Q# RFP Section Comment/Question Answer

1 M67854-13-R- 4953.pdf, page 4

ITEM 0003 - SYSTEM WARRANTY AND SUPPORT SERVICES

Question: Is this warranty and support for only those items bid for ITEM 0002 – Camp Hard Corps? If not how is support for other bases to be presented?

The Government intends to use Camp Hard Corps to establish standard pricing. If the Offeror has additional hardware or software components that the Government should be aware of to satisfy the requirements as specified in the PWS or SDS, they should be included in the technical volume and identified on the pricing volume.

2 M67854-13-R- 4953.pdf, page 4

ITEM 0004 - INFORMATION ASSURANCE

Question: Is this IA for just Camp Hard Corps? If not please elaborate the scope for this ITEM. Does it include system level IA? Does it include base level IA? If so, which bases should be included?

An Excel Pricing Template has been posted.

3 Attachment 1, PWS

2.1 “Performance Objectives”, page 4

Does the Government want systems that have already been IA/DIACAP certified in the DoD? If no, how does the Government perceive this certification requirement fitting into the implementation plan?

It is not necessary for the systems proposed by the Offeror to have been DIACAP certified in the DoD. The Offeror should identify any risks to cost, schedule or performance associated with DIACAP.

4 Attachment 1, PWS

2.1 “Performance Objectives”, page 4

The PWS includes “Provide CERS support services to include CERS E911 systems” as one of the Performance Requirements. How is this to be priced and how will the Government ensure that the current CERS E911 provider does not have an unfair competitive advantage?

The Government desires the CERS DAR Offerors to propose a strategy that will allow a single solution provider to maintain the entirety of CERS. The Government will use the Offeror’s sustainment approach response to determine how effective the Offeror’s proposed methodology.

5 Attachment 1, PWS

2.1 “Performance Objectives”, page 4 and

CERS_DAR_Reqt_Eval _Matrix_20130227_A ttachment_4.pdf, Req IDs DAR-266, 268, 269, 300, 301, 302, 303, 304, 305, pages 19, 21, and 22

With regards to the DAR (CAD), E911, and E-LMR, it is clear that the Government desires complete data integration between these systems, but it is not clear what level of integration the Government is looking for at the workstation level. Does the Government desire that all three applications run on a single workstation or will data integration (sharing of data) with a KVM switch to allow the dispatcher to control each of the three applications running on separate workstations with a single mouse/keyboard suffice?

The Government will provide the infrastructure necessary to integrate a workstation following the NENA Intelligent Workstation design. This will include the use of a KVM to allow the CERS DAR vendor to add more monitors plus one additional keyboard and mouse if necessary.

Does the government have specific format requirements for backup pricing information to ensure that information is received in a consistent format?

See response to Q# 2.

19 M67854-13-R- 4953.pdf, page 64

How will software and hardware items not required by the Camp Hard Corps system description, but required by the PWS/RTM, be presented?

The Offeror should identify any non-specified hardware or software in their proposal and identify cost associated with this additional detail in their pricing volume.

20 M67854-13-R- 4953.pdf, page 64

Government requests “per travel instance (number of travelers, number of trips, airfare, hotel, car rental, and other allowed expenses per the Joint Federal Travel Regulations (JFTR)) or ODC item (price per item and total quantity and price” If this is for more than ITEM 0001 then can the government provide a schedule of base deployments to allow for travel planning. For coordination meetings with the government, can they be done via teleconference, or do they need to be in person? If in person where will they be held?

Travel for location specific CLINs will be calculated for that delivery order. The travel identified is for CLIN 0001, the PWS identifies that some meetings must be held in person in the Quantico and Stafford, VA area; see paragraphs 3 and 7.

21 M67854-13-R- 4953.pdf, page 66

The RFP states: “In order to be considered responsive to this RFP, the offeror’s proposal MUST meet all Marine Corps Systems Command and Performance Work Statement requirements.” Since all requirements are not in the CERS DAR Requirement Evaluation Matrix, how will the Government evaluate this requirement?

This statement has been removed. However; the Government expects Offerors to read the requirements for CERS DAR identified in the PWS and further refined in the SDS and RTM and respond to the evaluation matrix. If the Offeror cannot comply with any requirement identified in the SDS or RTM, it should be identified in the Offeror’s technical approach.

Does the Contractor have to have existing integration capabilities/experience with Monaco and King Fisher?

The ability to interface commercial fire alarm enunciators into the CAD is desired but not required. The Offeror does not have to have existing integration experience with Monaco and King Fisher. The RFP response should clearly define how the Offeror intends to integrate to these desired interfaces.

38 Attachment 1, PWS 3 “Program Management” and Section 4 “Engineering Document Package”

The extensive documentation in both of these sections are usually used for custom built software solutions. The Government desires a COTS open systems approach to the design of the system. Please confirm the Government desires this level of documentation for a COTS product?

Yes.

39 Attachment 1, PWS

3.1 “Project Planning”, page 9

Does the Government have a desired schedule and order of precedence for implementation of each location? Will the installation of the various locations be conducted in a serial or parallel manner?

The order of installation will be determined by need and readiness to receive the CERS DAR equipment. The Offeror should expect no more than three parallel installations for planning purposes.

40 Attachment 1, PWS Figure 7-1 “Systems Engineering Technical Review Alignment”, page 23

Please confirm that the intent of the Government is to have the E-LMR operational before CAD/DAR installation at each location.

The Government reserves the right to use the existing LMR infrastructure at any installation selected to receive CERS DAR. If there is no USMC owned E-LMR at the selected installation, the use of existing radios is expected and integration into that system is a desired not required performance objective.

51 CERS_SDS_RTM_v1.1 .pdf, CPD 6.3.5 / SYS0451, page 33

The system shall support separate message counters to allow users to see the users signed on. Please clarify.

The system shall have the capability to display the quantity and ID of users that are logged into the system.

52 CERS_SDS_RTM_v1.1 .pdf, CPD 6.3.2 /

SYS0688, SYS0689,

SYS0690, and SYS0691, page 36

How should network latency be considered in the requirement to display the alert within 30 seconds?

These alerts would be received on enunciators located within the EDC. Communications would be server to server on the same network or via serial cable, device to device.

The 30 seconds applies from the receipt of alert at the EDC to display on the dispatch workstation (CAD mapping).

53 CERS_SDS_RTM_v1.1 .pdf, CPD 6.2.5 / SYS0492 and SYS0493, page 61

The two requirements conflict, which is it? 2 seconds or 600 milliseconds?

Requirement 492 is the threshold capability and 493 identifies the desired capability. Each specification that contains multiple quantifiable criteria can be distinguished using the “Threshold or Objective” field in the RTM.

54 CERS_SDS_RTM_v1.1 .pdf, CPD 7.4 / SYS0909 and SYS0913, page 73

Is it the intent of the Government for dispatchers to create and edit maps at their respective locations?

SYS0899-SYS0921 are all objective requirements and are desired by the Government. Not allowing the dispatchers to create and edit maps to meet these requirements will not affect the system design.

55 Solicitation M67854- 13-R-4953; page 56 of 70

The Solicitation cites that the QASP is Attachment 2. On FBO, the Attachment 2 QASP cannot be accessed due to a “PAGE NOT FOUND” error.

See answer to Q# 48.

03/28/2013 10

56 DAR-006 Requirement DAR-006 states “The system will automatically initiate an event from received ANI/ALI”.

Typically ANI/ALI information by itself does not provide sufficient information for incident creation. Please confirm this is what this requirement addresses and the Government wants this functionality?

The Government requires the CAD to automatically initiate an event based on the data provided as part of the NENA compliant ALI spill.

57 DAR-026 Does the Government require the use of a certified medical dispatch system such as Medical Priority Dispatch ProQA Paramount?

EMD software is desired and flipcharts are required at a minimum for the CERS DAR solution.

58 DAR-042 Is the desired outcome the ability for the system to show changes to incident dynamically without dispatcher intervention?

Yes. The desired outcome is for some information provided via dispatcher intervention (e.g. notes, resources dispatched) and others provided without dispatcher input (e.g. inputs from MDC, automated timers)

59 DAR-057 Please confirm the E-911 vendor will provide the TDD functionality. And if so, will they provide the conversation record for inclusion in the incident record?

The E911 system will provide TDD functionality. The TDD traffic is stored in a text file and is capable of being exported from the E911 system.

60 DAR-064 Please confirm the Government is looking for the tracking of all units AVL location on the map simultaneously? Does the Government desire playback of unit location and movement data?

The government requires the tracking of all unit AVL simultaneously. The government desires that AVL data is captured for playback once the unit is dispatched.

61 DAR-079 and DAR-

These requirements conflict with each other. One asks that AVL data be updated no more than every 30 seconds and the other no more than every 5 seconds. Which standard will be used?

Objective update is 5 seconds, threshold is 30 seconds.

Whenever a requirement uses the word ‘shall’ consider that the bare minimum to meet the government requirements.

Whenever a requirement used the word ‘will’ consider that the desired, but not required, level of functionality. See SDS section 1.2 “SDS Terminology.”

62 DAR-084 The latency of data moving to remote terminals is dependent on the speed of the connection. Please confirm all remote terminals will be on the CERS LAN or the Marine Corps LAN with at least 10MB/s speed?

The Dispatch LAN will provide, at a minimum, 10MB/s.

03/28/2013 11

63 DAR-119 This is standard functionality of E-911 and E-LMR systems. Please confirm the DAR system will not be required to control dispatcher audible inputs?

The Government desires that the display wall have an incident queue display, if an incoming call comes in, the desire is for the incoming E911 display to replace the incident queue on the display wall. Audio controls will be through the Radio Interface Module.

64 DAR-120 This is standard functionality of the E-911 system. Please confirm the only ANI/ALI display in the DAR will be through importation of the data from the E-911 system (whether automatic or manual)?

The E-911 system, which is capturing the ANI/ALI information. DAR will need to access it for RMS and CAD.

65 DAR-126 through

DAR-129

Latency of alerts is dependent on the connectivity to the Fire Stations. The requirements mention that the FSA will have a connection to the CERS LAN provided by the E-911 vendor. Please confirm this LAN extends to all fire stations being outfitted with the FSA solution?

The Offeror will be required to provide edge devices that will extend the Dispatch LAN into any required location. The Government will provide connectivity to that location. The USMC has an approved hardware list for LAN equipment;

the Offeror will be responsible for acquiring the correct equipment, but will NOT be responsible for the installation or configuration of that extended Dispatch LAN equipment.

66 DAR-159 Is the intent of this requirement to allow users (dispatch and mobile) the ability to generate and save routes to locations? Please clarify.

Review supporting requirements DAR 160-162. The intent is to give the government capability to identify known route times between points to support responder routing algorithms during an incident.

67 DAR-186 Please confirm the dispatch furniture is GFE. Yes.

68 DAR-187 through

DAR-251

The overarching requirement for a Law Enforcement (LE) Records Management System (RMS) is unclear as to functionality. In the system requirements it appears the Government is looking for a GIS based incident reporting system for CAD; a traditional RMS is used by Police Officers to create crime reports, store victim/suspect/witness data, location data, track property, etc. Which of these functions describes the requirement for the CERS RMS?

An LE RMS capability does not currently exist within the USMC. This RFP is requesting an RMS for the capability to create crime reports, store victim/suspect/witness data, location data, track property, etc., as well as GIS-based incident reporting capabilities for CAD.

03/28/2013 12

69 DAR-214 Please confirm the audio logging requirement is a part of the E-911 solicitation. If so, is this requirement for the integration of CAD data into the logging recorder system?

The audio logging capability is part of E-911. The requirement is the CAD shall integrate to the logging recorder. The Offeror shall include a capability to put information onto removable media.

70 DAR-220 through

DAR-221

This is standard E-911 system functionality. Please confirm it is not a CERS DAR requirement.

Reports related to CAD (such as units dispatch, time on scene, etc.) shall be available for review.

71 DAR-252 through

DAR-254

This is standard E-911 system functionality. Please confirm that the E-911 vendor will be supplying the time sync signal and that the DAR system (workstation, servers and MDC) will synchronize to that signal.

Yes. The Time Sync will be GFE to the CERS DAR awardee. It is the responsibility of the awardee to configure and integrate their solution into the Government provided time server.

72 DAR-266 This is standard E-911 and E-LMR system functionality.

Please confirm it is not a CERS DAR requirement.

This requirement will be removed from the DAR contract.

The requirement number will be kept for Configuration Management purposes.

73 DAR-271 This requirement appears to contradict PWS Section

2.4.10 which states no more than one keyboard and mouse connected to a KVM switch. Please clarify these requirements.

The Offeror may add one additional keyboard and mouse if necessary to the desktop to support their operations. The threshold requirement is 2 keyboards and mice to operate CERS; the objective is a single keyboard and mouse.

Integrating CERS DAR with the existing CERS E911 keyboard and mouse is desired.

74 DAR-300 through

DAR-305

This is standard E-LMR system functionality. Please confirm it is not a CERS DAR requirement.

The Government expects the CAD provided by the Offeror to have a Computerized Radio Interface that allows interaction with the GFE Radio Dispatch Console. See PWS Appendix F for E-LMR interface requirements.

75 DAR-332 through

DAR-333, DAR-351,

and DAR-352

Latency of data transferred to the mobile client will be dependent on the connection speed and reliability. SDS Section 2.4.3.4 and Matrix items DAR-351 and DAR-352 indicate that “cellular infrastructure” can be used. Please confirm the Government is planning to use wireless broadband connections, where available for the MDC connectivity and the E-LMR data stream will be the backup? Should the system be able to determine the most cost effective / efficient communications path?

The Offeror is to propose their preferred methodology for performing data transmission to and from the MDC. The Government does not currently own any wireless broadband.

The Offeror should propose the solution that provides the most cost effective / efficient communications path.

03/28/2013 13

76 DAR-351 Will the E-LMR data network support UDP and is it IP-based?

The E-LMR data network is IP-based and supports UDP.

77 DAR-383 through

DAR-384

Will the E-911 vendor provide keyboards that have CAC card readers and will the network be configured by the E- 911 vendor to read and authenticate users via the CAC card?

No, the E911 solution does not use CAC authentication and no CAC readers are supplied.

78 DAR-395 Latency of data transfers depends on the speed of connection between the CAD server and the remote CAD terminal. Please confirm that at least a 10baseT internet connection exists at all bases between the CERS LAN and the base network at all locations of performance?

See response to Q# 62.

79 Attachment 5, page 4

- Camp Hard Corps, Proposed System Description

Regarding the paragraph, “MCB Hard Corps has three fire stations, …” Is the vendor required to replace the current PA system within each fire station with a zoned solution?

The Offeror should propose a PA solution that meets the stated needs within the PWS and described for Camp Hard Corps.

80 Attachment 5, Section 2

Is the training to be provided on site at Camp Hard Corps?

Yes. The Offeror may suggest and alternate training methodology and separately identify any price deltas if appropriate.

81 Attachment 5, General

For pricing purposes, please identify a location for Camp Hard Corps.

For pricing purposes it can be assumed that Camp Hard Corps is located CONUS with the location as Lebanon, KS and no overseas travel would be necessary. Please state Offeror’s assumption on location as part of the response.

82 Attachment 5, General question

Is CAD the primary decision support system for the EOC?

If not, is the real time event information such as e911, AVL unit tracking information a requirement for day-to-day EOC operations?

EOC operations are outside the scope of this RFP. The Offeror is requested to provide a view only screen of the CAD for use at alternate locations for situational awareness.

83 Attachment 5, General question

Is there a need for medical triage instructions (EMD software) and dispatch at Camp Hard Corps? If so, how many software licenses and card sets would be required?

See response to Q# 57.

84 Attachment 5, General question

Will a computerized radio interface (CRI) be required in the Camp Hard Corps system design?

Yes.

03/28/2013 14

85 Attachment 5, Section 1 “System Overview”, page 1

Is the Camp Hard Corps system required to be MAC III sensitive upon award of contract? Or is there a timeframe the CERS is required to be MAC III certified?

MAC III is not a certification level, see:

https://www.mpm.osd.mil/documents/OUID051606_IACate gory.pdf for the availability and integrity requirements.

86 Attachment 5, Section 1 “System Overview”, page 2

Since Camp Hard Corps is currently working with the Fire Department in Metropolis to develop a Mutual Aid Agreement (MAA) for additional responders, should the System have the capability to automatically transfer Calls for Service to Metropolis?

It is not required that Calls for Service be transferred to Metropolis. If the capability exists within the system, please identify as part of your solution.

87 Attachment 5, Section 1 “System Overview”, page 3

Does Camp Hard Corps have requirement to dispatch First Responders to non-street address locations such as training locations?

The requirement exists to dispatch First Responders to non-street addressed locations. The GIS data set for Camp Hard Corps contains geo-point location and associated names for common use areas including training ranges, parade fields, boat ramps, etc.

88 Attachment 5, Section 1 “System Overview”, page 3

Should the system for Camp Hard Corps be able to determine the best communication path and automatically select that service?

If multiple paths are available, there should be a seamless transition from primary to secondary as the result of an outage and the system should return to primary path once restored.

89 Attachment 5, Section 1 “System Overview”, page 3

Will the mobile users at Camp Hard Corps access NCIC directly?

No.

90 Attachment 5, Section 1 “System Overview”, page 3

What format is the GIS information in for Camp Hard Corps?

The GIS information is in ESRI ArcGIS using the SDSFIE version 2.6.

91 Attachment 5, Section 1 “System Overview”, paragraph 2, page 3

The description speaks about interface to the E-LMR system. Please confirm this is via a KVM and a logical data connection to CAD or does the Government desire the E-LMR application to run on the DAR/CAD workstation?

The Government desires a CRI connection from the dispatch radio console to the CAD.

92 Attachment 5, Section 1 “System Overview”, paragraph 5, page 3

This paragraph indicates that 20 PMO vehicles will have MDCs installed. Table 2 indicates the kind of vehicles but not the quantity of each. Please provide vehicle quantities for Table 2.

93 Attachment 5, Section 1 “System Overview”, paragraph 5, page 3

This paragraph indicates that 20 PMO vehicles will have MDCs installed. What is the estimated number of concurrent PMO mobile users? This number will help to accurately quote the mobile software.

The Offeror should assume that all mobile clients must be able to access the systems concurrently.

94 Attachment 5, Section 1 “System Overview”, paragraph 1, page 4

This description of the fire stations covers most information needed to quote the FSA component. The zone description appears to describe the number of “areas” that need to be outfitted with audible and visual alerts. However, it does not detail the number of differing alert zones that are needed (engine company vs. truck company). Since differential company alerting is a part of the FSA requirements, please provide the different alert zones required at each station.

Camp Hard Corps needs alert zones for at least Engine, Truck, Ladder, Rescue, Medic, Ambulance and Command.

Assume that the minimum vehicles at each station are 7 at Station 1, 5 at Station 2 and 3 at Station 3 for alert zones.

Across the USMC, each installation’s naming convention for response vehicles may differ and is usually consistent with their mutual aid partners.

95 Attachment 5, Section 1 “System Overview”, paragraph 1, page 4

This paragraph indicates that 10 fire vehicles will be equipped with MDCs but the list of vehicles shows a total of 20 vehicles. Please provide a list that shows which vehicle types will receive an MDC and which will not.

Also, please provide vehicle quantities for Table 4.

The stated quantity of vehicles—10—is correct. The vehicle types are identified to alert the Offerors of the variety of vehicles that the USMC employs. The Offeror shall identify their assumptions about the vehicles as part of their response.

96 Attachment 5, Section 1 “System Overview”, paragraph 1, page 4

This paragraph indicates that 10 fire vehicles will have MDCs installed. What is the estimated number of concurrent fire mobile users? This number will help to accurately quote the mobile software.

124 Attachment 1, PWS

2.1 and 2.3.1

Is it correct to assume that a CAD system capable of including multiple jurisdictions would have to allow PSNet access to the local jurisdictions’ (City/State) CAD systems?

The requirement to access local jurisdictions CAD systems is an objective of CERS DAR. The Government requires that the CAD system be capable at a minimum of allowing multiple USMC jurisdictions access to other installation’s CAD system.

125 Attachment 1, PWS 1.3

The PWS identifies 21 sites as locations where work will be performed for CERS DAR, including MCB Hawaii, Camp Mu Jak, MCSF Blount Island, and Henderson Hall and Marine Corps Barracks Washington. Appendix G identifies that MCB Hawaii, Camp Mu Juk, MCSF Blount Island, and Henderson Hall and Marine Corps Barracks Washington are to be removed from the CERS fielding requirements.

Please clarify whether CERS DAR will be fielded at these four locations and update the impacted section accordingly.

See response to Q# 46.

126 Attachment 1, PWS 2.1

The requirement states that CERS DAR shall integrate with a Government provided Public Safety Network for a required WAN connectivity. The Dispatch LAN is provided to this project as GFE for the CERS E911 project. Is the physical connection to the PSNet and the firewalls associated with the WAN to be provided as GFE to the CERS DAR project?

It can be assumed by the Offeror’s that the physical connection to PSNet and the firewalls associated with the WAN will interface to the Dispatch LAN and will be provided as GFE.

127 Attachment 1, PWS 2.3.2

The installations that are listed in Table 2-1 do not match the installations that are listed in Table 1-2. Please update the quantity of fire stations in the appropriate Table so the tables match.

Table 2-1 identifies all existing fire stations within USMC installations. The Government reserves the right to include FSA for one installation into the CERS DAR capability at another USMC EDC.

128 Attachment 1, PWS 2.3.3

The number of mobile data computers required at each installation is not identified in the Site Surveys. Please provide the number of MDCs to be provided at each installation.

The Government does not expect quantities at any single location that would be over and above the requirements identified in Camp Hard Corps. The Offeror should identify in their Camp Hard Corps pricing for MDCs including any volume discounts appropriate for larger quantities of MDCs.

03/28/2013 21

129 Attachment 1, PWS 2.4.9

The requirement states that the Offeror may utilize existing CERS E911 available uninterruptible power of 590 Watts and 7.2 Amps. This calculates to an 82 VAC power source. Please validate UPS requirements.

A TrippLiteUPS, SMART1000CRMXL2U with 2 BP36V42-3U batteries is provided with the E911 solution at each dispatch workstation position. There are 20 available receptacles,

6.98 Amps and 561 Watts available.

130 Attachment 1, PWS 4.1

The requirement states that the Offeror shall deliver to preliminary (50%) system-level engineering document package to the Government NLT 30 working days prior to the SRR. Section 7.1.1 states that the SRR shall occur NLT 30 working days after the PAC. This requirement implies that the development of the System-level engineering document package occurs before the PAC and before the approval of the Program Plan which would be in violation of Section 3.5 paragraph, which states that work cannot commence until the Project Plan is approved. Please clarify the required date of delivery of the preliminary System-level documentation package.

The Preliminary System-level document package is due 30 working days prior to the SRR 2. The PWS will be updated to remove the statement in para 3.5 regarding work performance.

131 Attachment 1, PWS 4.1

The requirement states that the final (90%) system –level engineering documentation package to the Government shall occur 15 working days after completion of the SRR.

Section 7.1.1 identifies that the system specification will not be approved until following the SRR. The time period for delivery of the final documentation appears to be inconsistent with the documents approved at the SRR.

Please clarify the Government’s intention for delivery of a final design 15 days following approval of the system specification.

The Final System-level document package must contain the agreed upon changes from the SRR. This deliverable is the output of the review.

03/28/2013 22

132 Attachment 1, PWS 4.2

The requirement states that preliminary (50%) location-specific engineering documentation package is to be delivered 5 days prior to the pre-fielding coordination visit at the site. Section 6.1.2 identified that the Offeror is perform a site survey and document the survey results in the PCV Report. Please clarify the Government’s intention for having preliminary location-specific engineering documentation completed prior to the performance of a site survey during the PCV.

The preliminary location-specific engineering documentation package is intended to represent the Offeror’s employment of the approved design specific to that installation. The Government will provide as GFE after contract award, building layouts and floor plans of existing EDCs and equipment rooms. This information will support the overlay of the system-level design over the installation particulars.

It is due prior to the PCV so that the personnel on the installation will have a copy and the opportunity to review prior to the PCV.
