About this file
This document is a Technical Evaluation Categories attachment for Utility System Privatization solicitations that outlines the evaluation framework for offerors' technical proposals.
The document establishes evaluation criteria organized under Technical Capability, which encompasses four primary categories: Service Interruption/Contingency and Catastrophic Loss Plans; Operations and Maintenance/Quality Management Plans; Initial System Deficiency Corrections/Upgrades/Connections and Renewals and Replacements Plans; and Operational Transition Plans. Under Service Interruption/Contingency planning, offerors must demonstrate service call/dispatch procedures, material and equipment availability, emergency operations capabilities, manpower management, and disaster recovery experience for both normal operations and contingency situations. The Operations and Maintenance/Quality Management category requires detailed performance and service standards, planned maintenance activities, staffing plans with position-by-position qualifications, advanced operational system planning techniques, customer feedback mechanisms, quality awards documentation, military personnel training plans if applicable, service connection/disconnection processes, and environmental compliance approaches. The Initial System Deficiency Corrections/Upgrades plan must address comprehensiveness and feasibility of repairs and replacements within the first five years, identify government deficiencies and offeror-recommended upgrades, establish renewal and replacement methodologies for long-term system reliability, and demonstrate processes for implementing new or revised standards. The Operational Transition Plan section evaluates the length and appropriateness of the transition period and the effectiveness of individual transition activities to ensure seamless service continuity and transfer of utility system responsibilities, capital assets, permits, and personnel resources.
