A beam of protons will be extracted from the Main Injector and precisely directed toward the DUNE detectors.

Traveling through a brand-new beamline, they will smash into a cylindrical rod of graphite, called the target, releasing neutrinos and other subatomic particles. The neutrinos will continue toward the Far Site while the remaining particles will be absorbed.

• Type of Subcontract: Time and Material

• FRA will pay for actual hours worked and for materials used in the performance of the subcontract.

• Other Allowable Direct Costs

• FRA will make an Award using the Best Value with Trade-Offs approach

• The selection of the most advantageous offer to the government based on a combination of factors, including price and other non-cost factors. The government evaluates proposals against the stated evaluation criteria and may make trade-offs between price and other factors to determine the best overall value.

• FRA may award a Subcontract on the basis of the proposal initially submitted, without discussion, clarification, or modification, or on the basis of negotiation with the Offeror.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference18

• Mandatory Evaluation Factors

- The following are the Mandatory Requirements. Unless otherwise indicated, these requirements refer to the Offeror as a company, not specific individuals.

• Submittal of all items listed under Enclosures in RFP Cover Letter.

• Evidence of annual revenues greater than $50 million for each of the past five (5) years. If partnering with other firms, show total amount of all firms to demonstrate compliance with this requirement.

• EMR less than 1.0

• Corporate Quality Assurance/Quality Control Plan in accordance with an internationally recognized standard (ISO 9001 or equivalent).

• Submitted list of potential primary Subcontractors/subconsultants.

• Attendance at mandatory pre-proposal conference.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference19

• Structure of RFP

- Pages 2-19; Subcontract document. This will form the basis of the Subcontract between FRA and the Offeror selected for award. Please list any exceptions to FRA terms in your proposal response. Note: FRA's ability to accommodate exceptions is limited. Taking exception to FRA terms may preclude considering Offeror for award.

- Pages 20-24; Section L ‐ Instructions, Conditions, and Notices to Offerors. Please read and familiarize yourself with requirements for Proposal submission. Be sure to separate Technical portion from Cost portion. For the Cost Proposal Form, a Microsoft Excel version of the T&M fixed hourly rate schedule is provided for the Offeror’s convenience and use.

- Pages 25-30; Section M ‐ Evaluation Factors for Award. FRA will utilize these factors to evaluate each proposal based on its own merit. The award will be made to the offer that meets all mandatory requirements and provides the best value (i.e. combination of price and technical merit, awardee may or may not be the lowest price).

Quality

Kevin Fahey LBNF/DUNE-US Quality Assurance Manager

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference45

Quality Assurance, Control and Management

• The LBNF DUNE Quality Assurance (QA) Plan establishes principles, requirements, practices, and methods for integrating quality into the LBNF/DUNE Projects and outlines the QA requirements for all the Project Partners, encompassing all the activities performed by or for the Projects.

• The Construction Quality Management (CQM) Program assigns the responsibilities for the management of quality on the LBNF major construction activities for the Near Site Conventional Facilities (NSCF).

• Quality Control (QC) is the implementation of measures for controlling variations in processes, procedures, constructed items, etc., to within the acceptable limits, as set by LBNF requirements.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference46

Construction Quality Management Program

• Purpose and Scope

- Based on the US Army Corps of Engineers Construction Quality Management Program

- To provide principles to encourage a mutual effort on the part of the Subcontractors and the LBNF Project to produce a quality project, on time and in accordance with the requirements of the contract, specifications and drawings.

- The complete Construction Management Program is composed of the Subcontractor’s Quality Control Programs, the LBNF/DUNE QA Plan, LBNF Construction Quality Management Program.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference47

Construction Quality Management Program

• The CQM Program pertains to all LBNF Subcontractors and their Subcontractors (the latter being sub-subcontractors with respect to LBNF).

• CMa is responsible for QA, whereas the Construction Subcontractor is responsible for QC.

LBNF will perform oversight of both parties. Construction Quality Management (CQM) is the coordination of both the QA and QC portions and pertains solely to construction activities.

• CMa will have oversight of the Construction Subcontractor QC Program in order to ensure that the construction work conforms to specifications and drawings associated with the contract construction requirements.

• The Quality Control/Quality Assurance requirements specific to the Subcontractors will be incorporated into the applicable contracts and will meet the requirements provided in LBNF Construction Quality Management addendum.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference48

Three Phases of Control – Preparatory Phase

• Definable Features Of Work (DFOW) – Separate and distinct tasks of the work scope.

• The preparatory phase takes place prior to beginning work on each DFOW, and consists in large part in planning, procuring materials and discussions.

• The Subcontractor is required to notify LBNF NSCF-PM three days prior to the start of the preparatory phase for each DFOW.

• This phase shall include a meeting conducted by the QC Manager and attended by the QC specialists, the superintendent, and the foreman responsible for the DFOW.

• The results of all preparatory phase actions must be documented in the Preparatory Phase

Checklist.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference49

Three Phases of Control – Preparatory Phase

• Agenda

- Review each paragraph of the applicable specification sections in the Contract;

- Review the Contract drawings;

- Verify that appropriate shop drawings and submittals for materials and equipment have been submitted and accepted;

- Review the testing plan and ensure that provisions have been made for the required QC testing;

- Plan and identify potential problems for each DFOW, and discuss the approach to adopt in order to provide quality construction;

- Discuss construction methods, construction tolerances, workmanship standards;

- Review the safety plan and appropriate activity hazard analysis to ensure that applicable safety requirements are met, and that required Safety Data Sheets (SDS) are submitted.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference50

Three Phases of Control – Initial Phase

• The Initial Phase follows the Preparatory Phase when construction crews are ready to start work.

• This phase is intended to clearly capture and anticipate how the Subcontractor’s team will integrate quality and safety into construction and to determine clear communication channels for conveying information to the crews conducting the work.

• It must be repeated for each new crew, and when specified levels of quality are not being met by an existing crew.

• The Subcontractor is required to notify LBNF NSCF-CM at least two workdays prior to the start of the Initial phase for each DFOW.

• The QC Manager conducts the initial phase with the QC Specialists, the superintendent, the foreman and the crews responsible for that definable feature of work.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference51

Three Phases of Control – Initial Phase

• The QC Manager observes the initial segment of the definable feature of work to ensure that the work complies with Contract requirements.

• The results of all initial phase actions must be documented in the Initial Phase Checklist.

• Establish with the work crew the quality of workmanship;

• Resolve conflicts.

• Check work procedures for compliance with the Safety Plan and the appropriate activity hazard analysis to ensure that applicable safety requirements are met.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference52

Three Phases of Control – Follow-Up Phase

• Follow-up phase activities are performed daily, or more frequently as necessary, on each in-progress DFOW, according to the schedule until the DFOW is complete and documented as such in the daily QC Report.

- Ensure the work for each activity is in compliance with Contract requirements;

- Maintain the required quality of workmanship;

- Ensure that testing is performed;

- Ensure that rework items are being corrected;

- Perform safety inspections.

04.10.2024 LBNF/DUNE-US NSCF Team | CMa Pre-Proposal Conference53

Project Reporting - Daily Reports

• Subcontractors are required to develop and provide a daily Subcontractor Production and Quality Control Report to the LBNF Project.

ー These reports are the daily record of operations on the job site.

ー This series of reports is intended to fully document the work, any test results, dimensional checks, equipment and material checks.

ー The report is to address the progress and issues with the Quality Control Program as it proceeds on the project site.

ー Space is designated for documenting actions on all three phases of control, as well as rework.

ー Documenting the controls for any “follow-up” phase work is of particular importance.

ー The report must include a certification by the QC Manager that the work is in compliance with the contract, except as noted in the report.

ー The QC portion of the report will include the reports from each sub-subcontractor working on the site.

ー Entries on the report(s) must be tied to the schedule.
