DESCRIPTION OF WORK

Global Tactical Edge & Hybrid Cloud Enclave (GTE-HCE)

2.0 Scope

The scope of this requirement is to establish a secure, resilient, and elastic hybrid cloud and tactical edge capability at Unclassified Impact Level 4 (IL4) to support real-time tactical communications, distributed application hosting, metadata synchronization, and sustained operations at OCONUS locations. The Sample TO shall be priced and technically addressed at IL4 where the Offeror provides an IL4-authorized Cloud Service Offering (CSO) in its proposed JWCC UCM Core Catalog. If the Offeror does not provide an IL4-authorized CSO, the Offeror shall respond using its lowest qualifying Offered Classification Level/Impact Level above IL4. If the Offeror does not provide a qualifying Offered Classification Level/Impact Level above IL4, the Offeror shall respond using its highest qualifying Offered Classification Level/Impact Level below IL4. For purposes of the Sample TO response, references to IL4 throughout this attachment establish the Government's baseline scenario. When the fallback described above applies, the Offeror shall apply the same workload, quantities, locations, performance requirements, and period structure at the selected fallback Classification Level/Impact Level, and IL-specific security and data-handling requirements applicable to that selected level shall govern. Deployed tactical enclaves must maintain complete localized operational utility during prolonged degraded, intermittent, or limited (DDIL) network connectivity, enabling forward operators to execute database transactions, with automated, conflict-free database synchronization occurring once network paths are restored in accordance with JWCC UCM Core PWS 6.2.7 (Edge Devices & Services).

In completing the following, please use vendor-neutral language. Do not include any company names or vendor-unique brand, product, or application titles. In all responses, please provide functional descriptions of requirements using generic rather than vendor-specific language. For clarity, the vendor-neutral language requirement applies to Government-authored requirements and does not preclude Offerors from identifying specific commercial products, services, applications, or other offerings in their proposal responses when necessary to describe their proposed solution.
