About this file

Summary of JA23 MSPR Water.xlsx

This file is a Monthly System Performance Report (MSPR) template for water utility systems at military installations. The template is designed to capture comprehensive operational data across multiple functional areas, including project status, customer information, work requests, reliability metrics, water quality, usage, and environmental compliance. The reporting structure includes detailed tabs for tracking emergency and urgent work requests, unscheduled interruptions, maintenance activities, and performance indices such as System Average Interruption Duration Index (SAIDI), System Average Interruption Frequency Index (SAIFI), Customer Average Interruption Duration Index (CAIDI), Average Service Availability Index (ASAI), and Connections Interrupted per Interruption Index (CIII).

The template requires installation-specific data including the number of water service connections, critical facilities, preventative and corrective work orders issued and closed, meter installations and reporting status, response times for emergency and urgent repairs (measured separately for duty and non-duty hours), and detailed information on unscheduled interruptions by component type (mains/laterals, backflow preventers, pumps, hydrants, valves) and cause (system-related or non-system-related). Additionally, the form captures water quality compliance data, boil water advisories, Notices of Violation (NOVs), regulatory sampling results, backflow preventer inventories, fire hydrant flushing and testing results, and customer satisfaction survey responses. The template includes similar reporting structures for wastewater systems, covering collection system reliability, treatment plant availability, leakage summaries, and maintenance activities. All data entry fields include specific instructions and dropdown menus to standardize reporting across military installations.

C. Reliability Data Notes Author: per IEEE Zoom worksheet to >/= 100% to enlarge fonts in dropdown menus.

- Outage/Interruption of service: an instance when water service, or a portion of the service, provided to one or more connections/customers is lost, interrupted, or curtailed, regardless of whether the water service supports base occupants or activities. The requirement to stop water delivery due to noncompliance with a code or regulation-driven requirement loss of ability of a distribution system component to deliver water is considered an unscheduled outage regardless of whether it was planned in advance. An outage may or may not cause an interruption of service.

- Planned outage: intentional disabling of a component’s capability to deliver utility service done at a pre-selected time, usually for the purposes of construction, preventative maintenance, or repair.
