About this file

This document is Amendment 2 to a Request for Proposal (RFP) for the United States Marine Corps Forces Central Command (MARCENT) Operations Analysis Management Services (OAMS) Follow-On contract. The single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract will provide professional support services across 10 task areas including command element, manpower, intelligence, operations, logistics, planning, communications, and other strategic support functions within the CENTCOM Area of Responsibility. The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a total contract ceiling of $110 million and a 60-month ordering period, spanning from May 2026 to May 2031.

The amendment provides comprehensive responses to 143 industry questions, clarifies solicitation requirements, and updates various attachments and sections of the original RFP. Key updates include office space allocation changes (71 total spaces: 61 in Tampa, 10 in Bahrain), modifications to past performance submission guidelines, and clarifications on proposal preparation instructions. The Initial Task Order will be awarded simultaneously with the IDIQ contract, covering the first 12-month period starting 15 May 2026, with a 30-day transition period beginning after contract award. Proposals are due on 29 September 2025 by 12:00 PM Eastern Standard Time and can be submitted via DoD SAFE electronic platform.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS AND ANSWERS

Question Number

Paragraph or Section

Offeror Question Government Response

1 2.3.1.4

The final RFP indicates that 66 office spaces (61 in Tampa, 5 in Bahrain) are available to support this effort.

Does the USMC anticipate making additional office space available for the new Task 7 requirements and the new Task 10?

Per PWS section 1.1.5.3, office space is provided at the task order level.

Changes to office space were made for the initial and sample task order. There are 71 office spaces available, which includes 61 in Tampa and 10 in Bahrain. Please see revised attachment 3 and 6 for more information.

SDVOSB

Pending Certification:

Will the Government consider offers from entities that have submitted their SDVOSB certification application and are awaiting SBA approval at the time of proposal submission, provided that full certification is achieved by award?

Please refer to applicable SBA regulations, including but not limited to 13 CFR 121.404(a) and 13 CFR 128.401(a).

3 Joint Ventures:

Can a Joint Venture submit a proposal under this solicitation if only one member of the JV is a certified SDVOSB at the time of proposal submission? If so, must that SDVOSB also be the managing partner and perform the primary role?

The offeror is responsible for reviewing and abiding by laws and regulations governing joint ventures as they pertain to this acquisition.

This requirement is 100% SDVOSB and the Offeror shall comply with FAR 52.219-14 Limitation on Subcontracting.

Mentor- Protégé and Teaming Arrangements:

Is participation as a subcontractor to a certified SDVOSB prime acceptable if the subcontractor brings relevant past performance and resources? If so, how will past performance be evaluated across the team?

Past performance will be evaluated IAW FAR 52.212-2 Addendum criteria.

Proposal Submission Logistics - Proposal Delivery Format:

Can the Government confirm whether proposals are to be submitted via email, SAM.gov, or another portal? If email, what is the maximum allowable file size per email and will confirmation of receipt be provided?

Proposals will NOT be accepted via email, SAM.GOV or another portal. The Government has included a proposal delivery alternative via DoD SAFE. RFP 52.212-1 Addendum Section 2 has been updated accordingly in amendment 2 of the RFP.

Proposal Submission Logistics - Volume File Naming and Labeling:

Can the Government provide explicit instructions on how files should be named and structured (e.g., Vol I – Technical, Vol II – Past Performance, etc.) to ensure compliance?

RFP 52.212-1 Addendum Section 2 states the format for proposal submission. There are 4 Volumes as follows:

Volume 1- Compliance Documentation Volume 2- Factor 1: Technical Approach Volume 3- Factor 2: Past Performance Volume 4- Factor 3: Price

Proposal Submission Logistics - Proposal Due Date and Time Zone:

Is the proposal due date/time listed in Eastern Time (ET), and will proposals received after the exact cutoff be deemed noncompliant even by a few minutes?

Per Block 8 of the solicitation, offers are due on 29 September 2025 by 12:00 PM Eastern Standard Time.

Per FAR 15.208 (b)(1) does apply for determination of a late proposal.

Evaluation and Source Selection - Clarification on Evaluation Factors:

Can the Government confirm whether evaluation is Lowest Price Technically Acceptable (LPTA), Best Value Trade-Off, or another method? The current language references “best value” but lacks clarity on the relative importance of technical vs price.

Please refer to 52.212-2 Addendum, which in part provides that the “Government will execute the evaluation using the Best Value Tradeoff process”.

Evaluation and Source Selection - Past Performance Scope:

Will the Government consider past performance from related but non-identical service areas (e.g., logistics or training support) if relevance to OAMS 2.0 can be demonstrated?

Please refer to the portions of the 52.212-1 and -2 addendum addressing past performance.

Scoring or Rating Criteria:

Can the Government provide additional detail on how Technical, Past Performance, and Price proposals will be rated (e.g., adjectival ratings, numerical scoring, risk levels)?

Please refer to the solicitation, including but not limited to the 52.212-2 Addendum.

Technical Scope and Transition - Incumbent Transition Requirements:

What is the expected transition period for the new awardee, and will the incumbent be required to provide transitional support?

See PWS section 1.1.8

Service Hours and Locations:

Is there a specific breakdown of required hours per location, per labor category, and any expectations for surge support or overtime?

The Offeror shall determine the labor mix and hours for the execution of their solution as it relates to the MARCENT OAMS 2.0 requirement per Initial and Sample task order scenarios. Anticipated support requirements set forth in the solicitation.

Travel &

OCONUS

Expectations:

Will the contractor be expected to travel OCONUS, and if so, are passport/visa or country-specific allowances to be included in pricing?

The contractor is expected to travel OCONUS to the Kingdom of Bahrain.

Yes, passport/visa or country-specific allowances shall be accounted for. The RFP includes Other Direct Cost to account for the visa processing and Department of State OCONUS allowances. Not to exceed prices for travel and Other Direct Cost were included in the pricing template. No changes to the provided "plug numbers" are allowed. The Offeror shall account for the handling factor per pricing instructions.

GFE / GFI

Clarification:

What Government-Furnished Equipment (GFE) or Government- Furnished Information (GFI) will be made available to the contractor at the start of performance?

Per the TASK ORDER ORDERING PROCEDURES in the solicitation, “Government Furnished Equipment. Any equipment or facility provided by the Government will be defined and provided at the task order level.”

For the Initial Task Order, the Government is providing the 71 office spaces and equipment for the contractor to perform.

Security & Compliance - Clearance Requirements by Role:

Will the contractor be expected to travel OCONUS, and if so, are passport/visa or country-specific allowances to be included in pricing?

The contractor is expected to travel OCONUS to the Kingdom of Bahrain.

Yes, passport/visa or country-specific allowances and any Kingdom of Bahrain mandated charges to be included in pricing.

CMMC or ISO Certifications:

Can the Government clarify the required clearance level per labor category (e.g., Secret vs TS/SCI), and whether interim clearances will be accepted?

Contractor personnel shall be cleared at the required level upon commencement of performance. PWS section 1.1.3.1.1 Security Clearance and Mission Essential Personnel Matrix includes the clearance level required for the respective PWS sections.

Factor 2 - Past Performance

Evaluation Methodology Clarification. The RFP (Pages 139-

140) references the "Past Performance Relevancy Rating Method and Performance Confidence Assessments Rating Method defined in the DoD Source Selection Procedures" and Attachment 4 Matrix organizes evaluation into six categories (General Information, Recency, Scope, Relevancy, Complexity, Magnitude, Quality, and Compliance), but no specific weighting formulas between these categories are provided - what is the relative weighting or prioritization of the six matrix categories in determining the overall past performance confidence rating?

The 52.212-1 and 52-212-2 Addendums provide explanation on how past performance will be evaluated.

Factor 2 - Past Performance

Attachment 4 Past Performance Categories. The RFP (Pages 139-

140) references the "Past Performance Relevancy Rating Method and Performance Confidence Assessments Rating Method defined in the DoD Source Selection Procedures" and Attachment 4 Matrix organizes evaluation into six categories (General Information, Recency, Scope, Relevancy, Complexity, Magnitude, Quality, and Compliance). Is there any one category more important than another?

The 52.212-1 and 52-212-2 Addendums provide explanation on how past performance will be evaluated.

Factor 2 - Past Performance

Evaluation Methodology Clarification. The RFP (Pages 139-

140) states that offerors receiving "limited or no confidence rating, will be considered ineligible for award" and references "Performance Confidence Assessments Rating Method defined in the DoD Source Selection Procedures," but does not provide definitions of other confidence ratings. Can you provide elements of a past performance that would meet an acceptable confidence rating?

Per FAR 52.212-2 Addendum, the Government will use the Department of Defense Source Selection Procedures. For Factor 2- Past Performance, the RFP states "The Past Performance Relevancy Rating Method and Performance Confidence Assessments Rating Method defined in the DoD Source Selection Procedures will be utilized in this evaluation." The definitions for the criteria considered are included in the Department of Defense Source Selection Procedures, which is available online to the public.

20 Entire Sheet

Attach 4 Example. Can the Government provide an exemplar of what a "row" would look like in Attachment 4?

The Offeror shall complete the attachment as instructed. For the mapping of claimed Past Performance against past performance source record, this basically requires a direct citation or indication of the respective(s) section(s) of the past performance record requirement that relates to the MARCENT OAMS 2.0 section the experience is being claimed.

21 Column L

Example of Relevancy Mapping.

Attachment 4 Matrix and RFP Page 135 require offerors to "Submit and map primary source information...

tag/map those specific written passages in the SOW/PWS that support a relevance determination" -can you provide examples of what constitutes "sufficient mapping"?

How should they be recorded in Attach 4 - Col K?

The Offeror shall complete the attachment as instructed. For the mapping of claimed Past Performance against past performance source record, this basically requires a direct citation or indication of the respective(s) section(s) of the past performance record requirement that relates to the MARCENT OAMS 2.0 section the experience is being claimed.

22 Column Q

Past Performance Magnitude.

Attachment 4 Matrix asks for "number of Full Time Equivalents used in this past performance record as it applies to the claimed past performance" - how will FTE counts be evaluated (average over contract life or peak staffing levels)?

The use of FTEs is used as a tool for determining magnitude. If the MARCENT OAMS Initial Task Order is based on FTEs, that means that a past performance record within the same FTE count will be closely aligned from a magnitude standpoint.

23 General

The RFP has (10) major task areas and numerous sub-paragraphs supporting those task areas. With a 45-page limit, are there specific areas that are particularly important when providing our response?

The Government is requiring an approach that addresses each task of the PWS requirement.

In 52.212-2 Addendum, Section 1.5 Other Information to Consider, the Government provided the estimated spending allocation by task. This percentage allocation of estimated spending by task is provided to the contractor for consideration in their proposal preparation.

Also, please note that Attachment 2 and 3 are not part of the page count under Factor 1.

2.4. Volume 3

– Factor 2- Past Performance

Multiple Award IDIQs and Past Performance. Section 2.4 of the RFP notes: "For a Multiple Award (MAC) IDIQ contract past performance record, upon Offeror’s determination, past performance can either be claimed collectively under the IDIQ or by individual task order." Given an offeror was an awardee under a Multiple Award IDIQ vehicle and subsequently won a service contract (IDIQ) under that umbrella. Per the guidance provided, past performance can be claimed either collectively or individually for task orders under this

MAC IDIQ.

Question: Do you use the Task Order or MAC Contract number to reference the work in Attachment 4?

The Offeror shall provide the task order number for any experience claimed under an IDIQ. If there are multiple TO claimed under an IDIQ contract, the Offeror shall provide the IDIQ contract number and information of each TO (including TO number) in their past performance response.

Section 2.

Instructions for Submission of Proposals, Volume 3 – Past Performance

RFP Reference: “The Offeror shall provide an electronic PDF version of the cover page of each past performance contract(s) (SF1449), the prices per CLINS (e.g., provide the contract CLINs/pricing breakdown) and the scope of work of each record. This information shall be provided as part of the volume and is not subject to a page count restriction.”

Question 1: SF1449 Submission Scope - The RFP requests that Offerors submit “an electronic PDF version of the cover page of each past performance contract(s)

(SF1449).”

Can the Government clarify whether Offerors should submit only the initial contract award SF1449, or all SF1449 modifications issued during the contract period (e.g., modifications for option years, scope changes, or pricing adjustments)?

For this, it will be best if a conformed copy of the past performance contract record is provided. Otherwise, copy of all SF1449 modifications issued during the contract period.

Questions 2: Pricing Data Detail by CLIN - The RFP requests “prices per CLINS (e.g., provide the contract CLINs/pricing breakdown).”

Can the Government clarify whether Offerors should provide CLIN pricing for:

a) each contract year individually (base and all option years),

b) base period only,

c) the most recent completed or current contract year, or

d) an aggregate total for the entire period of performance?

The Government would like to confirm the obligated amount awarded for the past performance contract record. This includes information from award up to the current contract record stage (if the record is still active).

27 General

Past Performance References.

Attachment 4, Column L notes that SOO(s), SOW, and PWS should be tagged and mapped back to MARCENT OAMS requirements.

Can other documents (such as individual awarded task orders) be referenced and tagged?

Yes. The Offeror shall provide the task order number for any experience claimed under an IDIQ. If there are multiple TO claimed under an IDIQ contract, the Offeror shall provide the IDIQ contract number and information of each TO (including TO number) in their past performance response.

28 2.5.5

Can the Government please confirm that "2.5.5 (U) Requirement 3 - Command and Control Systems Training Analysis" under Task 4 of the PWS is meant to be "Requirement 5"?

Correct, this was a typo. PWS has been corrected and provided via amendment 2.

Can offerors include Attachment 2 Staffing Matrix as a separate file from Volume 2 Technical Approach?

Per 52.212-1 Addendum, "Attachment 2 Staffing Matrix shall be completed from the Excel template included in the solicitation.

This attachment does not count towards the page count of this volume".

30 2.3.1.2.

The Staffing Matrix states: "The proposal shall describe how the approach to integrating the various background, education and experience of Subject Matter Experts ensures the Offeror will meet or exceed the technical requirements of the PWS." However, the Attachment 2 spreadsheet does not provide space to describe our approach. Can the

Amendment 2 of the RFP incorporate changes to address this. The Staffing Matrix is covered under RFP Attachment 2. The requirement to describe how the approach to integrating the various background, education and experience of Subject Matter Experts ensures the Offeror will meet or exceed the technical requirements of the PWS has been moved under the Technical Approach section. Please refer to the updates in Amendment 2.

Government please clarify this requirement under the Staffing Matrix and where to include our approach to integrating the various background, education and experience of SMEs?

31 2.3.1.2.

Staffing Matrix states, "The Offeror shall describe what constitutes a full time equivalent and the productive work hours considered in the staffing plan." As this references the Staffing Plan section, can the Government please remove this sentence from the Staffing Matrix section.

The language related to "The Offeror shall describe what constitutes a full time equivalent and the productive work hours considered in the staffing plan." has been moved from the Staffing Matrix to the Staffing Plan section via Amendment 2 of the RFP. Please refer to the updates in Amendment 2.

32 2.3.1.3.

Staffing Plan states "The plan shall identify each subcontractor, the PWS task(s) it will support, and depict the percentage of work expected to be allocated between prime and subcontractors", however, section

2.3.1.1. Approach Description

already requires that "The description shall account for identifying which tasks and subtasks will be performed by the prime or subcontractor." Can the Government please remove the sentence from the Approach Description section?

Corrections taken. Language remains under the Technical Approach section and has been removed from the Staffing Plan section.

Please refer to the updates in Amendment 2.

33 2.3.1.3.

Staffing Plan states: "the Staffing Plan shall provide supporting documentation to demonstrate compliance with DFARS 252.237- 7023, Mission-Essential Contractor Services Plan." Can the offeror provide the supporting documentation in an annex that does not count toward the page count?

The Mission-Essential Contractor Services Plan shall be provided within the page count of the volume.

34 2.3.1.3.

Staffing Plan states: The plan shall [...] depict the percentage of work expected to be allocated between prime and subcontractors." Since this is a single award IDIQ and the Task Orders are unknown, it would be difficult to speculate on the expected percentage of work across prime and subcontractors. Given that this requirement may produce inaccurate information for the Government, would the Government consider removing this requirement?

Please use the Initial Task Order to base your allocation. The Initial Task Order requirement is the expected "core" support expected for

MARCENT.

35 2.4.1.

Can the Government please confirm that the "Past Performance Record Relevancy Matrix" described in RFP

pp. 134-136 is columns J-R in Attachment 4?

Confirmed.

36 2.4.1.

Can the Government please confirm that offerors can include as a separate document (PDF) in Volume 3 the commitment signed by Offeror and subcontractor certifying that [...] the parties commit to joint performance as proposed"? This is in addition to confirming yes/no to a signed commitment in Attachment 4 column H.

Confirmed.

37 1.2

Past Performance states "If subcontractor past performance is provided as part of the six most relevant contracts or efforts[...]", however section 2.4. Volume 3 – Factor 2- Past Performance (p. 134) states "Offeror shall provide no more than FOUR (4) past performance records under this volume." Can the Government please clarify if Volume 3 - Factor 2: Past Performance requires 4 or 6 past performance examples?

This was a typo and has been corrected in amendment 2. No more than 4 past performance records shall be provided.

38 2.5.5

Appears to contain a typo:

"Requirement 3 - Command and Control Systems Training Analysis" should read "Requirement 5 - Command and Control Systems Training Analysis." Can the government confirm the heading for this section?

Correct and this has been corrected in amendment 2 of the RFP.

39 2.3.1.2 are 66 personnel required in the initial and sample task order “comprising support restricted to 66 office spaces available for performance” required to be included in the staffing matrix?

Changes to office space were made for the initial and sample task order. There are 71 office spaces available, which includes 61 in Tampa and 10 in Bahrain. Please see revised attachment 3 and 6 for more information.

2.0 Instructions to Offerors

Instructions to Offerors states “Offerors shall submit the proposal in a compact disc (CD).” However, since most companies no longer use CDs or have the equipment to burn CDs, can offerors submit proposals using a USB Flash Drive, delivery by mail or hand-deliver?

The Government cannot accept USB;

however, the offerors may provide their proposal documents via DoD SAFE (https://safe.apps.mil/). Instructions for proposal submission has been updated in amendment 2 of the RFP.

41 L.2.1

Will the Government please confirm that drawings and "Screen Shots" of pictures may be submitted as attachments to the volume?

Screen Shot pages will count toward page count and must conform to solicitation formatting requirements.

42 L.2.1

Will the Government please clarify the difference between a photograph and a "Screen Shot" of a picture so that Offerors don’t inadvertently submit nonpermitted proposal elements?

For proposal purposes, figure, pictures, photographs and screen shots are images included in the proposal.

43 Attachment 3

The Instructions tab of Attachment 3 states Initial Task Order: The Sample Task Order will be for the entire ordering period of the IDIQ contract." Will the Government please confirm that this should read "The Initial Task Order will be for the first year of the IDIQ contract"?

Confirmed. The Initial Task Order covers Ordering Period 1 while the Sample Task Order covers ordering periods 2 thru 5.

44 L.2.3.1.4

Will the Government please confirm that the successful offeror will be responsible for provisioning the entire scope of support outlined in the Initial Task Order?

Confirmed.

45 Attachment 3

The Instructions tab of Attachment 3 states Sample Task Order: The Sample Task Order will be for the entire ordering period of the IDIQ contract." Will the Government please confirm that this should read "The Sample Task Order will be for the final four years of the IDIQ contract"?

Confirmed. The Initial Task Order covers Ordering Period 1 while the Sample Task Order covers ordering periods 2 thru 5.

46 L.2.4.1

The RFP states, "Recency...For the purposes of this solicitation, the Government will only consider work performance within 4 years of the date of the RFP issuance date."

However, Attachment 4 - Past Performance Relevancy Matrix cell I6 states, "Start and End date of the record (Period of Performance) within the past four years (from solicitation date). This includes a record with an expiration date that falls within 4 years from solicitation issuance date. For a past performance reference to be considered, the offeror (or its affiliate or subcontractor) shall have performed under the referenced contract within a period no older than 4 years from RFP due date." Can the Government please clarify if the recency period is 4 years from the date of RFP issuance OR 4 years from the RFP due date?

Recency will be measured from RFP issuance date. Amendment 2 includes update to Attachment 4 correcting this.

47 1.1.8.3

The PWS states the initial task order PoP is “expected to start 30 days after award of the base contract,” but Section 1.1.8.2 defines a 30-day transition period “starting the day after award.” Can the Government clarify whether the transition period is within the base award period before the task order start, or if the task order PoP includes transition activities?

The initial task order will include a period of performance to start work 30 days after award.

There is a distinction between "Award/Effective" date and "Period of Performance" start date. The IDIQ and the Initial Task Order will be awarded the same day. The Initial Task Order will have a Period of Performance that starts at least 30 days after award date.

Section SF

Will the Government please clarify what the values provided as "Quantity" represent on the Section SF 1449 - Continuation Sheet?

Those quantities were set due to system limitation. The IDIQ is set at dollar values, not quantities. For the system to process the solicitation, it requires input. We placed the values in quantities based on unit prices of $0.01 to get the ceiling value of the contract.

Per CONTRACT MINIMUM/MAXIMUM

QUANTITY AND CONTRACT VALUE,

there minimum amount is $1,000.00 and maximum amount is $110,000,000.00

Section SF

Does the "Quantity" represent a not to exceed dollar value or number of hours since the "Unit" is stated as "Each"?

Those quantities were set due to system limitation. The IDIQ is set at dollar values, not quantities. For the system to process the solicitation, it requires input. We placed the values in quantities based on unit prices of $0.01 to get the ceiling value of the contract.

Per CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE, the minimum amount is $1,000.00 and maximum amount is $110,000,000.00 Per note information included in the extended description of the CLINs, “Due to system limitations, "each" means "Dollars." This is identified as a monthly cost. Task orders will be priced out so that each month is FFP.
