About this file

This is a DISA subcontracting plan checklist designed to evaluate contractor compliance with federal small business subcontracting requirements for the JWCC UCM Core solicitation. The checklist serves as an evaluation template for the Defense Information Systems Agency (DISA) to assess whether offerors' subcontracting plans meet all mandatory Federal Acquisition Regulation (FAR) requirements under FAR 52.219-9 and comply with DISA contracting standards outlined in FAR 19.206-3. The form requires contractors to document proposed dollar amounts and percentages for subcontracting across multiple business categories including total large and small business concerns, small disadvantaged businesses, women-owned small businesses, HUBZone small businesses, veteran-owned small businesses, and service-disabled veteran-owned small businesses, with separate line items for the base period and any option periods.

The checklist establishes 16 required substantive elements that must be addressed in subcontracting plans, including identification of subcontract types and small business categories, methodology for developing subcontracting goals, source identification methods, treatment of indirect costs, designation of a subcontracting program administrator, efforts to ensure equitable competition for small businesses, flow-down clause requirements to subcontractors, reporting procedures using the Subcontracting Plan Repository (SPR), record-keeping requirements, good faith efforts to utilize small businesses used in proposal preparation, payment timeliness assurances, and provisions protecting subcontractor communication rights. The checklist includes a rating table with "Acceptable" and "Unacceptable" standards and requires sign-off from the DISA Contracting Officer, DISA Officer of Small Business Programs, and the Small Business Administration Procurement Center Representative, though this is a template rather than a completed evaluation.
