About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition (OFOC) issued by the Department of Veterans Affairs.
The contracting activity is the Department of Veterans Affairs, NCO 10, Dayton VA Medical Center (Acquisition ID: 36C250-26-AP-1363). The requirement is for Corbin Russwin locksets to be used in the "Renovate 6S Inpatient Mental Health" project (Project Number 552-20-101). The agency requires new door locksets that accommodate the existing seven-pin Corbin Russwin master key system established at the Dayton VAMC to achieve standardization and integration across all campus buildings. The procurement is being justified under 41 USC §3304(a)(1) as the only one responsible source, with no other supplies or services satisfying agency requirements. The solicitation will be publicized via www.sam.gov. No market research was conducted; instead, pricing will be compared against commercially published price lists and catalogs for similar products to determine fair and reasonable cost. The justification notes that no action can be taken to overcome barriers to competition due to the equipment being under warranty and the need to maintain that warranty, though the VA will continue monitoring the marketplace during future construction initiatives. The document is certified by Jason Dahal, Energy Manager at Dayton VAMC Engineering, and approved by Jenessa Regan, Contracting Officer for NCO-10.
