence, is that the contractor will only be responsible for installing communication modules to establish communications for the RCS to the Target and not trenching or laying CAT5 or Fiber Optic between pits and to Range tower, correct?
REFERENCE:
| PAGE NUMBER:17 | PARAGRAPH: 3.3.1.9 |
| PAGE NUMBER: | PARAGRAPH: |
GOVERNMENT RESPONSE
For shore-powered, hard-wired equipment, there will be pre-existing data cables running from the enclosure to the tower or to another enclosure (from master enclosures to slave enclosures). Data cables may require termination.
For shore-powered equipment, there will be a power source available in the enclosure. The type of power source will vary based on whether it’s a newer range or a legacy range.

SUBJECT:
RTS II SOW 3. Requirements, 3.2.1 Deliveries.
SPECIFIC QUESTION:
If at no fault of the contractor the Government delays installation for which they have ordered material and material is ready for delivery and installation would the Government accept invoices for material for that specific DO?
REFERENCE:
| PAGE NUMBER:3 | PARAGRAPH: 3.21 |
| PAGE NUMBER: | PARAGRAPH: |
GOVERNMENT RESPONSE
No, the Government will not accept invoices for equipment until it has passed Government Final Inspection (GFI), and GFI does not occur until after installation (for installed items). There will be no progress payments of any sort under this contract.

SUBJECT:
RTS II SOW 3.3.1.1 Range Control Stations (RCS).
SPECIFIC QUESTION:
If the phrase or term used in this paragraph “integrated software” means everything delivered under DO being controlled by the same Universal Target Controller, would the Government specify the protocol to be used?
REFERENCE:
| PAGE NUMBER:3 | PARAGRAPH: 3.3.1.1 |
| PAGE NUMBER: | PARAGRAPH: |
GOVERNMENT RESPONSE
It means that all RCS-controlled systems can be controlled via one software program on one computer. This will allow one operator to run the range, if desired, and for the use of scenarios that include all RCS-controlled equipment.
We will not define a protocol to use. Propose your solution.

REFERENCE: SOW
| PAGE NUMBER:18 | PARAGRAPH: 3.3.1.9.3 |

Yes. Empirically measured MTBF is counter-intuitive because it typically gives numbers much larger than the actual service life. We already have given a detailed response on the meaning of a 2 million hour MTBF, refer to that.

CONTRACTOR QUESTION
SUBJECT: RF, Battery powered SIT
SPECIFIC QUESTION:
The SOW states at 3.3.1.2.2, “Attach radio antenna ensuring no portion of the antenna protrudes above the ballistic protection.” On ranges using VHF radio control this may not be possible. In current use, often a portion of the antenna must be exposed (above) the ballistic protection in order to maintain communications (VHF network integrity). Although it is typical practice to maximize the effectiveness of available ballistic protection, the limitations of RF propagation must also be taken into account as RF communications are typically Line Of Site, LOS. To ensure the best reliable LOS communication can the VHF Target Antenna be equal to or slightly higher than the ballistic protection?

SUBJECT: Mounting of equipment / D-SIT Enclosure
RTS II SOW 3.3.1.3.3
SPECIFIC QUESTION:
The SOW at paragraph 3.3.1.3.3 states, “The contractor shall install battery-operated, RF controlled DSITs with appropriate solar power systems in existing target enclosures”. To fit all components behind ballistic protection, it may be necessary to mount solar panels behind target enclosure. Would the government allow solar panels to be mounted behind the PIT enclosure as solar panels are typically larger and need to be angled at 15 degrees to capture as much solar radiation as possible in order to properly charge batteries?

SUBJECT: Surge Protection
RTS II SOW 3.3.1.3.5, sub para “d”
SPECIFIC QUESTION:
The COE establishes guidelines and approval for MILCON construction projects and require Range “Construction” Contractors to install surge arrestors. Is it the intent that the Government will require the target vendor or RTS II contract awardee to install surge arrestor?
REFERENCE: SOW
PAGE NUMBER:8 PARAGRAPH: 3.3.1.3.5, sub para “d” PAGE NUMBER: PARAGRAPH:
GOVERNMENT RESPONSE
Some projects will be on new ranges and others will be on legacy ranges getting an update, so there will be variance on whether surge protection will be pre-existing or not. The contractor should plan to include surge protection as part of the installation and included in CLIN pricing.

In areas where there is snow fall, heavy amounts of dust, etc., the solar panel performance will be degraded if not attended to on a regular basis. The below referenced paragraph states, “For all down range equipment, the solar panel shall have a low- profile so that it can meet all requirements without exceeding a height of 16 inches (16”) from the ground”. Solar panel size is dictated by the solar analysis for a given location and as per the SOW will be calculated based upon the worst solar radiation month, which dictates surface area of the solar panel required for regeneration purposes and may exceed the 16 inch requirement.
