STATEMENT OF OBJECTIVES

INSTALLATION OF VTC EQUIPMENT AND INTEGRATION OF STIG COMPLIANT

MATRIX EQUIPMENT IN BLDG 1758

1. Objective. Contractor shall replace Atlona A/V equipment with equipment compliant with

Security Technical Implementation Guides (STIGs) and interoperability requirements as prescribed in DOD Instruction 8100.04. The new equipment will integrate with existing government furnished property to support both a Nonsecure Video Teleconferencing System (NVTC) and Secure Video Teleconferencing System (SVTC). All hardware and software must be installed within Bldg. 1758. NVTC, SVTC, and other inputs must be controllable from the same location, via contractor-furnished control panels capable of displaying to the 15-panel wall. All hardware and software that Contractor is required to install must be STIG compliant. All equipment and materials will be new and refurbished equipment is not acceptable.

Cybersecurity requirements have transferred to the DISA REM Vendor Security Technical Implementation Guides (STIG) program. The process is outlined here:

https://www.cyber.mil/stigs/vendor-process

Interoperability requirements will be identified by the Unified Capabilities Requirements (UCR)- CORE document and enforced through contractual provisions.

2. Requirements.

a. Transmitter/receiver equipment. Contractor must install/connect transmitter/receiver equipment such that 21 locations can utilize the equipment to display onto the 15-panel wall. Locations in the room are named in the image below. (Briefer 1, JB MDL/CD-A, SIPR, etc.).

https://www.cyber.mil/stigs/vendor-process

b. Video Wall: Contractor will ensure the 15-panel can display in multiple different configurations (15 different displays, 15 panels functioning as one display, two sets of four screens functioning as a single display, etc.) Video wall configurations must be robust, scalable, and adaptable.

c. Expertise: The Contractor shall demonstrate documented experience connecting Secure Video Teleconferencing (SVTC) systems to the Air Force Network (AFNET) or equivalent DoD enterprise networks.

Evidence shall include one or more of the following:

• Documented past performance involving SVTC, Unified Capabilities (UC), or secure collaboration services connected to AFNET

• Prior contracts or task orders with the U.S. Air Force, DISA, or other DoD components supporting SVTC or UC integration

• References from Government Contracting Officer’s Representatives (CORs) or technical authorities validating successful performance

• Evidence of sustained operations and maintenance of AFNET-connected systems

• Experience working within classified and unclassified AFNET enclaves

• Architecture diagrams illustrating SVTC integration with AFNET, including boundary protections and traffic flows

• Sanitized configuration examples demonstrating:

o VLAN segmentation o Quality of Service (QoS) policies for video traffic o Firewall rules and Access Control Lists (ACLs)

• Experience integrating DoD-approved SVTC platforms and endpoints

• Implementation and validation of applicable Security Technical Implementation Guides (STIGs), including:

o Network Infrastructure STIGs o Unified Capabilities STIGs

• Familiarity with DISA Unified Capabilities requirements and applicable AFIs

d. Control panels. NVTC and SVTC must be controllable from the same locations, via contractor-furnished control panels. The SVTC, NVTC, and 21 transmitter/receiver outputs will connect to the 15-panel wall and be controllable via the two control panels.

Control panels will be located at the Briefer 1 and Mission Control location illustrated in the image provided above.

e. Cameras. Contractor will install two GFE CISCO pan-tilt-zoom 12x cameras, replacing the defunct cameras currently stationed on the wall. These cameras must integrate with the NVTC, SVTC, and other government furnished equipment.

f. Microphones. Contractors will provide a microphone solution sufficiently allow for any one individual to communicate across the VTCs without having to leave their seat.

Microphones must be capable of being utilized for both NVTC and SVTC. The micro-phone/speaker configuration will provide the greatest audio range and clarity throughout the room as system design provides, ensuring audio feedback, noise and interference is minimal or nonexistent across the system’s volume and sensitivity range.

g. Phone Conference: Contractor will ensure that the GFR BIAMP Tesira HD-2 dialer connects to the matrix equipment/control panels and overhead speakers.

h. Programming. Contractor will program all devices, including existing CISCO codecs, ensuring they meet intended specifications and operability. A programmed codec is required on the SIPR portion of the SVTC, not the NIPR portion. Contractor will provide programming code and up-to-date schematics/diagrams detailing system connections upon project completion.

i. Mission control area. Contractor will develop and install a “mission control” area. Users must be able to control, at minimum, four monitors from a single computer in the mission control area. Each monitor will serve as a separate display input into the control panels and videowall. This will allow the control of a Common Operating Picture by a single operator.

j. DISA Compliance: Contractor will provide confirmation that only DISA-approved equipment will be procured under this contract. The Security Technical Implementation Guide (STIG) process is detailed here: https://www.cyber.mil/stigs/vendor-process

k. Other requirements.

i. Contractor will be responsible for any new cabling, wiring, and connectors where needed.

ii. Contractor will be responsible for routing all required cables and installing connectors for connection into the system.

iii. Contractor will be responsible for mounting/installing/integrating all new components to existing system and be responsible for reprogramming any and all existing components to ensure functionality of the entire system.

iv. The contractor will coordinate with the 87 CS to ensure all Information Assurance (IA) controls are met as needed. This includes but is not limited to: all EMSEC controls, ensuring approved products are utilized when required, and design approval before installation is performed. Failure to ensure that all IA requirements are met will result in correction by the contractor at their expense.

v. Contractor will be responsible for moving the GFE IPS container into the location determined best suited to house the SVTC. Location will be in the corner of the room, behind the mission control seat.

3. Government Furnished Equipment. Contractor shall ensure the equipment integrates seamlessly with the following existing equipment and systems

a. 15-panel display wall

i. Equipment must be configured such that the 15-panel wall can be tailored, as needed, to provide a Common Operating Picture pulling from multiple sources displayed simultaneously.

ii. The equipment must include flexible programming to allow multiple display options on how given sources are portrayed on the 15-panel wall.

iii. Contractor will ensure the ability to display secured and non-secured data on the video display wall while meeting all communications security (COMSEC) and emission security (EMSEC) requirements. Secured and non-secured data will not be shown concurrently. All screens will show secured or non-secured data only.

b. Two Cisco Codecs

i. One codec is intended for NVTC, while the other is intended SVTC.

ii. Both SVTC and NVTC, through the contractor-furnished control panels, must allow a user to select the given computer input and the desired display output projected onto the 15-panel wall.

c. Speaker systems. Existing speakers must be capable of playing audio from any given source.
