About this file

This file is a Questions and Answers document from a site visit for the JBOC SVTC Equipment Purchase, Installation, and Integration contract.

The project involves upgrading a conference room with videotelconferencing and audiovisual capabilities. Key equipment includes 15 Samsung VM55B-U video wall panels (with popout mounting), two Cisco Room Kit EQ codecs (one for UNCLASS/CUI, one for SECRET classification), CISCO CS-CAM-PTZ4K+ cameras with tracking capability, six reused Shure MXA920 ceiling microphones, and existing ceiling speakers. The system must support 28 total input sources: 21 NIPR laptop locations with six positions capable of hosting Microsoft Teams calls (4 around conference table, 1 at mission control, 1 at briefer 1 location), and 7 SIPR desktop/laptop positions with five capable of hosting future Teams calls (4 around table, 1 at mission control), plus a cable TV tuner and building security camera connection. All NIPR microphones must be push-to-talk (PTT) with priority given to the JB MDL/CC microphone. The system requires two touch control panels (minimum 10 inches) offering preset templates and free-floating window control, allowing operators to route outputs to the video wall and control audio sources. The contractor must design quad display capability with four separate monitors at mission control in a 2x2 configuration with monitor arm mounting, support both preset and dynamic routing on touch panels, provide UPS backup for matrix equipment, replace Atlona transport equipment, and comply with DISA requirements and STIG standards. The project timeline allows 180 days maximum for completion with work during standard business hours (0730-1630). The Government requires a 3-year contractor warranty with 2 optional years and all previous installer documentation will be provided.

JBOC SVTC Equipment Purchase, Installation, and Integration Site Visit Questions and

Answers

1. What is the make of the video wall monitors?

1. SAMSUNG VM55B-U panels.

2. How are the monitors mounted (e.g., pop out)?

1. Popout. There are latches behind the monitors that release them. It would likely be easiest to work from the top down to access all of the release latches.

3. If using Teams, how many laptops must be able to establish a session, and will there be separate classified/unclassified devices?

1. NIPR: 6 positions should be able to operate as “host”. 4 around the head of the horse-shoe, 1 in “mission control” area and 1 in the “briefer 1” location.

2. SIPR: 5 positions should be able to operate as “host”. 4 around the head of the horse shoe and 1 in “mission control” area.

4. If Teams is adopted, can we assume docking stations will be used?

1. Yes, docking stations are a safe assumption.

5. Should the quad display be four separate monitors or one large display with quad view

1. Four separate monitors. We need to be able to treat each monitor as a separate input capable of being displayed onto the video wall.

6. Should quad display input sources also be available on the video wall, either individually or as a composite?

1. Yes. They must be available on the video wall. They need to be individual inputs.

7. Confirm that each position will use PTT microphones with central override.

1. ALL NIPR microphones MUST be PTT. If contractor intends to use 1 mic for all classifications then it must be PTT.-87CS

8. How many microphones can be active simultaneously?

1. All PTT microphones can be active simultaneously.

9. Are any microphones required to have priority or preemption?

1. Top priority will be given to the JB MDL/CC microphone. Secondary priorities will be given to the JB MDL CD-N, JB MDL CD-A, and 87 ABW/CD microphones.

10. Confirm whether the six existing MXA920 microphones will be reused, and under what conditions; dimensions of current placements are requested.

1. MXA920 microphones will be reused. They will be tied to the contractor furnished matrix and control systems such that they can be toggled on and off at the two specified control panel locations.

2. MXA920 microphones are currently tied into the VOIP BIAMP phone conference system. Ideally, this functionality will be preserved in tandem with the microphones new ability to be utilized by both the NIPR and SIPR Teams

VTCs.

3. Dimensions/drawings were not provided by the installing contractor. The best I can provide are photographs once they are cleared by the security team.

4. It was mentioned by a separate contractor (SVTC solicitation that was terminated) that the number of mics might be overkill/create interference. I’ll leave this to the new contractor’s discretion to create the best and most audio-palatable setup with the equipment.

11. What loudspeakers are currently installed (make and location)? 11(a). What is the make of the current amplifier?

1. I have no documentation of the make and model of the current speakers. The previous install lists them as “25 estimated” GFE speakers. The drawing provided by the company lists them as “existing speakers”.

2. Amplifier is stated to be an AMP 2210T device.

12. Are headsets required at any positions?

1. No headsets are required at any position. Sound from VTCs should be coming from the in-place speaker system. Audio from the room should be coming from

PTT mics and the mic array from the ceiling.

13. If the AV network is air gapped from the Government network, how do DISA requirements apply?

1. DISA requirements will still apply to AV network equipment to ensure that the appropriate interoperability and security requirements are upheld.

14. Given that DISA listed Layer 3 switches are costly and not ideal for AV over IP, may we propose AV certified switches not listed in DISA documents? (Noting that no STIG certified AV optimized switches currently exist.)

1. Any solution may be proposed, but only DISA approved switches are authorized to be used with Air Force networks.

15. Confirm that the existing Biamp DSP connects to the base telephone network. 15(a). If

VOIP is required, what are the central office switch fabric and SIP details? 15(b). Are

Biamp DSPs approved for connection to the Government telephone network? 15(c).

Should a POTS connection be considered instead? 15(d). Is there a base telephone drop available in the room?

1. POTs lines are not used within the JBOC. JB MDL made a push to VoiP within the last 5 or so years, taking the vast majority of POTs lines out of service.

2. Current BIAMP equipment utilizes VoiP lines to create teleconferences.

16. Confirm that new cameras are required for Teams; how many, and should they remain in current positions?

1. Enough cameras to capture the entire room, the amount and position is on the contractor to engineer/design.-87CS

17. What camera control features are required (PTZ, auto tracking, audio tracking, gesture control, etc.)?

1. PTZ is required. Audio tracking and auto tracking is desired, but should be capable of being toggled on/off via the control panels.

18. Confirm that two touch panels are required; what size and mounting?

1. Yes. Two touch panels are required.

19. Is camera preview needed on the touch panels?

1. Camera preview would be preferable.

20. How many auxiliary inputs are required (e.g., TV tuner)?

1. One cable box tuner.

2. Connection to the PELCO security camera system.

21. Is remote TV channel selection from the touch panel required?

1. Yes.

22. Should a small equipment rack be included in the room?

1. If necessary. Please specify location/intent when developing drawings/diagrams/plans for implemenation. Take into consideration noise levels.

Stipulation that must be met: no classified data can transport over a line that is not easily inspected (data lines CANNOT run through walls or out of the JBOC room.)

23. Can the Government confirm the number of NIPR laptops inputs the system needs to support?

1. 21 NIPR Locations.

24. Can The Government confirm that only single-screen video outputs are required for laptops (not dual-screen)?

1. Confirmed. Laptops are connected to their own monitor. Video output would be from these monitors, not the laptop screen.

25. Can the Government confirm the number of SIPR desktop PC inputs the system needs to support?

1. 6 SIPR desktops and 1 SIPR laptop (located near mission control).

26. Can the Government confirm that only single-screen video outputs are required for the desktops (not dual screen)?

1. Confirmed. Single output based on each desktop’s respective monitor.

2. Keep in mind – monitors will be connected/switched to and from SIPR/NIPR via

KVMs.

27. Can the Government confirm that, unlike what is stated in the Statement of Objectives as

“Users must be able to control, at minimum, four monitors from a single computer in the mission control area.”, what the Government seems to currently have is a large desktop display that receives and displays video from an Extron Multi-Window processor (in the rack) that manages four inputs that can be displayed in a 2x2 configuration on that Large

Display? If so, should this capability be maintained?

1. The computer at mission control must be connected to four separate contractor-supplied monitors, as stated in the SOO. Contractor would also supply and mount a monitor arm capable of stacking the monitors in a 2x2 configuration.

2. Current set up, despite what equipment might suggest, does not allow the 2x2 configuration on the large display to be transmitted as a single unit to the video wall. Each virtual “monitor” is treated as a single output by the current system.

3. Desired set up would encompass the flexibility of treating each monitor as a separate output while also having the capacity to transmit 2x2 configuration straight to the video wall.

28. It was mentioned that the system should be capable of allowing MS Teams calls. Can the

Government confirm?

1. CONFIRMED -87CS

29. If so, how many (NIPR) laptop positions would the Government like to enable to host calls?

1. 6 positions should be able to operate as “host”. 4 around the head of the horse shoe and 1 in “mission control” area and 1 at “briefer 1” location. – 87CS

30. It was also mentioned that the Government would like to enable the system to make

(future) SIPR MS Teams calls. Can the Government confirm?

1. CONFIRMED -87CS

31. If so, how many future SIPR positions would the Government like to enable to host calls?

1. 5 positions should be able to operate as “host”. 4 around the head of the horse shoe and 1 in “mission control” area.

32. Regarding the Government’s video wall, how many sources may need to be displayed on the wall at a time?

1. Theoretically, based on the number of panels, 15.

2. In practice, no more than 8. (Mission control outputs 1, 2, 3 &4, Cable TV, and

Security Cameras. Accounting for 2 spares just in case).

33. Also, does the Government need to support “free floating” windowed sources on the wall, or is the Government happy with those sources “snapping” to the sizes of the displays making up the wall?

1. Free floating capability is desired, while also having the ability to “snap” according to programmed templates.

34. Do the existing spinning/strobing red lights that indicate a secure call currently work or would the Government like something else?

1. The spinning/strobe lights are tied to a system in a different room, involving a different agency. Their capability will not be changed or touched.

35. Does the Government require white noise generation is the spaces directly outside the room’s entrances?

1. White noise machines at both entrances to the JBOC are desired.

36. Could the Government please identify the make and model of the existing ceiling arrays in the JBOC?

1. SHURE MXA920.

37. Question 1: GFE Room Kit EQ w/No-Radio for TAA and 12 x cameras
