Forms 4 and 4a, Amendment 1

NASA states that offerors should propose a single rate for each labor category irrespective of work location. This results in offerors considering different locations with different direct labor rates that are based on cost of living and salaries which vary based on geographic locations.

Obviously, rates that offerors propose depend on the location selected.

This will result in an unbalanced evaluation. We respectfully request the Government to specify one geographic location for salaried labor categories (Non-Management Hours-Govt Directed), the same way as for WD positions.

The labor categories and hours provided in the Cost Forms are for evaluation purposes only and are not indicative of the requirements for performance. Labor categories and hours will be determined during the annual work plan/package development.

Forms 1 and 4a The numbers (including totals and subtotals) are hard coded in the cells and include values to 10+ decimals points. We assume that we can use rounded numbers with no decimals. Please clarify.

All formulas provided are example only, and the Offeror is to adjust the formuals to fit the Offerors proposed solution and to align with the Offerors unique estimating policy and procedure.

However, adjustments to the rounding are not required.

Forms 4 and 4a, Amendment 1

Forms 4 and 4a – These two Forms do not contain data for the Extension Period. All other Forms show provision or a column for 6-month extension. Should we assume this is not required? If not required, it may be have to be removed from other Forms also. Please clarify and or correct the Forms as appropriate.

Option to extend Services 6 months is a derevation of the rates and hours estimated for the final option year. The formula provided in Form 1 will complete the estimate for the Option to Extend.

Forms 5a - 5d

Forms 5a - 5d for fringe, overhead, and G&A identify Contractor Fiscal Years 2020, 2021, & 2022 as actual. Our Fiscal Year is Calendar Year.

Therefore, actuals for 2022 will not be available till the end of the year.

Should we provide actuals that are available to date and/or forecast for 2022?

Yes, the Contractor should provide historicals and forecast estimates as required based on available data.

Form 4

We recognize that the site mix provided for all labor categories identified in Form 4a Labor Hours by Center is to be used for evaluation purposes of the companies competing for the eMITS. The decision whether to subcontract out effort for specific work packages or future IDIQ Task Order efforts will be made based on the unique requirements of each effort as evidenced by the Government's decision not to request IDIQ rates at this time. We realize that subcontractors' proposals are required be submitted in accordance with the RFP; however, it appears counterproductive to include a mix of contractor and subcontractor rates in Form 4 Labor Rate Build-Up which may or may not represent a reasonable mix of the correct effort/mix for a specific task. Since it was NASA’s decision not to request IDIQ rates at this time, we suggest Form 4 may be revised. This should make for a much quicker and accurate evaluation of the eMITS proposals.

Data Requirements List (DRL) and Data Requirements Descriptions (DRD) - MA-02. 3. "Describe in detail plans for initial staffing and training of personnel. Discuss proposed key personnel and demonstrate that they are committed to employment prior to start of contract."

Question: There was no requirement in the RFP Section L for identifying key personnel, and no evaluation factor in Section M related to key personnel. Please confirm that offerors are required to identify key positions and/or key personnel? Is it acceptable for offerors to identify key positions in the Phase-in Plan and provide the names of all key personnel within 30 calendar days of contract award?

Attachment J-C, Attachment J-C Data Requirements List (DRL) and Data Requirements Descriptions (DRD), MA-02, Phase-In Plan item 3 has been revised to provide clarification.

The offeror is required to discuss proposed key personnel positions, their roles/responsibilities, and the positions are staffed by the start of contract.
