About this file

This document is an Antiterrorism Awareness pamphlet for contractors at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, developed by the 87th Antiterrorism Office. The pamphlet provides contractors with information about their role in maintaining security vigilance and reporting suspicious activity that affects the base community and surrounding area. It defines three ways individuals may become terrorist targets: by association (wrong friends, place, and time), by location (wrong place at wrong time), and by opportunity (random circumstance at soft targets). Contractors are instructed to remain alert to their surroundings by identifying what is different or doesn't fit, knowing people who belong in their work area, and recognizing official organization names and insignia.

The pamphlet outlines specific indicators of potential terrorist activity to monitor, including surveillance (unfamiliar people or vehicles, both inside and outside the fence), vehicles with expired tags, illegally parked vehicles remaining in one location for extended periods, and the same vehicle repeatedly passing a location. Additional warning signs include elicitation (attempts to gather information via mail, phone, or in person), tests of security (measuring reaction times or penetrating barriers), acquiring supplies (unauthorized acquisition of explosives, weapons, or uniforms), suspicious persons out of place, dry runs (rehearsals of planned acts), deploying assets, and terrorism financing (large cash transactions or smuggling). The document explains Force Protection Conditions (FPCON) levels—Normal, Alpha, Charlie, Bravo, and Delta—with escalating security measures corresponding to threat levels. Contractors are directed to call the 87th Security Forces Squadron at (609) 754-6001 to report suspicious activity and to dial 91-1 from landlines or (609) 754-6001 from cell phones for emergencies. When reporting, contractors should provide their name, company name, location, building information, and callback phone number, then remain at their location until contacted by Security Forces or directed by an Emergency Control Center representative.
