About this file
This document is the FAA Air Traffic Organization Terminal Facilities Design Standard (TFDS) Version 2.3, a comprehensive technical design guide for Airport Traffic Control Tower (ATCT), Terminal Radar Approach Control (TRACON), and associated Base Building facilities. The standard establishes detailed structural, architectural, mechanical, electrical, and safety design requirements, covering everything from site preparation and building materials to specialized systems like HVAC, electrical infrastructure, and critical space environmental controls. The document provides mandatory design specifications to ensure facility reliability, functionality, and operational performance, with specific guidelines for elements like control cab design, equipment redundancy, acoustic requirements, and building system integration.
The TFDS is intended to be used for new construction, modernization, and replacement projects, with design criteria addressing complex technical considerations such as seismic performance, wind loads, equipment maintenance access, and specialized environmental conditions for sensitive electronic equipment spaces. Key design principles include 100% redundancy for critical systems, minimum 75-year structural service life, energy conservation, indoor air quality management, and comprehensive building automation system requirements. The document was last updated on March 24, 2025, and supersedes previous versions, with changes focusing on updating terminology, removing sustainability references, and refining technical specifications across multiple engineering disciplines.

1.0 03/31/21 Z. Edwards/(202)374-5570 Basic issue. This document supersedes the A/E Project
Manual, dated 12/15/16; TFDR-20-001, dated 08/24/20; and TFDR-20-002, dated 11/10/20.
1.1 12/31/21 Z. Edwards/(202)374-5570 Identify that the TFDS should be used, when possible, for modernize/sustain projects where an entire system is being replaced. Provide a link to the Guiding Principles for Sustainable Federal Buildings and Associated Instruction.
Major revision to Chapter 4, Civil Engineering and Chapter 8, Structural Engineering. In Paragraph 9.5, HVAC System Requirements, removed link to Federal energy code requirements. Revise Paragraph C.4.3, Structural Calculations.
2.0 08/01/22 Z. Edwards/(202)374-5570 Identify that the TFDS should be used, when possible, for modernize/sustain projects where an entire system is being replaced. Identify that an Electrical and Mechanical Engineer, and Architect preparing any portion of the design document must be registered and licensed to practice within the state or territory of the project site. Clarify Energy and Sustainability guidance. Major revision to Chapter 4, Civil Engineering and Chapter 8, Structural Engineering. Add Chapter 5, Architectural Interiors. Revise Paragraph C.4.3, Structural Calculations. Changes are identified with a change bar in the outer margin of the page.
2.1 12/13/22 Z. Edwards/(202)374-5570 In Paragraph 3.4, Energy and Sustainability, identify the applicable version of the Guiding Principles for Sustainable Federal Buildings and Associated Instructions and associated link. In Paragraph 4.7, Site Structures and Apparatuses, add site lighting requirements for dumpster enclosures. In Section 5.13.2, ATCT Stairs, clarify the minimum stairway width. In Table 7-2, ATCT Cab Room Finish Schedule, clarify that raised access floor systems are not permitted in the cab. In Section 7.3.7, Cab Room, add a requirement for a sensor-controlled light. In Table 8-2, Design Loads and Events, correct Wind Acceleration and Drift from 100-year to 1-year and Snow Load from 500 year to 50 year. In Section 9.5, HVAC System Requirements, clarify that the design must account for proper clearance for code-compliant working spaces. Change all references to the cab window washing to reflect cab window de-fogging.
