About this file
This is Amendment 01 to Solicitation HC105026R0001, issued by DISA/DITCO at Scott Air Force Base on September 8, 2026, for the JWCC UCM Core contract. The amendment provides the Sample Task Order Description of Work for Task Order 02 as Attachment L-8 and corrects an administrative error regarding the proposal due date year in the SAM.gov posting. The corrected proposal deadline remains no later than Tuesday, October 6, 2026 at 11:00am Central Time, with proposals submitted electronically to https://www.ditco.disa.mil/vendors.
The solicitation seeks cloud services and related support across multiple classification levels (Unclassified, Secret, and Top Secret). Offerors must submit four separate volumes: Contract Documentation, Technical Proposal, Small Business Participation, and Pricing. The Technical Proposal is limited to 15 pages for the JWCC UCM Core Technical Proposal and must address gate criteria and technical/management subfactors. Proposals must include program management plans, Section 508 accessibility compliance reports, supply chain risk management plans, and a service catalog with pricing discounts. For the Small Business Participation requirement, offerors proposing less than 60% small business utilization may be deemed unacceptable, with minimum hard dollar commitments of 25% of obligated task order dollars. The prime contractor must sponsor at least two facility security clearances for small businesses in the first year. Task Order 01 covers Program Management Support (CLIN x008), and Task Order 02 is a sample task order for evaluation purposes. Offerors must propose baseline discounts off commercial list prices and tiered billing discounts based on cumulative spend, with pricing spreadsheets and a detailed service catalog structured according to specified database schemas.

L1 GENERAL INFORMATION AND INSTRUCTIONS
L1.1 This section of the solicitation provides guidance and information for the preparation of proposals in response to the solicitation, including instructions on the proposal’s format and content of the proposal. The Offeror shall submit a complete proposal including all data and information requested in the solicitation. The proposal must be submitted IAW all instructions of Section L.
L1.2 In the event issues pertaining to this solicitation cannot be resolved to the JWCC UCM Core KO’s satisfaction, the Government reserves the right to withdraw and cancel the solicitation.
L1.3 The Offeror’s proposal shall include detailed information on how the Offeror meets the requirements of the gate criteria and evaluation factors described in section M. Upon award the contractor is responsible for completing and complying with all aspects of the requirements, PWS, and terms and conditions. The Offeror’s proposal shall be clear and concise. The Offeror’s proposal shall include sufficient detail for its proposal to be effectively evaluated and for the Government to substantiate the validity of the Offeror’s claims stated in its proposal. The proposal must not simply rephrase or restate the Government's requirements, but, rather, shall provide convincing rationale to address how the Offeror intends to meet the Government’s stated requirements. Statements such as “will comply,” “noted and understood,” “IAW best industry practices/standards,” etc., without supporting narrative, are unacceptable. The Offerors shall assume that the Government has no prior knowledge of its capabilities and experience.
L1.4 Elaborate brochures or documentation, binding, detailed art work, internet hyperlinks, or other embellishments are unnecessary and are not desired.
L1.5 Portions of the successful offeror’s proposal may be incorporated into the contract as an attachment in Section J.
L1.6 The JWCC UCM Core KO and the JWCC UCM Core CS are the only points of contact for this solicitation.
The Offeror shall designate Authorized Personnel per Section L3 of this solicitation.
L1.7 The offeror shall make a clear statement in Volume I cover page that the proposal is valid for a minimum of 365 days from the proposal due date.
L1.8 To respond to this solicitation, the offeror shall deliver an electronic proposal to https://www.ditco.disa.mil/vendors. Prior to submitting proposals, the offerors shall be registered in System for Award Management (http://www.sam.gov). The offeror must also be registered on the DITCO Solicitation and Uploads web site, https://www.ditco.disa.mil/vendors/. If the offeror has an existing account (i.e., registered with DITCO for a prior solicitation) it is not necessary to re-register. The offeror may use that existing account to upload this proposal. If the offeror is required to register on the DITCO web site, choose the option for "The solicitation requires vendor registrations for eligibility" during the registration process. The offeror will then be prompted to enter the solicitation number. The solicitation number entered at this point is only used to help DITCO prioritize the order in which to review and approve the registration requests. Upon completion of the on-line registration process, a DITCO representative will review and approve the registration request before the offeror will be given access to the protected areas of the web site. As soon as the registration has been approved, an email will be sent to the email address of the person who registered. The email will contain a user id and password that will be needed when uploading proposals. The approval of the registration request usually takes one business day. This website allows DITCO to precisely track when proposals are uploaded (or attempted to be uploaded). Offerors are strongly encouraged to register a minimum of two weeks prior to uploading a proposal. Offerors should also attempt to upload their proposal as early as possible to ensure no problems arise at the last minute. If offerors are unable to register, or need to troubleshoot they should reach out to Global Service Desk at Phone: DSN - 850-0032 / Commercial - (844) DISAHLP (1-844-347-2457); or Email: disa.gsd.apps@mail.mil for assistance.
Offerors are responsible for submitting timely proposals for consideration IAW FAR Subpart 12.203(c)(1). The Government will neither consider nor evaluate any proposal pages in excess of the respective page limitations specified for each Volume/TAB, as outlined in Table L2.4.1 of this solicitation. File Names shall state: “Company Name_26R0001_Volume X_Tab X” or, “Company Name_26R0001_Volume X_Table of Contents,” where Company Name and the X references are variables to be completed by the Offeror. Proposals submitted by mail or hand-carried will not be evaluated (Exception for system outage. See below). Proposals sent through proprietary or third party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals. The deadline for submission of proposals is Tuesday, October 6, 2026 at 11:00am CT. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the Federal Acquisition Regulation (FAR).
L1.9 Exchanges of source selection information between Government and offerors will be controlled by the KO or CS. Evaluation notices and responses will be transmitted as emails and will be treated as source selection information. The subject line of the response email shall be titled: “RFP HC1050-26-R-0001, Contractor Name, Source Selection Information See FAR 2.101 and 3.104.” Questions/comments are due no later than Friday, September 11, 2026 at 9:00am CT using the provided Questions and Answers Spreadsheet, Attachment L-4.
Questions submitted after the deadline may not be answered. Questions should not include specific company proprietary information as part of the question since all questions and the respective answers will be submitted to all JWCC UCM Core Offerors as an amendment to the solicitation through SAM.gov. No information concerning this solicitation or requests for clarification will be provided in response to offeror initiated telephone calls. All such requests must be made in writing and submitted as directed above. The timeframe for submitting inquiries will not be extended as a result of an extension to the due date for the receipt of offers unless authorized by the KO.
L1.10 The Offeror is responsible for ensuring that its electronic proposal is virus free. For notice of any changes and additional information provided by the Government related to the solicitation, please go to https://sam.gov/.
L1.11 The KO will notify unsuccessful offerors of the competitive range and source selection decision as applicable, in accordance with FAR 15.207-2. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.206-2 or 15.301, as applicable. Excluded offerors are only entitled to one debriefing for each proposal.
L1.12 If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the KO in writing.

Section L5: Volume III – Small Business Participation
TAB A: Small Business Participation Plan: A Small Business Participation Plan template is provided as Attachment L-1. The document is for guidance but is not mandatory for use by Offerors.
All Offerors (both large and small businesses) will be evaluated on the level of proposed participation of U.S. Small Businesses in the performance of this acquisition. The Government will assess if small business participation meets the Minimum Quantitative Requirements (MQRs) of this requirement as identified in the paragraphs below. The Small Business Participation Plan is an actual commitment document that addresses the extent of small businesses utilization in the performance of a contract as outlined in DFARS 215.104-70(a). The Small Business Participation Plan specifies the details of how the offeror will maximize the utilization of small businesses within this acquisition.
The Offeror shall articulate how small businesses will participate through performance as a small business Prime Offeror and/or ‘first tier’ small business subcontracting only. Second and third tier small business subcontractors will NOT be considered towards the total small business participation percentage in this factor.
All offerors, including those who are DoD Comprehensive Test Program participants, shall submit a Small Business Participation Plan as a part of their proposal. The final Small Business Participation Plan will be monitored as a measure of contract compliance and execution and results of it may be used in CPARS assessments. The Small Business Participation Plan shall not reference the Subcontracting Plan or any other volume for information; all information required within the Small Business Participation Plan shall be contained within the tab for that element.
This Small Business Participation Plan and the MQRs apply to the overall contract and will be incorporated at contract award within Section J.
For the purposes of this Small Business Participation Plan, Offerors should use a value of $21,600,000,000 for the “Total Evaluated Price (TEP) when calculating their percentages and dollar values. The total contract value amounts shall only be used for calculating small business participation percentages for this factor and shall not be considered minimum guarantees, ceiling amounts, or estimates for pricing purposes.
Offerors shall provide the following:
a. The total combined percentage of work to be performed by the prime contractor, any large business subcontractors and any small business subcontractors.
Note: The Small Business Participation Plan measures the percentage of the TEP while the Subcontracting Plan measures the percentage of the subcontracted dollars. Small Business Offerors will be required to report achievements against their Small Business Participation Plan while “Other Than Small Business” Offerors will be required to report results against both sets of goals during contract execution.
b. The total percentage of participation to be performed by each type of small business category. The percentage of work performed by small businesses that qualify in multiple small business categories may be counted in each category. For example, if a company is a WOSB and SDVOSB, the dollar subcontracted to that company can be counted for Small Business, WOSB and SDVOSB.
Detailed explanations must be provided when the percentages fall short of the Minimum Quantitative Requirements (MQRs) listed in the solicitation. The Government does not recognize zero percent as an acceptable proposed goal. However, if zero goals are proposed for small business or any subcategory, they shall be supported with a detailed explanation as to why the Offeror cannot utilize small business. If the Offeror does not submit a detailed rationale/explanation, the zero percentage may be deemed unacceptable. All percentages should use the Total Evaluated Price (TEP) as a baseline. The Small Business Evaluation Board must be able to verify that each percentage is based on the TEP.
Each offeror shall propose challenging small business goals for the overarching contract. The Contracting Officer shall negotiate these prior to award of any base contracts. Since small business opportunities are important to the Department of War, any offer proposing less than 60% to small business may be deemed unacceptable and unawardable. Additionally, hard dollars need to be proposed for each socioeconomic category. The dollars need to equate to no less than 25% of actual dollars obligated on task orders. If any vendor does not meet the agreed to hard dollars for achievements, they may be subject to subcontracting liquidated damages in an amount that is the difference between achievements and proposed.
The Government must be able to verify that each percentage is based on the TEP. Execution percentages will be based on actual dollars obligated.
c. List of principal services to be performed by small businesses. This list should include the specific task areas from the PWS and the complexity* (low, medium or high) that small businesses will perform for this specific requirement to include the dollars planned for each small business.
*Complexity: These are presented as guidelines only and should not be construed as replacing requirements in any other section of the solicitation to include labor category requirements.
Low: Does not require technical expertise. May not require employee to have a college degree, may require direct supervision and/or requires less than five years of related experience. Examples: SharePoint Support, Project Management, Non-technical support, acquiring products or ordering materials/SW/HW.
Medium: Requires technical expertise or knowledge. Does require employee to have a college degree, requires little direction or supervision, requires 5-10 years of related experience. Examples: IT Operations, Data Management, IT Support Services, Cybersecurity, Tier I and Tier II Help Desk Support, Program Management, DevSecOps, Operations & Sustainment of existing systems.
High: Requires significant technical expertise or knowledge. Does require employee to have a college degree or advanced degree, requires no direction or supervision, requires ten+ years of related experience. Examples: Engineering Support, Tier III Help Desk Support, Advanced IT Support Services, Systems Engineering work for new requirements, Innovation requirements/work.
List the extent of commitment to use such firms as either enforceable or unenforceable (enforceable arrangements demonstrate commitment vice unenforceable arrangements). Documentation regarding enforceable commitments should be provided. For example: signed teaming agreements, mentor protégés agreements, joint ventures, subcontracting or partnership letters of commitment(s), etc., may be included to support your commitment to small business utilization. Enforceable commitments must be specific to the subject requirement and include acknowledgement via signatures by both parties.
d. Describe the specifics on how the Offeror’s firm intends to maximize the utilization of small businesses within this acquisition. What plans of action will the Offeror execute to ensure maximum participation for small business? The Offeror shall articulate how small businesses will participate through performance as a small business Prime Offeror and/or ‘first tier’ small business subcontracting only. Second and third tier small business subcontractors will not be considered towards the total small business participation percentage in this factor.
e. DISA is focused on removing barriers to entry for small businesses. The number one barrier is the facility site clearance (FCL). Part of maximizing the utilization of small businesses is to remove barriers. This solicitation and any resultant contract require the prime contractor to sponsor at least two FCLs for small businesses during the first year. To be rated “Acceptable” the Offeror shall provide a written guarantee that they will sponsor two or more FCLs to small business during the first year of performance of a resultant contract.
f. Demonstration of success in the utilization of small business. The Small Business Participation Plan must provide demonstration of success in utilization of small business. This may be in the form of a Defense Contract Management Agency’s Small Business Subcontracting Program Compliance Review with a Satisfactory Rating or higher or Summary Subcontract Reports, as reported in eSRS, demonstrating meeting or exceeding goals or rationale for unsuccessful goal achievements that includes lessons learned and actions taken to meet goal and why they didn’t work. The included documents shall be from the Offeror.
In the case of Offerors for which there is no utilization of small business information on past contract performance or where past contract performance information is not available, the Offeror may not be evaluated favorably or unfavorably. This may be the case for small business Offerors. If small business Offerors claim this, they should state so in this section of the proposal.
This Small Business Participation Plan is for the overall contract and will apply to all task orders cumulatively unless individually negotiated at the task order level per the solicitation of the specific task order.
Note: The percentages and dollar values shall be achievable for the procurement for both the Small Business Participation Plan as well as the Subcontracting Plan. For “Other Than Small” Businesses only: The dollar values proposed for small business participation presented in the Small Business Participation Plan shall be consistent with the dollar values presented for small business participation in your Individual Subcontracting Plan.
