The Offeror is responsible for including sufficient details to permit a complete and accurate evaluation of the proposal. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters, sufficient to define their offer, and provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the proposal. Statements such as “will comply,” or “noted and understood” without supporting narrative to define compliance are not acceptable. Moreover, the Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal.

The Government will strictly adhere to the evaluation criteria contained in FAR 52.212-2 Addendum as part of this solicitation. Offerors are responsible for generating their best proposal efforts. Ensure each section of the proposal adequately contains all the information necessary for evaluation. Proposal parts shall address the following information:

Instructions for Preparation of Proposal Content

Executive Summary. Provide an Executive Summary that describes the Offeror’s solution demonstrating a clear understanding of the CERS Dispatch, Alerting and Records Management (DAR) Project and the objectives in the PWS.

Acronym List. Provide a list of all acronyms used in the proposal.

Part I: Technical Approach

The Offeror shall provide a sound Technical Approach, demonstrating appropriate use of corporate resources, providing a partnering approach with the Marine Corps for the CERS effort.

The Government will evaluate the Offeror’s Technical Approach, which includes all documents in

Attachment 1- Instruction to Offerors, to determine whether it fully addresses all the requirements from the PWS and provides a detailed, comprehensive, well-articulated, reasonable, understandable, feasible/realistic approach that can be implemented within the stated parameters (resources, schedule) and that provides sufficient confidence that the initial design approach proposed and experience offered will meet the stated objectives.

Section 1. Technical Approach (General). The Response shall be detailed enough to evaluate the

Offeror’s understanding of the work to be performed based on the requirements stated in the PWS document and also to each instruction listed below.

Ability to Execute. Describe how the proposed solution and approach supports the following:

1. Describe how the proposed solution and approach supports integration with existing CERS E911 systems. This should include details on ANI/ALI processing and presentation, time synchronization, local area network integration, E911/CAD and dispatch workspace integration.

This should also include details on how Americans with Disabilities Act (ADA) call data (i.e., TDD/TTY initiated events) are processed in CERS DAR.

2. Describe how the proposed solution and approach supports integration with installation fire alarm, intrusion detection systems, and other emergency management systems as provided in the

PWS Section 2.4.

3. Describe how the proposed solution and approach supports DoD Cyber Security certification and accreditation.

4. Describe how the proposed solution and approach supports future consolidation of Marine Corps

Emergency Dispatch Centers.

5. Describe how the proposed solution and approach supports Environmental Safety and

Occupational Health considerations in system design including workspace integration and display screens. This should include ADA and Section 508 compliance for the physical workspace integration.

6. Describe how the proposed solution design satisfies the CERS operational availability requirement of 99.7 percent uptime per month. Describe how the proposed solution design satisfies the material availability of 97.5 percent per 24-hour period.

7. Describe the test methodology that the Offeror will use to test and verify each system function and the associated metrics identified in Section 19 of the System Design Specification.

Section 2. Sustainment Approach. The Offeror shall demonstrate how the proposed equipment and logistics support comply with the sustainment and maintenance concepts as described in the PWS and the

SDS. Describe how the proposed solution and approach supports the following:

1. Describe the training approach and specifically how the training will be provided.

2. Describe how the proposed approach satisfies the System Warranty requirement for CERS DAR.

Describe warranty administration procedures, to include how to resolve warranty claims.

Demonstrate the steps necessary to initiate a claim, and the "turn-around-time” for repairs made under warranty. As well as proposed processes and strategies for requirements integration problem reporting, change management, real time problem correction, and system upgrade and refresh due to technology obsolescence due to Dimishing Maufacturing Sources and Materiel

Shortages (DMSMS), in PWS Section 8.4, shall be provided.

a. Describe how the CERS operation availability requirement of 99.7 percent uptime per month will be sustained for the duration of the contract.

b. Describe how the CERS material availability of 97.5 percent per 24-hour period will be sustained for the duration of the contract. Define what materials are used for consideration of the material availability calculation.

3. Describe how the proposed approach satisfies the CERS E911 and CERS DAR integration requirement.

Section 3. Quality Assurance Approach. The Offeror shall describe a holistic approach to quality as relates to the following:

(a) project deliverables

(b) capturing, analyzing and reporting the quality performance measurements and metrics.

(c) improving performance continuously, including identification of new and revised performance measures and metrics as well as corrective actions for substandard performance.

Section 4. Section 508 Deliverable Requirements. The Government has determined Section 508 of the

Rehabilitation Act of 1973 (29 U.S.C. 794d) to be relevant to this requirement. Offerors shall provide as part of its proposal the Government Product/Service Accessibility Template (GPAT), which is attached to this RFP as Attachment 3. Offerors may use the GSA Buy Accessible Wizard at http://www.buyaccessible.gov/ to assist with preparation of the GPAT document.

Section 5. Requirements Evaluation Matrix. The Offeror shall complete the requirements matrix with descriptions of how they will satisfy each requirement if it does not meet the “out of the box” pull-down criteria. This list will be used for evaluation purposes and is a subset of the requirements contained in the

System Design Specification (SDS). All requirements identified within the SDS will be required to be met. The CERS DAR Requirements Evaluation Matrix is included as Attachment 4 to this RFP.

http://www.buyaccessible.gov/

Section 6. Camp Hard Corps Proposed System Description. The Offeror shall provide a system description narrative for their proposed Camp Hard Corps solution. The narrative shall include notional system diagrams, equipment lists, rack maps and other supporting materials that would allow the

Government to evaluate execution of the Offeror’s design as proposed in the Technical Approach. The

Camp Hard Corps Requirement is included as Attachment 5 to this RFP.

Part II: Past Performance Information (PPI).

Section 1. Recent and Relevant Past Performance Information. The Offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. To demonstrate past performance, the Offeror shall identify a minimum of five (5) of its most relevant contracts or efforts performed for Federal, State, County, or Municipal agencies or commercial customers within the past five years, and provide any other information the Offeror considers relevant to the requirements of the solicitation. Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. Relevant contracts include Emergency Dispatch (CERS like) system installation, service implementation, integration of three or more of the proposed products or existing USMC emergency response systems, and DoD Cyber Security certification and accreditation.

Relevance is demonstrated by similarity in integration of proposed products, prior subcontractor partnerships/teaming agreements, size, scope, complexity, and cost/price. The contracts or efforts will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered acceptable if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of contracts or efforts as described above.

Ensure that accurate and concise information is provided for each reference including:

(a) Title of Contract, Contract Number, and Sponsoring Organization;

(b) Type of Contract, Contract Value, Award and Completion Date;

(c) Brief description of the services performed, problems identified and corrective action taken, awards/recognition received; and

(d) Cure/Show Cause notices received, and reasons.

The identified contracts can be with Federal, commercial or other customers and should include FFP efforts. These previous contracting efforts should be for work done by the prime or by a subcontractor that was the prime on the previous effort. For each contract effort, identify the Program Manager (PM) and the Contracting Officer’s Representative (COR). Provide the current address, phone number, and email address for each customer POC.

The Government may use past performance information obtained from other than the sources identified by the Offeror. Past performance information can be obtained from any other sources available to the

Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS) and Contractor Performance Assessment Reporting System (CPARS) Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency.

Part III: Management Approach.

The Offeror shall provide a sound Management Approach, demonstrating appropriate use of corporate resources, providing a partnering approach with the Marine Corps for the CERS effort.

Section 1. Management Approach (General). The Offeror shall fully describe the overall management concept, organizational structure, and proposed interfaces with the Government that will be employed to this CERS effort. The Offeror shall provide organization charts and its detailed approach that show the proposed management structure, teaming relationships, subcontractors and organizational elements. The

Offeror shall provide detailed information concerning the various methods and/or techniques to be used in planning, scheduling, processing, controlling and completing the Performance Work Statement tasks, both routine and special.

(a) Project Staffing Plan. The Offeror shall provide a description of the mix of skills proposed and the numbers needed in the time required that meets the requirements of the PWS. If personnel are subcontracted, the approach shall illustrate the method of administration and technical control of the subcontractor(s). The Offeror shall demonstrate what labor categories the Offeror anticipates will be performed under each objective of the PWS. For unfilled positions, the Staffing Plan should address the current status of effort to recruit employees to fill all positions required to accomplish the PWS objectives. The Staffing Plan shall indicate the place of performance. The

Staffing Plan shall indicate notionally, if the prime or subcontractor will perform the objectives.

The Offeror shall show the labor hours proposed per PWS objective. In total, all labor positions required to perform the PWS objectives must be addressed. Information given in the Staffing

Plan should correlate to the pricing information required by Part IV. The CWBS illustrated the major functions and responsibilities reflected in the PWS. Identify the Project position and describe the relevant skills, experience, and qualifications to complete the requirements of this

PWS.

(b) Project Management. The Offeror shall describe its approach for maintaining project schedule, operating within approved budgets, meeting project milestones, providing early notification of potential problems, utilizing management metrics to track progress and trends, providing deliverables on-time, and maintaining ongoing operations in an effective manner. The Offeror's approach to project replanning in response to Government flight manifest changes or other requests shall be provided.

(c) Configuration Management. The Offeror shall provide its approach to comprehensive configuration and data management for contractor managed and Government managed items. The

Offeror's approach to processing changes in a timely manner will be described.

(d) Risk Management. The Offeror shall submit a risk assessment for the Technical and

Management Approach. The analysis shall identify risk factors, risk likelihood, and risk consequence and include a recommendation to mitigate the impact of the identified risks. The

Offeror shall identify at least one (1) and a maximum of seven (7) Offeror risks and subsequent mitigation strategies.

Section 2. Contract Work Breakdown Structure (CWBS). Using the Government provided CWBS template, Attachment 7, provide a CWBS in .pdf format with the appropriate level of detail to provide how the Offeror intends to manage the proposed effort with visibility of tasks, activities, schedule, and list of deliverables. The CWBS shall be presented in Government Fiscal Year, Government work day and include the minimum level of detail as indicated in the template. The Offeror shall provide a proposed schedule for delivery of CERS DAR to installations, completed no later than the end of Fiscal Year 2017

(FY17) (September 30 th , 2017). The contractor shall identify start and finish dates associated with the tasks in the CWBS template. In addition, the contractor may add additional CWBS elements at or below level two (2).

Section 3. Management of Subcontractor Personnel. The Offeror shall provide a description of the organizational structure of the team members (subcontractors), with organizational charts, which identifies the size, scope and structure of the Offeror’s implementation/integration/operations organization. Include a description of the core capabilities provided by each of its teaming partners

(subcontractors). The Offeror shall illustrate the method of administration and technical control of the subcontractor(s).

Part IV: Price Proposal.

Section 1. Pricing Information. The Offeror shall provide pricing information via the spreadsheet file,in

Attachment 6 - Price Summary, which shall be readable in Microsoft Office Excel format. Offerors shall not alter the format of the spreadsheets except that column(s) and row(s) may be widened or added as needed. The price proposed shall be for Delivery Order 0001 – CERS Initial Design and Delivery Order

0002 - The Camp Hard Corps Sample Base Deployment (Attachment 5). The Camp Hard Corps Sample

Base Deployment Delivery Order shall include pricing information for a turn-key system installation, testing, training and warranty. Offerors shall propose the period of performance for both Delivery Orders.

The Offeror shall include sufficient detail with the price proposal. Proposal backup shall include high-level labor manning, labor categories, rates, and hours, material and equipment costs, Travel and Other Direct Costs (ODCs) to include per travel instance (number of travelers, number of trips, airfare, hotel, car rental, and other allowed expenses per the Joint Federal Travel Regulations

(JFTR)) or ODC item (price per item and total quantity and price).

Additionally, the Offeror shall provide an individually-priced list of all hardware/software to include price per item, quantity of item, and total price. The contracting officer will use this pricing data, if necessary, toverify that all aspects of the requirements have been considered in the proposal and to determine that the overall price is justifiable for the work required (i.e., "reasonable").

Pricing is required for any Option CLINs.

An Offeror’s proposal is presumed to represent its best efforts to respond to the solicitation. Any inconsistency between promised performance, the technical proposal, identified personnel resources and cost/price must be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for an abnormally low estimate, the nature of these techniques and their impact on cost or price shall be explained; or, if a corporate policy decision has been made to absorb a portion of the estimated cost, that must be stated in the proposal. Any inconsistency, if unexplained, may raise a fundamental question of the Offeror’s understanding of the nature and scope of the work required and may adversely impact the Offeror’s standing upon evaluation. The burden of proof as to cost credibility rests with the Offeror. Unreasonably low prices may indicate an inability to understand requirements and a high-risk approach to task order performance. Accordingly, the Government may consider the findings of such an analysis in evaluating an Offeror’s ability to perform and the risk of its approach.

Part V: Contract Information.

Section 1. Completed and Signed SF 1449. The Offeror shall include a completed SF1449, properly executed and signed by an official authorized to commit the Offeror. The submission of all of the items in accordance with the instructions will, upon acceptance by the Government, contractually bind the

Government and the Offeror to the terms and conditions of the model task order.

Section 2. Representations and Certifications. The Offeror shall submit properly executed Reps&Certs in accordance with FAR Clause 52.212-3 and DFAR Clause 252.212-7000.

Section 3. Subcontracting/Commercial Plan (Large Businesses). A Subcontracting Plan must be submitted by all Large Business Offerors. Failure to submit a Plan may result in the Offerors proposal being UNACCEPTABLE. Offerors may submit previously approved Commercial Plans, but the

Government reserves the right to in accordance with DFARS 219.705-4 challenge any plan that doesn’t include positive goals.
