About this file
This document is a military construction project data sheet for the National Guard Vehicle Maintenance Shop in Jackson, KY. The project is being undertaken by the Army National Guard (ARNG) and is programmed for fiscal year 2026 at an estimated total cost of $14.4 million. The project will construct a new 27,910 square foot vehicle maintenance facility to replace the existing flood-damaged shop. The new facility will include maintenance bays, administrative and logistical spaces, vehicle storage, and parking. Design is scheduled to begin in October 2023 and be completed by October 2025, with construction planned from May 2026 through March 2028.
The project is 100% federally funded, as it replaces a National Guard vehicle maintenance facility that was destroyed by multiple catastrophic flood events. The existing site conditions have driven the decision to pursue a new facility on an alternative site outside of the flood plain. The new facility will provide modern, sustainable maintenance capabilities to support the Kentucky National Guard's engineering units and their large construction equipment, which have been forced to travel long distances to access maintenance at overburdened remote locations.

1. PROJECT: To construct a new 27,910 Vehicle Maintenance Shop, that supports the maintenenacet, repair, traing, administrative and logistical requirements for KYARNG. The facility will be built upon land owned by the state (Commonwealth of Kentucky). (Current Mission).
2. REQUIREMENT: After the historic 1978 flood severely damaged the Jackson Armory, a replacement Readiness Center was constructed and built. The Commonwealth of Kentucky retained and re-purposed the old armory for sustaining KYARNG equipment as an organizational maintenance shop due to limited available buildable areas capable of accommodating motor vehicle storage and egress requirements. A 1,000-year flood decimated this same facility in 2021. The Commonwealth restored the facility, and then a second 1,000-year flood (Hurrican Ian's land fall) hit the site 15 months later with catastrophic effect. The flooding devastated the current facility beyond feasibility of repair. The existing site conditions drove the decision to pursue repair by replacement on a new site outside a flood plain.
3. CURRENT SITUATION: This project is critical to the state of KY due to the current situation of the Jackson Field Maintenance legacy shop facility was damaged beyond reasonable repair by the July 2022 flood which devastated significant portions of eastern Kentucky.
The vintage 1984 Jackson Shop was converted from Organizational to Field Maintenance in title only and supported its assigned large engineer equipment with legacy maintenance methodology. The old Jackson Drill Hall floor served as the shop maintenance bay, and significant portions of vehicle maintenance was performed outdoors.
At present, KYARNG maintenance technicians assigned to this shop are split between the Hazard RC (40mi away) and Richmond Bluegrass Army Depot FMS (80mi away) performing sustainment on the assigned engineer, heavy construction equipment. This is untenable for two key reasons: 1) heavy construction traffic has increased significantly along narrow, two-lane eastern Kentucky roads. This extra traffic endangers military and civilian operators 5 days per week plus (at least) one weekend per month. And 2) the current operating conditions have cost an extra annual $100,000 O&M bill on the KYARNG G4 for tr

4. IMPACT IF NOT PROVIDED: No maintenance facility exists in southeastern Kentucky. Rejection of this project places heavy construction equipment into weekly vehicle convoys traveling 75 and 100 miles to the closest, overburdened maintenance shops located in either London, Richmond, or Ashland, Kentucky.
This jeopardizes civilian and military vehicle operators, as well as risks readiness of assigned units by placing their equipment even further away from their home station locations.
Further, the unit's equipment readiness will degrade to the point where its unable to respond to the US Army and Commonwealth of Kentucky's missions. The assigned engineering units have proven ready by deploying repeatedly since 9/11 with all manner of combat and domestic support, and status quo impacts their capabiltiy significantly.
5. ADDITIONAL: This project has all physical security measures included in its program and will be coordinated with the installation physical security management team throughout design to ensure all required antiterrorism protection measures are included. Alternative methods of meeting this requirement have been explored during project development. Construction of a new facility or conversion of an existing warehouse represent the only feasible options to meet the requirement. This need for this project was urgent and unforeseen, hence the Deputy Assistant Secretary of the Army (Installations and Housing) cannot certify the need for unilateral/joint use of this facility following construction. The KYARNG intent is to exclude use of this facility by other components since this mission will mirror that of the location it’s replacing. Sustainable principles will be integrated into the design, development, and construction of the project in accordance with Executive Order 13123 and other applicable laws and Executive Orders.
6. PHYSICAL SECURITY: This project has been coordinated with the installation ph
