About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting architectural and engineering services through RFP-831 for the design and construction of a new 27,910 square foot National Guard Vehicle Maintenance Shop in Jackson, Kentucky, for the Department of Military Affairs in Breckinridge County. The procurement seeks a comprehensive consultant team including minimum professional disciplines of architect, mechanical engineer, interior designer, electrical engineer, structural engineer, and civil engineer, all of whom must be registered in Kentucky. The facility will incorporate sustainable LEED Silver features, a CHP shelter, bulk POL storage, flammable material facility, enclosed unheated storage, photovoltaic systems, controlled waste facility, and energy management controls, with all work required to comply with DoD Unified Facilities Code standards, federal building codes, and antiterrorism measures, with a 50-year minimum lifespan. The project is structured in four phases: Phase A (Schematic Design, 60 days), Phase B (Design Development, 30 days), Phase C (Contract Documents, 90 days), and Phase D (Construction Administration, timeline to be determined), with National Guard Bureau approval required at 35%, 65%, and 95% design completion milestones respectively. Proposals must be submitted electronically through the Commonwealth's eProcurement system via Vendor Self Service portal by March 11, 2024, at 1:30 PM ET, with shortlist meetings scheduled for March 18, 2024, at 10:30 AM ET and virtual interviews on March 25, 2024, at 12:30 PM, 1:30 PM, and 2:30 PM ET. Selection will be evaluated by a five-member Selection Committee using numerical scoring across firm experience, relevant project disciplines, related experience, Kentucky work performance, and proposal responsiveness for a total of 135 points, and if three or fewer firms respond, all will be interviewed.
Reciprocal preference applies to Kentucky resident bidders under KRS 45A.494, requiring documentation of one-year residency including Kentucky tax filings, unemployment insurance contributions, and workers' compensation insurance, while minority and women business enterprise (MBE) participation is encouraged with documentation of good faith efforts required. Respondents must be registered with the Kentucky Secretary of State in good standing prior to contract award, and foreign entities must provide certificates of authority within 14 days of proposal opening if required by Kentucky law. The sample agreement outlines that the Architect/Engineer must maintain professional liability insurance of $1 million per claim/$2 million aggregate, general liability coverage of $1 million per occurrence/$2 million aggregate, statutory workers' compensation, and employer's liability of $500,000, with the Commonwealth named as an additional insured. No incumbent contractor is identified for this procurement. The project budget for design services is $1,274,564.00 with total estimated construction costs of $14,400,000, which is 100% federally funded with no state match required due to the National Guard construction exemption.
