A. Standard Form 1449

B. Instructions to Offerors – Commercial Products and Commercial Services

All potential offerors and quoters are required to be registered in System for Award Management (SAM) at time an offer or quotation is submitted in order to comply with the annual representation and certification requirements [(FAR 4.1102 Policy 01/17/2025)]. The Government reserves the right to award this project one responsible offeror whose offer conforms to the solicitation and requirements and is most advantageous to the Government. Quoters shall insert a time frame for work to begin and expected completion in the bid which will be an evaluation factor. The Government will award the project to one offeror whose offer conforms to the solicitation and is the most advantageous to the Government.

Failure to deliver awarded items within the established time frames in the solicitation will be considered as non-conformance under terms of the contract and the order may be canceled.
