5/4/15 M00146-15-T-S006 F-35 Hangar Crane Upgrade
QUESTIONS
1) QUESTION: Would it be possible to extend the due date to at least May 11, 2015
ANSWER: Yes, quote due date has been extended to 22 May 2015 via amendment to solicitation.
2) QUESTION: Paragraph 4.1.1 (f) Hoist speeds. The hoist we would propose to furnish has a maximum full load hoisting speed of 15 FPM would this be acceptable in lieu of the 16 FPM speed specified .
ANSWER: No
3) QUESTION: Paragraph 4.1.2 (f) Compatibility of the new trolley/tractor drives with the existing trolley/bridge end stops: If need be would it be acceptable to remove and replace the existing trolley/bridge stops so that they are compatible with the new equipment ?
ANSWER: Yes, as long as they are engineered stops with documentation that showing they are designed for and structurally adequate for the task. Documentation shall be included with the submittal package for review.
4) QUESTION: Paragraph 4.1.3 (e) Assuming that we mount the new bridge control panel in approximately the same location as the existing one, the mounting of the indicator lights on the bottom of the bridge panel is probably not practical.
The existing panel is located at the extreme end of the bridges and mounted fairly high on the girder so the lights will need a rather long extension so that they are below the girder and can be seen by the operator. The hangar is also very bright and I seriously doubt that the operator will be able to tell if the lights are on or off based on the ambient light level in the hangar. Would it be acceptable to furnish the indicator lights in the pendant in lieu of suspending them from the bridge control panel.
ANSWER: Keep them on the bridge control center.
5) QUESTION: Re: CAR N3258A-07-005: Item C (17) states that a 3-posistion keyed bypass switch is " recommended ".. The SOW does not address this requirement, please advise if it is or is not required.
ANSWER: Not required unless anti two-blocking switch can't be disabled by hand. A lever operated switch would require a bypass switch but a weighted limit switch would not.
6) QUESTION: If the successful vendor intends to utilize tractor drives for the new bridge drives ,will it be acceptable to simply remove the existing bridge motors, brakes, reducer housing, and associated wiring but leave the existing end truck carrier heads in place? This would not have any impact on the operation of the new tractor drives.
ANSWER: Yes.
7) QUESTION: If the contractor has mobilized and begun work and is then required to de-mobilize (due to government's inability to provide complete access to the installation site) - and then at some future date is required to re-mobilize (when access to installation site is granted) will the contract price be modified to reflect the additional cost to the contractor?
ANSWER: In the event of any changes to installation/completion schedule due to Government caused delay, the contractor will be entitled to consideration for the delay. The amount of consideration would be based on negotiation of legitimate mobilization/demobilization costs that are fair and reasonable and agreed upon via a bilateral modification to the contract.
8) Would it be possible to modify the solicitation so that the material, fob delivered was a separate CLN ? This would allow the contractor to invoice for the material when he delivers it, then in the event the government delays the installation of one or both cranes we can at least be paid for the material.
Another possible alternate would be to have the modification and testing of each crane be a separate CLN, then if for whatever reason the government delays the modification of the second crane we can at least be paid for the one that is completed and accepted.
ANSWER: No. This a turn-key requirement for both materials and installation.
9) Paragraph 4.2.4 Inspection and testing and paragraph 5.0:
a) QUESTION: Must the first crane be inspected, tested and accepted by the FRC-East Chief Crane Engineer prior to the contractor beginning work on the second crane?
ANSWER: Yes, we can only put one crane down at a time. The inspector will work closely with the installers to be there as soon as the crane is ready.
b) QUESTION: How much notice does the FRC-East Chief Crane Engineer require in order to schedule the inspection and testing specified in paragraph 5.0
ANSWER: Installer should give as much notice as possible for planning purposes. Installer will have the inspector's cell phone number to keep in close communication. Inspector will have test weights and boom lift staged in the area prior to inspection.
c) QUESTION: How much time does the FRC-East Chief Crane Engineer require in order to perform the NDI as specified in paragraph 4.2.4 (c)
ANSWER: Installer should remove the hooks from the blocks prior to install. The inspector will deliver the hooks to the NDI shop during the installation. The installer should be certain the hooks will pass NDI prior to arrival at MCAS Cherry Point. The NDI process normally takes half a day or less.
d) QUESTION: If the inspection and testing is delayed by the government and the contractor has to de-mobilize/re-mobilize, will these cost be reimbursed by the government?
ANSWER: See answer to question 7) above.
e) QUESTION: In view of the nature of the facility and the on-going work in the facility will any safety, preparatory and or security briefings/meetings be required?
ANSWER: A copy of the Visitor/Contractor Site Specific Rules and Compliance as well as the Visit Request instructions are attached. Due to the security requirements of the hangar, there will be a briefing. Certain items such as cell phones, GPS, cameras are prohibited and an escort will be required.
f) QUESTION: Since we will be working in close proximity to aircraft will a tool control policy be required ? if one is required who will administer it; the government or the contractor?
ANSWER: Yes. Contractors are required to administer their own tool control. A representative from the Tool Control Program and a representative from the FOD Control Program periodically visit the hangar area to ensure compliance. A copy of the FRC East Tool Control Policy is attached.
