Fermi National Accelerator Laboratory Batavia, Illinois 1

RFP LETTER

March 12, 2024

Subject: Request for Proposal (RFP) No. LBNF-342884-BWQ

Proposal Due Date: May 8, 2024.

Fermi Research Alliance, LLC (FRA) requests a proposal for the Long-Baseline Neutrino Facility (LBNF) Near Site Conventional Facilities (NSCF) Construction Manager as Advisor (CMa) Services in accordance with this RFP and the enclosed Proposal Preparation Instructions, Sample Subcontract, and other enclosures.

There will be a mandatory Pre-Proposal Conference (see the Proposal Preparation Instructions).

SCHEDULE

It is expected that the CMa Services will be performed over a period of 80 months. FRA anticipates an award date of January of 2025, with a period of performance through April 30, 2031.

SUMMARY OF SUBCONTRACT WORK

The CMa will function as a collaborative member of the combined project team consisting of FRA, Construction Subcontractors (Beamline Complex and Near Detector Complex), Architect/Engineer, Commissioning Agent, and other project participant personnel, and shall provide guidance and expertise throughout the Construction Phases. The CMa shall have full understanding of the project requirements and goals, of its participants, and interested parties. The CMa shall effectively monitor, access, and coordinate management efforts, and provide oversight of the Construction Subcontractors’ work on behalf of FRA.

SUBMITTAL OF PROPOSALS

Complete written proposals must be submitted electronically to the undersigned Procurement Specialist listed below no later than 3:00 pm Central Time on Wednesday, May 8, 2024. FRA reserves the right to extend the due date for proposals and to accept late proposals if it is in the best interest of FRA and the U.S. Department of Energy (DOE).

Brian Quinn Email: bquinn@fnal.gov Phone: (630) 840-5777

The proposals shall be valid for a period of 180 days from the proposal due date. EVALUATION AND SELECTION

FRA will evaluate each proposal to ensure that it meets the Mandatory Requirements as identified in the RFP. Offeror will be required to provide evidence (along with its proposal) indicating the Mandatory Requirements identified have been met. Those proposals not meeting the Mandatory Requirements may be eliminated from further consideration for award of a Subcontract. Proposals that meet all the Mandatory Requirements in the solicitation will be further evaluated based on the Technical Evaluation criteria stated in the RFP.

FRA will make a selection for award based on the principles of best value. Best value is expected to result from selection of the highest technically acceptable proposal with the lowest evaluated proposed cost. However, it may be in the best interest of FRA and DOE to consider award to other than the Offeror with the lowest evaluated proposed cost if the perceived technical advantages of a higher evaluated proposed cost proposal merit the additional higher proposed cost.

Offerors are cautioned that any proposal may be rejected as nonresponsive if it is materially unbalanced as to the costs. FRA may determine that a proposal is materially unbalanced when it is based on costs that are significantly less than cost for some work and costs that are significantly overstated for other work.

More information about the selection criteria and process is provided in the Proposal Preparation Instructions document.

FUNDING AVAILABILITY

FRA’s obligation under this Subcontract is contingent upon the availability of appropriated funds from which payment for Subcontract purposes can be made. No legal liability on the part of FRA for any payment may arise until funds are made available to FRA for this Subcontract and until the Subcontractor receives notice of such availability, to be confirmed in writing by the Procurement Specialist. See FRA General Terms & Conditions for Time and Materials or Labor-Hour Subcontracts (Attachment J-3).

PRE-PROPOSAL CONFERENCE

Offerors must attend a Pre-Proposal Conference on Wednesday, April 10, 2024, starting at 10:00 AM Central Time. FRA will present additional information about the project, which should be of interest to all Offerors. The conference will be held in the IARC Lecture Hall and/or via a teleconference solution that FRA will facilitate. FRA will provide further information on the Pre-Proposal Conference via an RFP Addendum issued at a later date. Offerors that do not attend the Pre-Proposal Conference will not be eligible for award and any submissions provided will not be evaluated.

Offerors shall inform the FRA Procurement Specialist (bquinn@fnal.gov) no later than Wednesday, March 27, 2024, by 12:00 PM Central Time of the number of persons who will attend the Pre-Proposal Conference, including any lower-tier Subcontractors, and the company they will be representing.
