About this file

This is a Justification and Approval (J&A) document for a single-source procurement action by the Department of Veterans Affairs.

The Department of Veterans Affairs, NCO 10 at Dayton VA Medical Center is acquiring Edwards/EST-manufactured fire alarm system components for the Renovate 6S Inpatient Mental Health project. The acquisition is being conducted as other than full and open competition under 41 USC §3304(a)(1), citing only one responsible source, because EST3X panels are already deployed throughout the Dayton VAMC campus and alternative manufacturers cannot provide addressable devices compatible with the existing fire protection system. The contracting officer determined that the anticipated cost to the government will be fair and reasonable based on commercial marketplace pricing. Market research confirmed that while multiple manufacturers produce compatible non-addressable devices such as sirens and visual alarms, only the original equipment manufacturer can supply addressable devices including smoke detectors, heat detectors, and pull stations. The solicitation will be publicized on www.sam.gov. No sources expressed written interest in the acquisition, and no barriers to competition removal actions are identified for future acquisitions. The document is signed by Jason Dahal, Energy Manager for Dayton VAMC Engineering, and approved by Jenessa Regan, Contracting Officer for NCO-10, with an effective date of December 15, 2025.
