About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Military and Veterans Affairs (DMVA), is soliciting proposals for professional architectural and engineering design services for the Olympia Readiness Center Addition project in Detroit, with proposals due August 6, 2026, and a mandatory pre-proposal walkthrough held July 16, 2026.
The scope encompasses Schematic Design through Construction Administration for a 43,600 square-foot, three-story addition and renovation to the existing National Guard readiness center at 3030 McGraw Avenue. The addition will include unheated vehicle storage with loading dock, conditioned storage, a new vault, offices, classrooms, training rooms, latrines, showers, site alterations (generator installation, security fencing and gates, parking lot modifications, 100 kW solar array), and coordination with the City of Detroit, National Guard Bureau, State Historic Preservation Office, and state-licensed architect and engineering boards. The A&E firm must complete design submittals at 10%, 30%, 60%, 90%, and 100% phases, with a December 1, 2026 target for 30% concept design and a 35% design approval gate in February or March 2027 before submission to the Office of the Secretary of Defense. The professional services consultant must be either an architect or engineer; the prime proposer is required to attend the mandatory walkthrough.
The total project budget is approximately $45.3 million, with federal funding of $34 million and a Michigan state share of $11.334 million. Bid documents are required by February 25, 2028; construction contract award is anticipated September 2028 with construction completion by October 2030. Compensation is based on billable hourly rates multiplied by estimated hours per phase, with sub-consultant fees identified separately; reimbursable expenses (surveys, soil borings, laboratory testing) are reimbursed at actual cost plus a maximum 5% markup. The site has completed environmental closure and remediation; a height variance from the 35-foot zoning limit to 42 feet will be required. Proposals are evaluated 80% technical merit and 20% cost. Bidders must provide a Certification of Michigan Based Business and a Responsibility Certification.
