1.0 INTRODUCTION

Mission Critical Solutions (MCS) recently constructed the Crisis Action Team (CAT) communications infrastructure for the 50th Space Wing and with 50th Space Communications

Squadron (50 SCS) before the Wing’s reassignment to the US Space Force and Peterson-

Schriever Garrison. We also self-performed the phased implementation of secure audio and video walls for the new US Joint Space Operations Center (JSpOC) at Vandenberg AFB, now

VSFB. MCS designed and installed Audio-Visual meeting, briefing and presentation spaces in

16 rooms throughout the facility, and three (3) large video walls, and four (4) other video walls.

As a result, Samsung named MCS and the Vandenberg AFB JSpOC video walls project its

Installer of the Year and Project of the Year, respectively, for 2020.

MCS has longstanding customer support commitments and a comprehensive experience base focused on delivering proven solutions to ensure each of our customers’ individual mission is achieved, at low risk, and on schedule. As an organization, MCS has the tools, talent, expertise, and manufacturer partnerships to fulfill JBMDL AFB’s Audio/Video Wall objectives on time.

MCS is very familiar with JB MDL AFB procedures as it is also part of the Joint Venture(Unified

C4) supporting the BTS contract with 13 technicians on site.

MCS also maintains a Top Secret Facility Clearance, is ISO 9001:2015 certified/registered, and is a Small Business company that regularly performs work like this under NAICS code.

MCS is fully capable of meeting this requirement in accordance with the provided SOW.

INSTALLATION

Site Survey for Requirements and Systems Analysis

MCS will coordinate with the designated project lead for the coordination, implementation, and installation of the audio-visual project. A site visit and coordination meeting will take place before the final system design approval.

Installation of Network and A/V Equipment

MCS will provide the A/V system components specified in our proposed List of Materials (LOM), and in accordance with the Crestron basis of design. MCS also understands that materials procurement and shipping are critical to the scheduled completion of this project. We meet this challenge with a dedicated

Purchasing Department staffed with experienced professionals who understand construction projects, products, and suppliers. We coordinate procurement efforts with construction personnel to ensure there are no project delays to the project work site. The procurement team is familiar with alternate suppliers and delivery methods. Regular follow-ups to update status will provide early knowledge of any delivery issues. Our experience and familiarity with the suppliers and equipment provide the ability to anticipate hurdles and avoid them. Our team brings extensive negotiating skills and product pricing knowledge to control the costs of off-the-shelf materials and complex equipment purchases and ensure rapid delivery.

Connections

MCS will install all required cables and components to connect the new or GFE A/V devices to the AV network where cables are called for in the design. We will provide new materials for the installation of cables, not refurbished. All cable jackets installed, including patch cords, will follow the network color scheme, and will be identifiable for their respective classification level or network. We will install the cables in compliance with and observance of the appropriate safety standards. In addition, we will ensure that the cables are not exposed to rough/sharp edges or burrs when routing the cable through cable openings, and all cable openings will be configured with the appropriate protective grommets. MCS performs the cabling installation before installing the A/V devices and displays in each room to expedite the installation time, while the pathways are free and open.

We will install HDMI cables and cords, and control cables as the installation proceeds in each room because most of these cables will be contained in the room where the equipment they are supporting/connecting is located.

Systems Engineering/Programming

MCS’s A/V Engineer will program and configure the Crestron processor to receive inputs from connected devices throughout the facility. Every installation is different because each end- user and each customer mission presents unique use cases. The A/V Engineer will use the specifications and input from key end-users to develop a consistent template, and then edit that template to facilitate the functions of each room.

In addition, the A/V Engineer will ensure when starting that all integration points are properly configured.

System Testing

Installation Test Plan

Our Installation Test Plan establishes testing procedures to be performed on new and existing AV equipment and infrastructure. This document defines the tasks that MCS will perform to verify that newly installed and existing infrastructures comply with the manufacturers, Government, and industry standards. The sample procedures dictated by this plan also work in conjunction with our Quality Control (QC) inspection procedures.

Workmanship Inspection and Repairs

MCS will complete all installation efforts and provide self-inspection and quality assurance during the project to eliminate quality-of-workmanship issues. We will locate any testing irregularities and make repairs if caused by the installation. We will also locate and repair cable faults if caused by the installation. When any system, subsystem, component, or requirement test fails to meet the requirements of the test, we will correct the failure to the Government’s satisfaction. After appropriate corrective action has been taken to resolve the

RFQ1621576

failure, we will repeat all tests including those previously completed, prior to Government acceptance.

Performance Verification Testing (PVT)

Performance verification testing ensures installed system(s) perform to the desired standards outlined in design and contract documents. MCS will demonstrate each component and integrated system complies with contract-specified functional requirements, manufacturer’s instructions, and design documentation. Using approved test procedures, all functional requirements shall be demonstrated and documented. In the event the system(s) fails to perform at required performance levels, we will log the problem and implement corrective actions. We will expeditiously troubleshoot and remediate the component or integrated system that failed and then re-execute the test procedure to verify it performs as specified.

PERSONNEL QUALIFICATIONS AND CERTIFICATIONS

The MCS team will be composed of industry professionals with the relevant factory-certified installer certifications within their particular solution set. The A/V Engineer has over ten (10) years of experience is

Crestron certified, per our proposed basis of design, and the installation engineers non Crestron equipment will also be manufacturer certified if required. This group will be dedicated to the project for the implementation period. Additionally, this team will be comprised of individuals currently deploying this type of solution for MCS, not individuals who will be subcontracted or hired after the contract award. This enables our team to commit to the success of the implementation by providing staff that has installed comparable A/V work identified in our response. The A/V Engineer will ensure all systems integration components and designs provide this project with a turnkey solution that fulfills all of the requirements and specifications of the project.

Project Manager

MCS will assign a dedicated Project Manager (PM) to serve as the primary point of contact for the customer regarding the contractual and financial aspects of the project. The PM will define and schedule appropriate resources, provide project status and other communication, and be responsible for scope management, including responding to requests for change in scope. Our PM ensures compliance with established schedules, maintains the workforce at peak operating efficiency, and conducts close technical liaison with project leaders, and other end users. The Site superintendent will serve as the Alternate PM in the PM’s absence.

Superintendent (On-Site Point of Contact)

The Site Superintendent will be on-site during duty hours until project completion and will serve as the primary interface for all worksite communications with the Government, including quality, safety, and discrepancy matters.

In addition, the Site Superintendent will be responsible for coordinating the Project Kick-Off Meeting (PKOM), or

Pre-Performance Meeting, and follow status meetings. The Site Superintendent will also define and schedule appropriate resources, provide project status and other communication, and be responsible for scope management, including responding to requests for change in scope. Our Site Superintendent will provide exclusive direction to our on-site engineers and technicians.

OPERATOR TRAINING

MCS’s quoted solution includes all related instructor, equipment, and materials necessary to support all end-user and maintenance training. We have also outlined these training support hours as labor line item. We will provide hands-on training for designated personnel on the use of the new A/V system. Training will be performed by personnel with the appropriate OEM and domain expertise in each pertinent instructional area: touch panels, displays, audio, etc. Training will take place on-site during pre-cutover and post-cutover and will be conducted on live equipment to the extent practicable while addressing all the pertinent areas of the new A/V system that personnel need to be familiar with to execute their respective job responsibilities effectively. The actual training area and times will be determined by project leaders. We will provide the end user with a hard and soft copy of commercial user and operating manuals and training materials for the new A/V system. All material will be applicable to the system being installed at that particular site (e.g., passwords and login information).

O&M MANUALS

MCS will provide all manufacturers information received in all new equipment packaging, including operation, installation, and maintenance manuals and practices/user guides for each system installed. All manual and user guides not provided by manufacturers, will be provided in digital format.

WARRANTY

MCS will provide a full five-year warranty on all workmanship and materials for the installation in accordance with guidelines from the SOW, or the manufacturer’s standard commercial warranty, whichever is longer. The

warranty period under this contract starts from the date of system and/or project acceptance, as recorded by completion of project acceptance form. We will ensure that the site has the appropriate information prior to site acceptance for placing warranty calls and the written procedures in meeting the warranty requirements of this contract. The newly installed equipment warranty includes:

• Toll Free Hotline Support, 24/7/365

• Email support from support staff

• Ticketing system with access from clients to open, modify, and view tickets

• Equipment warranty – coordinating with Manufacturers

• Six-month preventive maintenance

• Phone support

Warranty Coverage: MCS will cover the new equipment installed in each system. This equipment includes the following but is not limited to:

• Displays and mounts

• Contract provided equipment racks with related AV/VTC equipment installed

• VTC codecs and cameras

• AV switchers and controllers (Crestron)

• Touch Screens

• Microphones

• Audio processors, speakers and amplifiers

• PC interfaces

• Digital signage

• Other contractor provided AV peripheral components

The most critical and expensive items are from Crestron and Extron and they are warranted to the government for five years. The Samsung displays are warranted for three years. However, we are including approximately 5% of our material costs as attic stock/spare parts to draw from as needed during the 5-year reactive service plan. In our extensive experience of post-installation AV support for federal customers, this is a sensible and efficient amount to include.

AS-BUILT DRAWINGS

MCS produces comprehensive and specific documentation with every project and leverages our technical experts and documentation experts to deliver outstanding training programs and documentation for every project. We develop the final documentation submissions specific for each site. During site installation, MCS makes daily

‘red-line’ updates to the design package to indicate the actual installation conditions. This process ensures that every day all field conditions and installation details are incorporated into the final records. Near completion of the various phases, we will electronically update the drawings to reflect the facility and systems as they were built.

Draft copies of as-builts will be available at testing to verify accuracy.

FINAL Documentation

As we near completion of the project schedule, MCS will provide the contract administrator with a notice of substantial completion. Concurrently, we will schedule a final project walk-through with project POC. In turn, the

Government will inspect the work product and identify deficiencies that are recorded in a deficiency punch list.

Our technicians will then correct the punch list deficiencies until fully resolved, upon which time we will submit another notice of completion. The Government may choose to include the cutover activities as part of the acceptance procedures.

The documentation below shall be provided to PM and CO upon completion of this project:

1. Equipment list(s) with room number(s), item description, brand name, make and model with serial numbers and quantity as system equipment is delivered and installed.
