About this file

This is a Justification and Approval (J&A) document for other than full and open competition (OFTOC) issued by the Department of Veterans Affairs, NCO 10, Dayton VA Medical Center under Acquisition ID 36C250-26-AP-1363.

The Department of Veterans Affairs seeks approval to procure Rauland Responder V nurse call and code blue system products for the Project Renovate 6S Inpatient Mental Health renovation at Dayton VAMC. The procurement utilizes a brand name only specification because the existing campus infrastructure requires complete network compatibility with the current Rauland nurse call and code blue systems across all facility buildings. The J&A cites statutory authority under 41 USC §3304(a)(1) (only one responsible source) as the legal basis for non-competitive procurement. The justification states that other nurse call and code blue systems cannot provide the necessary integration and compatibility required at the facility, making standardization essential for patient safety and system manageability. The procurement will be synopsized on sam.gov and competitively awarded as a firm fixed price construction contract, where bidders will be incentivized to locate the supplier offering the most economical price. Fair and reasonable pricing will be determined based on commercial marketplace equipment availability. Future solicitations will utilize "brand name or equal" language where appropriate. The requirement was certified by Jason Dahal, Energy Manager at Dayton VAMC Engineering, and approved by Contracting Officer Jenessa Regan, NCO-10, on March 3, 2026.
