About this file

This is a map document for Jefferson Patterson Park & Museum (JPPM) in Saint Leonard, Maryland, depicting directions and locations of parking and maintenance facilities at the 10515 Mackall Road site. The map is referenced in conjunction with an Invitation for Bid (IFB FM27-13) for fire extinguisher inspection and maintenance services. JPPM is requesting bids for comprehensive fire extinguisher and suppression system services across 33 buildings at the facility. The scope includes inspection, testing, maintenance, and emergency repair of 135 fire extinguishers comprising 69 five-pound ABC-rated units, 45 ten-pound ABC-rated units, 17 twenty-pound ABC-rated units, 3 two-and-one-half-gallon water extinguishers, and one 21-pound chemical shed suppression system. A mandatory pre-bid meeting is scheduled for September 22, 2026, at 9:00 a.m. at the maintenance office. Bids must be submitted electronically and received by 3:00 p.m. on October 5, 2026. The contract term runs five years from November 1, 2026, through October 31, 2031.

Contractors must possess a minimum of three years' experience in fire extinguisher maintenance within the past five years and maintain a designated master license or certificate holder responsible for all services. Annual inspections and maintenance must comply with Maryland regulations and manufacturer specifications, with six-year hydrostatic testing cycles and five-year cycles for water and carbon dioxide systems. Emergency service response capability is required within three hours with 24/7 availability. Bidders must submit separate hourly rates for normal business-hours emergency calls (Monday-Friday, 7:30 a.m. to 4:00 p.m.) and after-hours emergency service. Contractor costs for preventive maintenance and minor repairs up to $500 per incident are non-reimbursable; the State reimburses labor costs exceeding $500 for minor repairs and covers parts and freight for major repairs. Preference is given to Certified Small Business and Veteran-Owned Small Business Enterprise certified firms. All bids must remain valid for 120 days from the due date. Required submittals include the completed IFB form, Bid/Proposal Affidavit, Conflict of Interest Affidavit and Disclosure, appropriate business certifications, reference sheets, current Maryland licenses or certifications, and current insurance certificates naming Maryland Historical Trust as certificate holder.
