TO: All Prospective Offerors

SUBJECT: Request for Proposal (RFP), Solicitation No. 80TECH22R0001, for Enterprise Multimedia and Integrated Technical Services (eMITS)

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Enterprise Multimedia and Integrated Technical Services (eMITS) solicitation. The principal purpose of this requirement is to provide Information Technology (IT) management, multimedia, communication services and related services for the Office of the Chief Information Officer (OCIO) and the Office of Communications (OCOMM). The anticipated contract will support all NASA Centers and Facilities. The contractor shall provide the following scope of work requirements:

• Information Technology Management Services o IT Management is characterized by processes that enable the establishment, administration, and measurement of an organization’s IT program. A large portion of the services in this section will support the OCIO’s Strategy Division and Operations Division.

• Customer Collaboration and Support Services o These customer facing services are crucial to OCIO’s and OCOMM’s success in achieving a unified presence and smooth interface with NASA entities bringing requirements for multimedia communications and IT services.

• Information Management Services o Managing the information across the Agency requires the establishment and execution of information management services, including data digitization and conversion, forms management, and records management.

• Multimedia and Communication Services o This broad category includes NASA Television; www.nasa.gov; NASA’s social media operations; digital communications support for human spaceflight and science missions; institutional audiovisual support; publishing support; and the foundational work in graphic, visual, electronic, and broadcast arts required to achieve NASA’s strategic communications goals.

NASA will conduct this acquisition as a small business set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 541519 and the small business size standard is $30.0M.

This competitive acquisition will result in a Cost-Plus Award-Fee (CPAF) Core contract with an Indefinite-Delivery, Indefinite-Quantity (IDIQ) ordering capability to issue CPAF and Firm-Fixed-Price (FFP) task orders. The phase-in will be FFP. The total potential period of performance/effective ordering period of this contract is 8 years and 3 months, including a 90-day phase-in, one year base period, and seven (7) one year option periods.

The anticipated contract award date is December 16, 2022, with phase-in commencing on January 3, 2023 and a contract effective date of April 4, 2023. The contract will be performed at Ames Research Center (ARC), Armstrong Flight Research Center (AFRC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), Johnson Space Center (JSC), Kennedy Space Center (KSC), Langley Research Center (LRC), Marshall Space Flight Center (MSFC), NASA Shared Services Center (NSSC), and Stennis Space Center (SSC): onsite at all NASA centers and offsite at the Contractor’s facilities.

Potential offerors should ensure its company is listed in the online database(s) for the following:

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:

1. A phase-in period will be conducted. The phase-in period will be 90-days and will be contract line-item number (CLIN) 001. Phase-in costs shall not exceed $450,000.

2. The Government will make available Government Furnished Property (GFP) (attachment J-I) for offsite use at the Contractor’s facility and existing Installation- Accountable Government Property (IAGP) (attachment J-J) for onsite contract performance as described in the RFP.

3. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to clause H.6 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. Additional information regarding OCI’s can be found in RFP section L.25 GSFC 52.209-301 Notice of Potential Organizational Conflicts of Interest. Please also note that NFS clause 1852.237-72 Access to Sensitive

Information references the OCI plan as a contract compliance document. Each potential Offeror should review FAR Subpart 9.5 and carefully consider the extent to which an OCI may arise before making the decision to compete for the eMITS effort.

4. Please note a Secret facilities clearance is required for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification. For proposals submitted as Joint Ventures, the facility clearance must be held by each member of the Joint Venture that will be performing the classified work.

5. NASA appreciates the comments received in response to the release of the Draft RFP.

These comments resulted in improvements to the quality and content of the overall RFP. Offerors should carefully review the RFP in its entirety, as its content that has changed from the Draft RFP version. The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this RFP that may not have been addressed in the Draft RFP questions and responses. Please refer to the eMITS QA for DRFP 80TECH22R0001 posted on SAM.gov for the full list of questions and responses.

• RFP section L.31 COST/PRICE VOLUME INSTRUCTIONS, For proposal purposes, significant subcontractors are defined as subcontractors or Inter- /IntraWork Transfer Authorizations (IWTA) having a contract value equal to or greater than an average annual value of $15 Million. Nonsignificant subcontractors are defined as subcontractors having a contract value less than an average annual value of $15 Million.

• RFP section L.32(a), Recency is defined as performance occurring within the last five (5) years of the date of issuance of the Final Request for Proposal, except the ongoing programs must have begun no less than six (6) months from the issuance of the release date of the Final Request for Proposal.

• RFP section L.32(e), Prime Offerors shall furnish the past performance information requested for similar efforts with a minimum average annual contract value of $10M.

• RFP section L.32(e)(1): (Note: Italic indicates changed areas) o The Offeror shall provide a description of its team’s relevant past performance history in meeting the technical and management requirements identified below (this list shall not be construed as an indication of the order of importance):

a) Operating geographically distributed television studios; creating and producing live telecasts and recorded programs suitable for broadcast on a national scale; and around-the-clock program distribution to cable, satellite, and internet television systems.

b) Managing a national brand through digital communications including but not limited to social media, graphics, video, and audio (e.g., podcasts, radio, etc.)

c) Cataloging still and motion imagery as well as acquisition, processing, and distribution of them.

d) Managing invest/divest decisions in conjunction with Enterprise Architecture and Governance.

e) Leading change across an organization.

f) Creation of IT services catalog and delivery of IT services to a variety of disparate (i.e., geographical, business units, scientific technical, and mission focus) customers.

g) Project Management of complex IT solutions requiring management of subcontracts and vendor solutions.

o The combined total of the Offeror’s (including Joint Ventures) and proposed Significant Subcontractors’ past prime or subcontract experience shall be limited to no more than nine (9) reference contracts. The Offeror (including Joint Ventures) shall be limited to no more than three (3) reference contracts and no more than two (2) reference contracts for each Significant Subcontractor for which performance occurred within the last five (5) years of the release date of the Final Request for Proposal.

• RFP section M.6(c): Recency is defined as performance occurring within the last five (5) years of the issuance date of the Final Request for Proposal, except the ongoing programs must have begun no less than six (6) months from the date of the issuance of the Final Request for Proposal.

• RFP section M.6(d) Past Performance Evaluation Factor, For a prime contractor’s contract reference(s) to be considered at least minimally “relevant”, it must meet/exceed an average annual contract value of at least $10M.

6. Be advised, in accordance with provision L.32(h), Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer no later than the closing date of this solicitation designated in Block 9 of the

SF 33.

7. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF). While the RFP’s Cost/Price Volume exhibits are in PDF format, the Offeror’s Cost/Price Volume proposal shall include completed Cost/Price Volume exhibits in Microsoft Office Excel format with working cell formulas.

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments, and links to online reference/technical/bidders’ library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

This RFP does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than June 30, 2022 at 4:00 p.m. Easter Time Zone). Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box.

Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.

In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
