RFP M67854-13-R-7803

CONTRACTOR QUESTION
SUBJECT: Product Delivery Requirements
SPECIFIC QUESTION:
During the RFI and Draft of this solicitation there were multiple inquiries regarding delivery time, but the recently published solicitation in paragraph F.3 still does not allow adequate time for delivery of all products.
Please consider revising the delivery time either per product (CLIN) or class of products (group of CLINs) to a maximum of 250 days of contractor’s receipt of DO, to reasonably cover all potential DO circumstance. A delivery period of 250 days would allow time for the required meetings planning and government design approval (SOW requirements prior to start of manufacturing), procurement of materials and manufacturing/fabrication (depending on product currently averages upwards of 120 days for MATs and 180 days for Badger), shipping transit time (could be in excess of 30 days for OCONUS DOs), installation (could run to 40 days depending on Scope of DO), contractor testing and government acceptance (could run to 10 days depending upon scope of DO).
Similar acquisitions (administered by other US DoD organizations) allow upwards of 210 days for projects involving MATs in CONUS, additionally many of the COTs products identified in the BES CLINs require minimum 180 days for manufacture (not including design approval, shipping transit, or installation). Based on recent history and industry standards a requirement for 90 day delivery cannot be satisfied by any vendor.
Please also clarify what constitutes delivery, product available at site per DO or completion of GFI for that DO?
