I. QUESTIONS/RESPONSES (Numbering Continued from Addendum No. 03 QUESTIONS/RESPONSES Section)

15. Section 6.5 in the Statement of Work (Quality Management) indicates “Perform and/or witness quality assurance tests (10% representative testing of specified QC testing indicated in the Contract Documents) for soil, concrete, asphalt, engineered fills and aggregates, masonry welding of low‐pressure vessels, and all other testing required”.

Will FRA please provide the Contract Documents referenced in this section? Specifically, we would like to request the drawing(s) that list the required testing and any associated specifications.

Response: See attached file "CMa_Proposal_Q15_Response.zip" for the QA testing scope including but not limited to those represented in the attached subcontract documents.

16. Can you elaborate on the responsibilities of the full-time safety professional provided under this contract and where/how they fit/share safety responsibility in with the safety professionals provided by FRA and FRA’s construction subcontractor(s)?

Response: The ESH professional will be expected to provide daily ESH field support and oversight for the FRA Construction Subcontractor work activities. They will be involved in the review of the Construction Subcontractors Site Specific ESH Plan. Their duties will include review and comments of all work planning documentation (build plans and hazard analysis). They will also review training documentation i.e. fall protection, LOTO/NFPA70E, excavation and scaffolding competent person training records. The ESH rep will work closely with the FRA/LBNF Near Site ESH Coordinator and the Construction Subcontractor's ESH team to communicate the ESH expectations to the field labor personnel. They will also attend daily work planning meetings, weekly ESH stakeholders meetings, and weekly Construction Subcontractor progress meetings. The ESH rep will participate in regular construction site assurance visits with both the FRA Near Site ESH Coordinator and the DOE-FSO Site Representative. The ESH Representative will report to the NSCF Construction Manager but work with the FRA/LBNF ESH team.

17. Are there any corporate QA/QC plans, ASME NQA-1 that will be deemed equivalent to ISO 9001? If yes, can those standards be shared with all offerors to provide an even playing field?

Response: Equivalent programs would DOE 0 414.1D, ASME NQA-1, 10CFR50 Appendix B. It is expected that the offerors already have a Corporate QA Program in place. If developing a QA Program for the offer, there would not be any evidence of its effective implementation.

18. Regarding the various "Inspector" roles in the Labor Categories list in Exhibit J-2, is it accurate to characterize the activities of this role as being limited to field observation for compliance of construction with design intent, rather than as any formal inspection for the purposes of certifying construction quality, etc.?

Response: The intent of these inspector roles is to observe and document compliance with the plans and specifications, assist with documenting progress for partial payments, and to provide quality assurance, special inspections, and inspections as required by the contract documents for building code official inspections such as

IBC, AISC, ASME, etc.

19. Exhibit J-2, Section 4, page 15 calls for a Plumbing/Fire Protection inspector, while the Labor Categories table at the back of this Exhibit shows an "Other" category of inspector covering fire protection, communications, etc. Are these both the same inspector role?

Response: "Other" is meant to allow the proposer some flexibility in staffing to ensure that the necessary skillsets can be provided.

20. Exhibit J-2, Section 4, pages 15-16 calls for a QA Manager during Construction Phase. What average FTE is expected for this role during this phase?

Response: FRA anticipates the CMa will need to provide the QA Manager during the Construction Phase full time.

21. Does FRA intend to award the two construction packages to General Contractors, who in turn will hire trade sub-contractors, or does FRA intend to act as General Contractor and hire the trade sub-contractors directly?

Response: FRA will subcontract the construction as two construction packages to general contractors.

22. Exhibit J-2, Section 3 identifies FRA staff who will be on the NSCF Team. What percentage of these staff's time will be allocated to the NSCF project? Does this vary between the various roles (e.g. Project Manager, Construction Manager, Project Engineer, Construction Coordinator)? If so, is there a percentage staffing to the project for each staff?

Response: The FRA NSCF team is dedicated 100% to the NSCF project.

23. Exhibit J-2, Section 3 identifies FRA will engage an Environmental Permitting Consultant under s separate contract. Exhibit J-2, Section 5.8.1 states that the CMa, in conjunction with the Environmental Permitting Sub- Consultant and Fermilab, will be responsible for developing and managing an Environmental Management Plan.

Please clarify which party is expected to lead this effort and what the specific role of the CMa will be as it relates to this work?

Response: The construction subcontractors will be responsible for developing, inspecting, and maintaining a plan to adhere to the requirements of the SWPPP and USACE 404 Permit.

The CMa will develop a plan to verify that the construction subcontractor is performing those actions in accordance with the requirements of the SWPPP and USACE 404 Permit.

The Environmental Permitting Sub-Consultant will act as an environmental and permitting SME resource and will be available to FRA as needed. The Environmental Permitting Sub-Consultant's primary duties are focused on the wetland restoration phase of the project.

24. Exhibit J-2, Section 4 (Page 16), What is the expected staffing level for the Quality Assurance Manager in the Construction phase?

Response: See response to Question 23.

25. Exhibit J-2, Section 5.4, Please provide a rough number of licenses required for the web based project management system (WBPMS)?

Response: The CMa shall assume 50 active licenses may be required.

26. Exhibit J-2, Section 5.6, Is the CMa expected to provide technical support for review of project submittals or just provide the management oversight as described in this section?

Response: Just the management oversight. However, CMa is expected to make an attempt at determining if the submittal is complete or responsive prior to processing.

27. Exhibit J-2, Section 5.7, The statement of work requires the CMa to develop homeowner notices for the project. To what extent has Fermilab already engaged the neighboring communities about the project?

Response: Fermilab has a long-standing and positive relationship with its neighbors and has periodically communicated the nature and timeframe for the project with its neighbors. CMa will work closely with the project team and FRA's communication department regarding any contact with the neighbors.

28. Exhibit J-2, Section 5.8.1, Please confirm that the CxA Subconsultant will be responsible for developing the CxA plan for the project.

Response: The CxA is already engaged and has developed the CxA plan for the project.

29. Exhibit J-2, Section 5.8.1, Will the CMa engage with the Fermilab science groups for AUP planning or will this be handled by the internal FRA NSCF team?

Response: The CMa will assist FRA with achieving AUPs.

30. Exhibit J-2, Section 5.8.2, Please confirm that the Construction Subcontractor will be responsible for developing and maintaining Site Specific ES&H Plans.

Response: The construction subcontractors will be responsible for developing and maintaining their site-specific ES&H plans. However, CMa will be responsible for developing and maintaining its site-specific ES&H plan for its resources.

31. Exhibit J-2, Section 5.8.5, Does Fermilab have an anticipated construction cost value for the project?

Response: FRA cannot provide cost/estimate data at this time.

32. Exhibit J-2, Section 6.1, Please confirm if the CMa will be required to develop independent design solutions to field problems as suggested or if the CMa role should be to review of design calculations and drawings to validate solutions provided by the Design Consultant.

Response: The CMa shall not assume they are to create independent design solutions to field problems. The CMa shall review design solutions proposed by the A/E of Record for constructability. The CMa may be expected to provide design calculations and drawings as needed where a conflict of opinion with the A/E of Record exists to resolve to a solution.

33. Exhibit J-2, Section 6.5, Please confirm the CMa's role in witness testing is limited to the materials presented in this section (soil, concrete, engineered fills and aggregates, masonry welding of low pressure vessels).

Response: No. See response to Question 15 for the general scope of testing anticipated.

34. Exhibit J-2, Section 6.7, Please confirm if the CMa will be required to provide any independent pricing of the existing baseline design documents in addition to the detailed potential change order estimating.

Response: No. The CMa is only expected to provide independent pricing of all potential change orders.

35. Exhibit J-2, Section 13, Please confirm if office space provided to the CMa will be located proximate to the jobsite in a job trailer or if this space will be located at another part of the Fermilab campus. If remote, will Fermilab provide vehicle transport from the field office to project site?

Response: The FRA-provided field office for CMa use will be proximate to the construction area. However, the site is large, and the CMa should plan to furnish vehicles for CMa use that are suitable for effectively traversing the project site during all stages of construction.

ALL OTHER TERMS AND CONDITIONS AS REFERENCED UNDER THE SUBJECT RFP REMAIN UNCHANGED.
