About this file
This document set comprises military construction project justification materials and a related Architecture/Engineering (A/E) design services solicitation submitted by the Department of Public Defense on behalf of the Iowa National Guard for a facility expansion project in Waterloo, Iowa. The project involves the addition and alteration of the National Guard Readiness Center to provide approximately 63,316 square feet of new and renovated space, consisting of a 27,562 square foot addition, 20,668 square foot alteration, and 19,520 square feet of unaltered space. The facility will support training, administrative, and logistical operations for the 1-133 Infantry Battalion Headquarters and Company G, 334th Brigade Support Battalion. The solicitation for A/E design services was posted on May 21, 2026, with proposals due June 23, 2026. A bidders conference and site visit are scheduled to facilitate qualified firms' participation in the selection process. The design phase is scheduled to begin March 2026 and be completed by January 2028, with construction anticipated to start November 2028 and conclude March 2031.
The total project cost is estimated at $22,000,000, with the federal government contributing $16,500,000 and the State of Iowa contributing $5,500,000. The project is funded under the Army National Guard FY 2029 Guard and Reserve Military Construction program and is designated as Category 17180 (Readiness Center). The facility will address a critical space deficit of approximately 52,926 square feet at the current 1954-era installation, which currently provides only 48 percent of authorized operational space. The project includes comprehensive design services covering sustainable design principles, energy efficiency measures (including geothermal heat pump systems and solar photovoltaic arrays), antiterrorism/force protection measures in accordance with DoD standards, accessibility compliance, and all utility infrastructure. Environmental analysis indicates the site is suitable for construction with no 100-year floodplain concerns. The underlying land is owned by the State of Iowa. Additional equipment valued at approximately $1,991,000 will be procured from other appropriations, including ISC equipment, FF&E, kitchen equipment, and ESS components.

1. CURRENT SITUATION: This project is critical to the State of Iowa due to the current situation of not having requisite space to conduct administrative, supply, and training functions in one of IA ARNG’s highest OPTEMPO units.
The site for this project is in the possession of the state of Iowa.
The facilities where the current operations take place were constructed in 1954.
The facilities are deficit for space requirement at 35,136, SQFT of 70,608 SQFT or 49% of requirement per NGB PAM 415-12. Due to the lack of space and functional configuration of the space, the facilities are short the following functional areas or items (Administrative, supply storage, Work bays, Vaults, and adequate number of female showers.
The State of Iowa has begun the environmental assessment on this project.

Infantry Readiness Center
Shortage of available space at the Waterloo Readiness Center degrades Iowa ARNG ability to accomplish the mission, prevent accidents, and protect equipment from damage and/or loss. Without this project Iowa ARNG will be forced to maintain the units in the current Waterloo facility that is only half the size authorized. This shortage will continue to affect unit readiness. Newly updated and correctly sized readiness centers attract new recruits better, while also enhancing the unit’s ability to conduct their mission successfully.
DD Form 1391, JUL 99 Page 4 of 6
Vault Space – The vault at this location was intended for a single infantry unit. Co-location of G Company at this location means vault space is deficient. Soldiers must remove up to 7 crew serve weapons racks in the center of the vault just to access any of the internal caging containing all other weapons and sensitive items.
Storage Space - Units continued use of cargo containers, classroom space and a vehicle maintenance bay as temporary storage solutions increased risk of equipment degradation, maintenance costs/backlog, physical security concerns, and time lost moving equipment around.
Admin Space - Lack of adequate admin space degrades unit’s ability to conduct individual Soldier Readiness tasks, secure PII and HIPA documentation, recruiting and retention mission, and provide ID card office services.
Maintenance Space – Reduced ability to conduct user level maintenance due to use of maintenance bay for organizational supply storage. Lost man-hours due to inefficient space and movement of equipment to other facilities or in and around to make space for maintenance operations.
4. IMPACT IF NOT PROVIDED: If this project is not provided, the assigned units’ ability to meet readiness and training requirements will continue to be degraded. Delays in the funding of this project will force the continued use of undersized and inadequate facilities and these deficiencies will negatively impact unit readiness and morale. The affected units have the highest training optempo in the IAARNG and cannot maintain that in the current facilities. Not constructing this facility will continue to leave a 52,000 SF deficit for adequate training, administrative and personnel space at this facility.
5. ADDITIONAL: Sustainable principles, to include life cycle cost effective practices, will be integrated into the design, development and construction of the project and will follow the guidance detailed in the Army Sustainable Design and Development Policy complying with applicable laws and executive orders.
6. PHYSICAL SECURITY: This project has been coordinated with the installation physical security plan, and all physical security measures are included.
ANTITERRORISM/FORCE PROTECTION: This project has been coordinated with the installation antiterrorism plan. Risk and threat analyses have been performed in accordance with DA Pam 190-51 and TM 5-853-1, respectively. Protective measures required by regulation and the minimum standards as required by UFC 4-010-01 (Department of Defense Minimum Antiterrorism Standards for Buildings) are needed.
These requirements are included in the description of construction and cost estimate.

I. Heating system. Facility will require heating for humidity control as well as personnel comfort during winter months.
The system type will be a ground source water loop heat pump (HP) or Variable Refrigerant Flow (VRF) system, the feasibility of each system will determine the usage. Work-bay heating can be provided through radiant gas heaters or in floor heat. The natural gas system could be expected to use 1630 MMBtu of Natural Gas annually, where a traditional split-system AC system utilized for the proposed facility with natural gas heaters. However, where the VRF technology put in place, natural gas would be required only for high-bay work areas/unconditioned space. Natural gas radiantII. Air conditioning system. The proposed facility will require air conditioning for humidity control as well as personnel comfort during spring, summer, and fall in Admin areas only. The proposed system would be ground source heat pumps HVAC with ‘zoned’ cooling and heating via refrigerant and heat recovery, as determined through feasibility study. It is expected to be a 14.2T ground source heat pumps fan coil units, a water to air heat exchanger, refrigerant piping and insulation, at a minimum. Zone control via occupancy sensing setback thermostats for each zone. The proposed system will meet UFC 3-410-01 design criteria.
III. Outdoor Air Control - The geothermal fan coil units will have outdoor air capability and shall use enthalpy control to determine the best use of outdoor air for heating and cooling. Units will be controlled via a building automation system.
IV. Building Automation System - Heating, cooling and outside air will be monitored and controlled via Distech controllers connected to a Trudium front end. This system utilizes advanced programing i.e. Demand Ventilation and advanced energy sequences to optimize HVAC systems. This system will also run advanced analytics for continuous commissioning of the building.
V. Water supply. The proposed system will attach to Waterloo municipal water supply, which will provide sufficient pressure for all activities. Domestic hot water energy requirements to be met by high efficiency water heater or instantaneous, ‘on-demand’ solar tank-less water heater, serving proposed restroom, break area, and male and female latrines.
VI. Electrical power - The total annual energy requirement for the proposed 45,000 ft² Addition to existing Readiness Center in Waterloo is estimated to be 355,200 kWh (1,211 MMBtu) of electricity will be provided by the electric utility.
PV system payback is more than 20 years due to changes made in Iowa and included in NREL solar advisor.
VII. Sewage system - Proposed systems will attach to the Waterloo municipal sanitary sewer system. A grease trap will be used as required by the city for any kitchen drains.Municipal Sewer System is not sufficient for future expansion without the need for a lift system.
VIII. Other - Energy systems are expected to include the following systems, energy use breakdown TBD: Lighting, Plug Load, Security, and other systems.
b) Estimated energy consumption.
I. Heating. The annual required 355,200 kWh (1,211 MMBtu) of electricity will be provided by the electric utility. With the possibility of a waiver for the use of the annual required 19,000 Therm’s (1,900 MMBtu) of natural gas is available from local utilities.
II. Water supply. Waterloo municipal system to meet proposed new system facility requirements.
III. Air conditioning. Zoned condensers with zone controls, proposed ERV system to recover energy from waste air streams.
IV. Other. Recovered energy from engine exhausts or other energy sources is not practical in this situation.
d) Energy use impacts. No system currently exists on the site. The proposed systems will be designed to support the project.
e) Energy conservation. Additional energy conservation measures include: energy efficient envelope (roof, wall, exterior door insulation and seals), energy efficient LED lighting, daylighting; daylight harvesting; occupancy sensors, setback zone thermostats /w occupancy sensing, etc. Passive heat gains/losses will be considered in cooling load calculations for HVAC sizing purposes. Energy measures will apply to reducing increased demand and overall usage to accomplish the required 30% reduction.
Project Number: 190004 Project Title: Readiness Center Addition/Alteration
2. Summary of Utility Support: By utilizing UFC 1-200-01 as a minimum standard for coordinating guidance for planning, designing, constructing, and maintaining high performance and sustainable facilities, the Iowa National Guard will enhance DOD mission capability, and reduce total ownership costs by improving energy efficiency and water conservation, promoting sustainable resource and environmental stewardship and enhancing energy and water security.
Careful consideration for implementing a design which incorporates new technology without requiring highly technical maintenance will prove beneficial. Investing in a higher R value building envelope, proper siting orientation of the building(s) and designing a roof with consideration of solar potential, will drive down the ownership costs and of future costs of maintenance of the building.
It is important to find a balance of sustainable innovative technology that does not require a large sustainment/maintenance budget to maintain. In rural areas, it can be challenging to find specialized trained maintenance personnel readily available to “answer the call to fix a problem”. It is important to not design a building so specialized, the sustainment and maintenance can only be hired and not trained. Designing over and above the minimum energy code requirements will pay dividends that will last the life of the building when considering the cost of ownership especially maintenance. Integrating/Installing new technologies such as phase change materials into the building envelope on all six sides of a building needs consideration. Installing high R-value window assemblies with high solar heat gain reflectance does not require high maintenance, and the value is greater in a rural setting. Utilizing natural daylighting in lieu of energized lighting is preferred. Designing to a minimum LEED silver status equivalency is required.
There is adequate space for on-site renewables in the form of solar photovoltaic and in-ground water source heat pumps, if soil conductivity proves favorable and utility companies allow for net metering or for on-site storage and access to the grid. On site solar battery storage needs comparative analysis so as to not interfere with backup power and have no adverse effects on (grid) power quality. This technology may also help reduce electric demand. If the facility is deemed as a critical need site, back up generation of all types should be analyzed in case the grid were become compromised or unreliable in a state of emergency.
Gas, electric and water utilities are provided by local public utilities and can be easily accessed with underground connectivity and is reliable.
An Energy Compliance Analysis (ECA) shall be prepared by the Lead Project Architect, Lead Project Mechanical Engineer, and the Lead Project Electrical Engineer. Each of the three narratives must list the conservation features considered for that discipline, a list of conservation measures adopted in the design, and any supporting LCCA calculations. The results of this analysis are used for design decision-making in reducing total Life Cycle Cost, while meeting mission objectives.

ECONPACK 4.0.61
Project Title : Readiness Center
Project Objective: Provide 61,883 SF of facility space to support unit collective training, administrative and logistical requirements for the 1-133 Infantry Battalion HHC and its associated forward support element CO G 334th BSB in
Waterloo, Iowa. This facility will conform with the standards laid out in NG Pam 415-12 and include a controlled waste facility, flammable materials' storage, military vehicle parking, drill floor, office space, unit space, antiterrorism measures, fire protection, utilities and information systems. The facility must meet all current code requirements to include electrical, plumbing, ATFP, construction and ADA requirements. Facility location must meet travel limitations as laid out in the Joint Travel Regulations
(JTR) policy letter, DA PAM 415-3, and must meet Site
Master Plan requirements as applicable.
Executive Summary Report
Type of Analysis : Mission Requirement - Partial
The current facility is 35,500 SF and collocated with a Field Maintenance Shop adjacent to the Waterloo Airport. The facility orignally housed a single infantry company in 1954. The 71-year-old facilities rating per infrastructure Status Report is F4/Q2, meaning that the facility is in fair condition, due to a renovation in
2007, but that it fails to meet the needed functional space requirements of the 2 units it houses. These units are defecit 32,258 SF.
Background:
Status Quo (Current Operations) - Current facilities do not meet requirements for space and functional areas as laid out in NG PAM 415-12. Nor do these facilities meet electrical, fire, plumbing, ADA or HVAC building code or standards. Currently the 1-133 Infantry Battalion HHC and CO G 334th BSB cannont complete Basic Inactive Duty Training on the same weekend and must complete a majority of training off site due the sizable deficit of administrative, classroom, storage, and maintenance bay space. Units are operating out of 48% of authorized unit space and are defecit over 27,000 SF.
Both units occupy a single weapons vault that is over full and weapon racks must be moved into the supply area to enter the vault. The single maintenance bay in this facility has been converted into suppy and storage for CO G 334th
BSB and all operator level vehicle maintenance tasks must be completed at the
FMS. This alternative is nonviable.
Renovation - Renovation will not solve the 48% space deficits at Waterloo
Armory of 28,000 SF with an ISR rating of (F3/Q3). Assigned units have limited administrative, classroom, showers, supply storage, and maintenance space and it is not designed per NG PAM 415-12. This alternative is nonviable.
Renovation/New Construction Mix - This alternative will take the existing facility and make it renovated and expanded in such a way to meet ATFP
Alternatives Considered for this Analysis:
requirements in UFC 4-010-01 and also increase the size of the facility to meet the full space authorization of the assigned units according to NG Pam 415-12.
This is a viable alternative.
New Construction - New Construction is not possible because no new land is avaible for lease or purchase in or near the current location as verified by
The state of Iowa Real Property Planning Board. The current location is in close proximity to the FMS and also within 1 mile of an AASF. Therefore moving to a new location futher away from the FMS, AASF, and airport would increase drive times and reduce maintenance support available to the untis. This alternative is nonviable.
Basic Allowance for Housing (BAH) - Since this is not a project for permanent party housing, this alternative does not apply to this project. This alternative is nonviable.
Leasing - Neither government nor commercial properties in the quantity and configuration required are available in a 50-mile radius of the Readiness
Centers or current assigned stations as laid out in the Joint Travel
Regulations Policy Letter, DA PAM 415-3, nor the IAARNG Adjutant General's travel policy which limits commutes to 50 miles for soldiers. This alternative is nonviable.
Other Facilities on Base; As Is, Renovation, or Renovation/New Construction Mix
- The IAARNG Master Planner coordinated with the Iowa Joint Facilites Board and after reviewing the plans, found no existing facilities on base or in Iowa which meet or could be made to meet the facility requirements from NG PAM 415-
12. This alternative is nonviable.
Other DOD or Federal Agency Facilities - Other DOD or Federally owned facilities are suitable. The IAARNG Construction Facility Maintenance Office found no available federal facilities including a query of the GSA Real
Property Utilization & Disposal website. This alternative is nonviable.
Contracting Services Out - The assigned training requirements and maintenance requirements are inherently governmental and are required to be completed by assigned military personnel. This alternative is nonviable.
Innovative Alternatives or Combinations of the Above Alternatives - The Chief
Facility Maintenance Officer for the IAARNG could not come up with a viable innovative or alternative not covered in any of the other sections, and could not find one that would meet the requirements as spelled out in the Project
Objectives. This alternative is nonviable.
Government Owned Contractor Operated Facility (GOCO) - This alternative is nonviable.
Contractor Owned Contractor Operated Facility (COCO) - This alternative is nonviable.
Results and Recommendations:
Renovation/New construction is the only available alternative that meets the project goals to provide the Iowa Army National Guard with a 61,883 SF facility to support unit collective training, administrative and logistical requirements for the 1-133 Infantry Battalion HHC and its associated forward support element
CO G 334th BSB in
Waterloo, Iowa.
Renovation/New Construction Mix is recommended.
