FOR
HANGAR BRIDGE CRANE UPGRADES IN BUILDING 4224
FLEET READINESS CENTER EAST, CHERRY POINT, NORTH CAROLINA
1.0 SCOPE. This Specification (SPEC) defines the Government’s minimum requirements for a Contractor to perform the work described below in the F-35 Hangar, located in Building 4224 at the Fleet Readiness Center
East (FRC-East), Cherry Point NC:
(a) Remove and discard two (2) existing electric wire rope hoist/trolley units, two (2) existing crane control centers, and four (4) existing bridge travel drive units.
(b) Provide and Install two (2) new 10,000# capacity electric wire rope hoist/trolley units, four (4) tractor style bridge travel drive units, and two (2) crane control centers, each with an independently festooned pendant controller.

3.0 GENERAL REQUIREMENTS.
3.1 Contractor shall ensure coordination of all work, including specific days, time and duration, with the
Contracting Officer, the Chief Crane Engineer and the Production Shop Supervisor. Work shall not proceed without production supervisor concurrence. ONLY ONE CRANE SHALL BE KEPT OUT OF
SERVICE AT A TIME.
3.1.1 Contractor shall supply all tools and equipment required to provide services described in this SPEC. The
VENDOR shall not, at any time, borrow or use any FRC-East tools or equipment. This includes forklifts, ladders, man lifts, motorized lifts, cranes, electric carts, etc. Utilities for power tools (90 psig compressed air and 115VAC electricity) are available on-site.
3.1.2 Contractor supplied cranes shall be inspected by the Government’s inspector prior to making any lifts. A certificate of compliance shall be provided, for each crane provided by the Contractor. A critical lift plan shall be submitted for all lifts exceeding 75% of the crane's capacity. Usage of cranes shall comply with 29
CFR 1926.550 and only qualified and trained personnel shall operate them. In the event of a crane accident, the Contractor shall secure the site and notify the Contracting Officer and the Weight Handling
Equipment Team within four (4) hours (Point of Contact to be provided at time of award).
3.1.3 No work shall be performed on any energized equipment. Prior to installation and/or removal of any equipment, the Contracor shall lockout / tag out all energy sources per IAW OSHA 29 CFR 1910 and then notify the Government for final approval. The Government may also choose to dual lockout / tag out the equipment. In the event that any electrical equipment must be worked live, approval shall be obtained by
FRC East Safety Department, and that specific work shall be performed in accordance with the National
Fire Protection Association (NFPA) Standard 70E; Electrical Safety in the Workplace.
3.1.4 Contractor is responsible for the disposal of all removed materials. Material shall be transported, by the
Contractor, in a Contractor owned medium, to the Defense Reutilization and Marketing Organization
(DRMO). The organization is within base, no off base travel is needed.
3.1.5 Contractor shall keep the work site clean of trash and debris.
3.1.6 Contractor shall disconnect from power at the end of each workday all portable electric and air-operated tools and devices (saws, sanders, compressors, extension cords, lights, etc.).
3.1.7 Contractor shall require their personnel to familiarize themselves with the location of the nearest fire alarm boxes and place in phone memory the emergency MCAS Cherry Point Fire Department number (911).
3.1.8 Contractor shall require their employees, while on-site, to wear the following PPE at all times:
(a) Safety glasses that meet the requirements of ANSI Z87.1.
(b) Steel toe shoes that meet the requirements of ANSI Z41.
(c) Hearing protection, ear plugs provided by the GOVERNMENT.
(d) Hard hats that meet the requirements of ANSI Z89.1.
3.1.9 Contractor shall perform any hot work in accordance with NFPA 51B. Prior to performing on-site hot work or operating other flame/spark producing devices, a written permit shall be obtained from the MCAS Cherry
Point Fire Department. The Contractor shall provide at least two (2) 20 pounds 4A: ABC rated fire extinguishers for normal hot work. Extinguishers shall have a current inspection tag, approved safety pin and a temper resistant seal. In addition the Contractor shall maintain a fire watch for a minimum of 120 minutes after completion of task.
4.0 SPECIFIC REQUIREMENTS.
4.1 MATERIAL
4.1.1 New hoist/trolley units shall:
a) Have lifting rated capacities of 10,000 pounds each.
b) Meet the requirements of NCC Standing Crane Alteration N3258-07-005 (Attached).
c) Utilize wire rope as the lifting medium.
d) Have upon installation, at least 22’-6” of available lift when measured from the finished floor.
e) Be variable frequency drive (VFD) controlled for both hoist and trolley. (Two step, infinitely variable)
f) Be programmed for hoist speeds as follows: Max 15 FPM / Min 2 FPM.
g) Be programmed for trolley speeds as follows: Max 25 FPM / Min 5 FPM.
h) Be fused on both primary and secondary sides of their transformers.
i) Have hoist and trolley brakes that are easily accessible for disassembly and not installed between the motor and gear case.
j) Be trolley mounted. (Top hook mounted is un-acceptable.)
k) Have drop forged, un-painted, and un-plated steel hooks that can easily be removed from the block and disassembled for inspection. Hooks shall be removed and ready for testing by the
Government prior to installing the hoists.
l) Be labeled “292” for one hoist and “293” for the other. Labels shall also include directional designations “Street, Ramp, Center, and Wall” which correspond to first letter designations on the pendant buttons. All hoist labeling shall be done in a way that is easily readable from the floor.
m) Have 60 minute rated motors with class F insulation.
4.1.2 The bridge drive units shall:
a) Be VFD controlled. (Two step, infinitely variable)
b) Be programmed for travel speeds as follows: 40 FPM Max / 5 FPM Min.
c) Shall be tractor style.
d) Have brakes easily accessible for disassembly, not between the gear case and motor.
e) Have over current protection for each motor.
f) Be compatible with the existing patented track and end stops.
g) Have wheels made from machined steel (forged, rolled, or cast). Stamped steel or cast iron is prohibited. (This doesn’t apply to rubber tired drive wheels, if any.)
h) Have safety lugs (drop stops) or a functionally equivalent feature on the trolley frame to prevent derailment in the event of wheel or axle failure.
i) Have bumpers that properly contact the existing end stops.
j) Have 60 minute rated motors with class F insulation.
4.1.3 The crane control centers shall:
a) Be equipped with a NEMA 12 control cabinet that includes a lockable shut off switch.
b) Have a mainline contactor.
c) Have fused branch circuit protection and Ground fault protection in accordance with NFPA 70.
d) Have an independently festooned, NEMA 4 or better, pendant controller which includes a “low speed only” selector switch for the hoist. Pendant shall hang approximately 42” above the finished floor when installed.
e) Have a white LED indicator light to indicate when power is available and a blue one to indicate when the mainline contactor is engaged. These lights shall be LED and mounted on the bottom of the control center cabinet so they are easily viewable from the operator’s pendant.
f) Shall include a new festoon system to connect power and control wiring to the hoist.
4.2 INSTALLATION AND DOCUMENTATION.
4.2.1 Contractor shall provide one (1) electronic copy of submittal package for review and approval by the FRC-
East Chief Crane Engineer within 15 days after receipt of contract award. The package shall include mechanical and electrical shop drawings and material specifications. Contractor shall not order any equipment without the written approval of submittals. The GOVERNMENT will provide a response within
15 days of receipt of package.
4.2.2 Contractor shall provide (1) electronic copy of all hoist and drive manuals at least (15) days prior to scheduled installation.
4.2.3 Work to be performed under this contract (to include delivery, installation, inspection, testing, and acceptance ) shall be completed between 1 September 2015 and 30 September 2015 based upon the current F-35 Maintenance schedule. The Contractor shall contact FRC East point of contact to coordinate installation dates. FRC East point of contact will be provided at the time of contract award.
4.2.4 Contractor shall accomplish work between 7:00 a.m. to 3:00 p.m. Monday through Friday. The
GOVERNMENT must approve requests for deviation from these hours.
4.2.5 Site Preparation and Installation Plan.
The Contractor shall provide a clear and concise site preparation and installation plan. The plan shall be written per DI-MGMT-80033. The plan shall include a detailed description of all installation work, a detailed site layout, general equipment specification (i.e. size, weight, etc.), any required structural modification or additions, utility requirements and location, pertinent electrical details, and any other details required for site preparation and layout. As part of the site preparation and installation plan the contractor shall include facilities preparation instructions. The final site preparation plan shall be submitted at least 30 days prior to installation. The contractor shall provide, with the Installation Plan, detailed information concerning any equipment that applies a load to a facility structure, ground, wall, or roof. If use of a crane or rigging is part of the contractor’s Installation Plan, the contractor shall have the Installation
Plan reviewed and certified stamped by a Professional Engineer (PE). Prior to submission to the government, if the use of crane or rigging is part of the Installation Plan, the contractor shall contact the
Fleet Readiness Center – East Weight Handling Certifying Official providing the PE certified Installation
Plan to the Weight Handling Certifying Official in order to ensure that the plan is accurate, complete, and approved.
Applied Loads to Facilities. The Contractor shall provide, with the Site Preparation and Installation Plan, detailed information concerning any equipment that applies a significant load to a facility structure, wall, or roof. Calculations and drawings shall be reviewed and approved by the FRCE contracting officer.
4.2.6 Upon completion of installation, Contractor shall:
a) Turn off and lock out the crane electrical disconnect switch.
b) Request through the Contracting Officer, the visit of the FRC-East Chief Crane Engineer, Hoist
Inspector and Load Test Director to perform an inspection to ensure compliance with this
SPECIFICATION and the acceptance test per Section 5.0.
c) Remove the hooks and retaining nut or eye pin (and swivel eye bar as applicable) and present them to the FRC-East Chief Crane Engineer for testing. Hooks shall pass a Non Destructive
Inspection (NDI) in accordance with NAVFAC P-307, Section E, paragraph 1.4.4 prior to acceptance. NDI shall be performed by the government.
4.2.7 Corrections shall be completed by the Contractor within two (2) weeks after testing.
4.2.8 QUOTE INSTRUCTIONS. Total Cost shall be provided for Materials, Freight, Equipment Rental, Travel, Labor, and any additional costs not addressed herein.
5.0 INSPECTION AND TESTING.
5.1 Pre-Installation Testing
5.1.1 The Contractor shall test each operating component of the assembled crane at “NO LOAD”. Testing and inspection shall include brakes, lights, motor controls, speeds, limit switches, interlocks, and wiring.
5.1.2 The contractor shall inspect the entire assembly for form, fit, and function, and shall operationally inspect all drives. The contractor shall provide the Government the opportunity to witness the Pre-Installation Testing by notifying the Government (15) days prior to testing. Upon successful completion of Pre-Installation
Testing, the contractor shall notify the Contracting Officer of the installation schedule that was agreed by both FRC East, and the contractor.
5.2 Inspection. The GOVERNMENT shall inspect the installed product to ensure compliance with the requirements defined within this SPECIFICATION prior to and during testing. A punch list will be compiled and presented to the Contractor for corrections.
5.3 No-load Test. The GOVERNMENT inspector will travel the crane through its full travel range for three (3) complete cycles. All crane features and operational safety devices will be checked for functionality.
Reference NAVFAC P-307, Section E, paragraphs 6.1 through 6.1.3.
5.4 Load Test. The GOVERNMENT inspector shall test the installation using a test load of 125% - 130% of the crane rated load. Reference NAVFAC P-307, Section E, paragraphs 6.2 through 6.2.3.
5.5 Failure to perform. Failure to successfully perform any of the above tests shall nullify any previous test results.
5.6 Deficiency Corrections. All deficiencies shall be corrected prior to final acceptance.
6.0 LABOR HOUR REPORTING.
In accordance with the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) Part 5237.102-90 relating to Enterprise-wide Contractor Manpower Reporting Application (ECMRA):
6.1 The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract the Fleet Readiness Center East, MCAS Cherry Point, NC
28533 via a secure data collection site. Contracted services excluded from reporting are based on Product Service
Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY;
(5) V, Freight and Shipping ONLY.
6.2 The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
6.3 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the
