About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting proposals for architectural and engineering design and construction administration services for a 43,600-square-foot addition to the Olympia Readiness Center in Detroit, with proposals due August 6, 2026, at 2:00 p.m. Eastern Time. A mandatory pre-proposal meeting and facility walkthrough was held July 16, 2026.

The scope encompasses phases 300–700 (schematic through final design and full construction administration) for a three-story addition to support four National Guard units at 3030 McGraw Avenue, Detroit, Michigan. The addition includes unheated vehicle storage with loading dock, conditioned storage (arms vaults, equipment storage), offices, classrooms, training facilities, latrines, showers, fire alarm and suppression systems, and comprehensive site alterations including 100-kilowatt solar array, parking lot modifications, security fencing and gates, stormwater management (infiltration basins and underground detention), and utility upgrades. Extensive renovations to the existing 44,255-square-foot building are also required, with mechanical, electrical, plumbing, and HVAC controls work specified to LonWorks protocol standards with Echelon-certified system integrators. The addition will support maximum occupancy of 468 personnel.

Critical design milestones are 10 percent by September 2026, 30 percent conceptual design by December 1, 2026, 60 percent by May 1, 2027, 90 percent by October 1, 2027, and 100 percent bid documents by February 25, 2028. Construction is anticipated to begin October 2028 and conclude October 2030.

The estimated construction budget is $45.334 million, with design authorized to reach up to 2 percent over budget. Federal funding covers $34 million; Michigan covers $11.334 million. Compensation is structured as a not-to-exceed billable-rate contract with overhead and direct costs per DTMB guidelines; reimbursable expenses for soil borings, surveys, testing, and sub-consultant services (up to 5 percent markup) are separate. Travel beyond 100 miles one-way is reimbursed at state mileage rates.

Proposals are evaluated 80 percent on technical qualifications (Part I) and 20 percent on cost (Part II). Firms must be licensed to practice in Michigan, meet responsibility certifications, and comply with LEED Silver standards, ASHRAE 90.1 energy standards, DoD Unified Facilities Criteria, and Army and National Guard regulations for physical security and antiterrorism. The firm bears responsibility for design accuracy and must provide weekly site visits during construction and twice-monthly in-person progress meetings. Questions were due July 23, 2026. Award is anticipated within 30 days of the proposal deadline.
