EXISTING PROVISION CLARIFICATION
1.4.4 Additional Requirements for FRC East Level II Secure Areas NO CHANGE
a. The Contractor must submit a list of contractors to include possible alternates to FRC East Security at least 5 days in advance of mobilization. Contractors not on this list will not be granted access to the
Level II Secure Area. No substitutions of personnel will be permitted.

Secure Area. No substitutions of personnel will be permitted without advanced notice to and approval from FRC East Security. Requests for deviation from these procedures (Section 1.4.4) shall be vetted with FRC
East Security and the F-35 Capability Team who jointly may approve deviation at their discretion.
b. The Contractor must submit a copy of each employee's 50-State
Background Check to FRC East Security.

c. The Contractor shall obtain "Escort Required" badges and a Security
Debriefing from FRC East Security. Badges must be turned in to the
"Government Official" daily.

Security briefing from FRC East Security prior to terminating Level II access.
During the contract performance period badges must be turned in to the
"Government Official" daily at the guard post, door 118 building 4224.
Badges may also be retrieved daily at the level II guard post. Each person shall sign the attendance log in person with the government official to receive their badge daily.
d. The Contractor shall sign-in and sign-out with the "Government
Official" when entering and exiting the Level II Secure Area. All
Contractors must enter and exit together at all times.

e. The Contractor shall conduct a daily or weekly stand-up meeting with the "Government Official" to address access requirements for construction activities.

f. A lay-down site will be provided within the Level II Secure Area, but it will be subject to searches at any time.

Approved contractor vehicles may enter the Level II area for delivery of materials, tools, and equipment necessary for the work required. Vehicle approval requests shall be made prior to entry. Approval requests may be emailed from FEAD to FRC
East Security with a copy sent to the F-35 Capability Team’s Security
Contact. For each vehicle request, the following information shall be sent to FRC East Security: Make; Model; Color; License Plate Number, Company Name. Vehicle requests shall be kept to a minimum due to space constraints. Personal vehicles are generally not authorized, but may be authorized if there is a justified contractor requirement. Vehicular transportation of employees to and from the level II area, or for contractor’s convenience, is not authorized justification. Contractor vehicles shall generally use Gate 15A. For approved vehicles, prior to gaining level II entry, or leaving the site, the contractor shall go to the guard post at door 118 to request passage. Vehicles in the level II area are subject to search at any time. Vehicles are subject to the same restrictions stated in subparagraph “g.”
g. No cell phones or cameras will be allowed within the Level II Secure
Area. There will be a zero tolerance policy and, if found, equipment will be confiscated and all photos/videos/storage memory will be reviewed by
FRC East Security, and any photos of FRC East property will be permanently deleted. The contractor(s) will be removed from the site and will not be permitted access to the construction site within the Level II
Secure Area.
g. No unauthorized cell phones, laptops, cameras, photograph capable devices, or other communication devices will be allowed within the Level
II Secure Area. There will be a zero tolerance policy and, if found, equipment will be confiscated and all photos/videos/storage memory will be reviewed by FRC East Security, and any photos of FRC East property will be permanently deleted. The contractor(s) will be removed from the site and will not be permitted access to the construction site within the
Level II Secure Area without resubmitting a request to FRC East Security, and without having the request approved.
h. The Contractor shall comply with the FRC East Security Manual, FRC
East Instruction 5500.1H, a copy of which will be provided by the
Contracting Officer.
