Section B: Description of the Supplies/Services Required
This is a one time, competitive, sole source contract for the remodel of the LCMC/EBu conference area. The agency needs 18 linear feet of movable demountable walls. These walls should be flexible for space management. The preferred finish is DIRTT Chromacoat in the Scout color, with a durable DIRTT anodized aluminum frame. The walls will have a horizontal reveal placed 8 feet above the finished floor to improve their look and style. They must also include seismic rigid tiebacks that connect securely to the deck for stability and safety compliance.
The wall surfaces will display Grade 1 ChromacoatPlus tiles in the Scout finish, while the borders will use silver PVC trim for a refined appearance. Each wall will have a 4-inch stile (Goldie) door, topped with a Solidstory component. The doors will come with DIRTT barn door hardware for easy operation. They will also feature a soft open/close mechanism for quiet and smooth use and a 30-inch DIRTT bar pull for easy access. For security, each door will have a DIRTT barn door Adams lock. The clear anodized frames and stiles will enhance the overall look, and the walls will include 6mm DIRTT etched glass in a haze finish for a touch of elegance.
Additionally, the agency requires 576 square feet of luxury vinyl tile (LVT) flooring. The DIRTT walls need a strong electrical power system to support necessary electrical needs. This system will have three duplex outlets with white faceplates, following Level 3 modular power standards. The installation will include a tile cutout, a modular back box, a trim ring, a faceplate, and armored cabling with a 12-gauge wire running from the device to the top of the electrical panel, along with a pre-wired 20-amp device for easy electrical access throughout the space.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to the circumstances described herein, the activity requests authority to acquire the remodel using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1).The justification for limiting consideration to a brand-name item lies in DIRTT's proven ability to meet the precise requirements for form, fit, function, and interchangeability with the existing workstations installed in Bldg 300, East Wing. To maintain compatibility and consistency across all office furniture, it is essential that the agency exclusively utilizes DIRTT Construction products and components. In order to facilitate the movement of personnel and workstations, existing furniture must be seamlessly interchangeable with our current furnishings. Other manufacturers' items fail to meet these critical interchangeability standards due to their unique sizes, heights, fasteners, and other specifications that do not align with our current workstations in this area.
Section D: Efforts to Obtain Competition
Market research was conducted using Internet searches, to include the DIRTT website. The DIRTT website provides a list of 58 partner contractors in the US that provide and install DIRTT products. A sample of these companies was taken, which revealed that at least five of these companies (in the South region alone) identify as small business in SAM. Per FAR 19.502-2, as the value of this acquisition is between MPT and SAT, and "there is a reasonable expectation of obtaining offers from two or more

However, in accordance with FAR 13.106-1(b)(i), competition will be limited to small businesses that are able to provide DIRTT products.
This contract opportunity will include a combined synopsis/solicitation posted on SAM.gov (along with the brand-name justification), and and competition will be limited to small businesses.

LCMC is continually looking for new technologies and tools to address the needs. LCMC will continue to search the market and host vendors to present their new technologies and solutions to our current and future requirements.
LCMC will continue to monitor findings to take advantage of innovative and cost saving solutions to the government.
