Background:

The Business Case for the David Wayne Hooks Memorial Airport (DWH) Airport Traffic Control Tower (ATCT) was approved on April 13, 2023, by the Air Traffic Organization (ATO) Vice Presidents of Air Traffic and Technical Operations. This document defines the facility requirements for the DWH ATCT Replacement Project. These requirements are the baseline for subsequent design and implementation and, as such, cannot be changed without prior approval.

Cost and schedule information will be updated as the design is completed. This document indicates that Terminal Facilities Planning and Controls (TFPC) has deemed the program ready for execution. Terminal Program Operations agrees to accept the program and begin implementation.

Recommendation: Approve Requirements Document for the replacement of DWH ATCT.

1.0 Executive Summary

The DWH Airport Traffic Control Tower (ATCT) is a Tier 2, Level 6 facility located in Tomball, TX (Figure 1). The city of Tomball is in Harris County, a suburb of Houston. This airport is approximately 31 miles northwest of downtown Houston and 21 miles northwest of the George Bush Intercontinental Airport (IAH).

The existing non-standard design ATCT is located on the west side of the airport (Figure 2). The DWH ATCT operates from 0700 to 2200 local / central time. The ATCT is a Hunt-Avco design (Figure 3). The Cab size is approximately 225 sq. ft. The Cab floor level is 44 feet above ground level (AGL). The ATCT was constructed in the late 1970s and commissioned in 1979. The ATCT is a functional shaft of approximately 1,600 gross sq. ft. The base building and link were constructed between 1987 and 1988. A one-story equipment room addition to the base building was added to the south of the base building in 2005. The gross area for the base building, including the 90 sq. ft. link, is 1,850 sq. ft., for a total combined facility square footage of approximately 3,450 sq. ft.

A Quick Look (QL) evaluation1 was conducted at the Airport Facilities Terminal Integration Laboratory (AFTIL). The evaluation confirmed several Line-of-Sight (LOS) blockages.

A Facility Condition Assessment (CA) conducted by Jacobs Engineering identified numerous architectural, fire life safety, electrical, and mechanical deficiencies.2

The LOS and facility deficiencies regarding visibility, condition and necessary space will be corrected by the replacement of this ATCT.

2.0 Operational and Functional Requirements

The DWH ATCT has three operational positions: Local Control East (LC-E), Local Control West (LC-W), and Ground Control (GC). DWH ATCT has three support positions: Cab Coordinator (CC), Clearance Delivery (CD)/Flight Data (FD), Controller-in-Charge (CIC) / Supervisor Cab/Front Line Manager (FLM).3

DWH airspace underlies the Houston Terminal Radar Approach Control (TRACON) (I90). I90 provides approach control services into DWH, which underlies the Houston Air Route Traffic Control Center (ARTCC) (ZHU) (Figure 4).

2.1 Airspace Changes

No airspace changes to DWH are anticipated.

2.2 Facility Siting Requirements

The AFTIL 1 siting was signed on November 17, 2022. There were 11 sites assessed, with 3 sites deemed as recommended: Site 1, Site 5 (preferred) and Site 9. A Safety Management System (SMS) Comparative Safety Analysis4 (CSA) panel was conducted at the AFTIL to identify, analyze, review, and mitigate hazards associated with siting the new DWH ATCT. Site 5 was accepted (Figure 5.). An AFTIL 1 & 2 re-siting occurred on February 29, 2024 and confirmed the following elevations:

2.8.2 Special Considerations

The Terminal Facilities Design Standard (TFDS) establishes design standardization where possible/practical to facilities and facility systems for new buildings and modernizations within FAA Terminal Facilities. The TFDS is a mandatory document containing policy and technical criteria to be used in the programming, design, construction, measurement and verification, and documentation of FAA ATCT facilities. Please contact the Terminal Facilities Design, Engineering, and Innovation group to obtain the latest version of the document to be incorporated into the design contract.

2.8.2.1 Special Design Considerations

The Practice for Architecture and Urbanism (PAU) Standard Design must be followed for the design of this project. A list of TFDS exceptions for PAU tower replacement projects will be provided.

Please contact Zane Edwards or Ryan Cummings of Design, Engineering, Innovation (DEI) prior to the commencement of design for the most recent TFDS and PAU Standard Design Drawings.

Every effort must be made to contain all facility needs in the ATCT while maintaining a calculated occupancy load of 90 or less. If facility requirements are such that the total calculated occupancy load exceeds 90 and a base building may be required, a justification must be submitted to DEI for review and approval.

2.8.2.2 Whole Building Commissioning

A third-party commissioning authority will be retained to perform enhanced whole-building commissioning. This effort starts prior to the commencement of design.

2.8.2.3 Siting

The siting report identified the recommended site as Site 5 with a Cab floor elevation of 90.5' AGL. Review the Final DWH Siting Report and Comparative Safety Analysis (Safety Risk Management Document) and incorporate any required mitigations into the project.

2.8.2.4 Parking

Provide the following parking spaces:

No AJW staffing report to DWH as their duty station, however 3 ATSS from the IAH SSC perform significant preventative maintenance and restoration activities regularly at DWH ATCT.

Spaces included for these employees are counted in the visitor parking allocation.

2.8.2.5 Electric Vehicles

Please contact the FAA Fleet Program Manager prior to the 10 percent design submission to verify conduit infrastructure for charging stations from separate power service to planned parking lot station location.

2.8.2.6 Power Systems

Power requirements for this project are a radial system Uninterruptible Power Supply (UPS). The actual room sizes are to be determined once the power system is sized. All Electric Generators (E/G) will be exterior to the building.

The design engineer must utilize the new Electrical System Load Calculator. The tool can be found on the Terminal Facilities Standard Design Knowledge Services Network (KSN) site at the following link:

2.8.2.7 Fire Life Safety Bus

The design shall comply with the requirements of the National Electrical Code (NEC), Life Safety Code (LSC), and International Building Code (IBC). These requirements are outlined in the July 2021 Fire Life Safety (FLS)/ Electrical Workgroup Final Submission report. It is the designer’s responsibility to adapt these requirements into the facility’s design and provide a functional code-compliant design. If load shedding is necessary, the designer is responsible for designing a code-compliant design utilizing the general principles shown in the electrical drawings.

2.8.2.8 Security

Standard security requirements apply for a Security Level 1 (SL1) facility in accordance with FAA Order 1600.69C, FAA Facility Security Management Program. The final security level determination and associated requirements will need to be coordinated with the Service Area Servicing Security Element (SSE).

2.8.2.9 Communications

Existing RTR location on cab roof top. Complete a spectrum analysis if the RTR can be on the new ATCT. Contact DEI for further information.

2.8.2.10 Communications Diversity

Not applicable to this ATCT.

2.8.2.11 Fiber Loop

Not applicable to this ATCT.

2.8.2.12 Slat Wall

Slat wall consoles will be utilized in the Cab.

2.8.2.13 Contract Weather Observer

Not applicable – No Contract Weather Observation (CWO) presence.

2.8.2.14 Smoking

An exterior smoking area will be included as part of the design for this building.

2.8.2.15 Lactation Room

One lactation room shall be included in the design. The room shall adhere to the Aerospace Industries Association (AIA) Best Practices for lactation rooms and include the following at a minimum:

1) 1. 84 sq. ft. in size.

2) 2. User-operated lockable door.

3) 3. Chair and 18" x 32" minimum work surface.

4) 4. Sink and mini refrigerator.

2.8.2.16 Secured Fence Area

A perimeter security fence is required.

2.8.2.17 Sustainability

2.8.2.18 Disposition

The project includes the disposition of FAA equipment and the demolition of the existing facility.

2.8.2.19 Fuel Piping

The memorandum titled "ATO Fuel Storage Tank, Piping Identification," dated October 3, 2019, requires all visible/exposed piping carrying flammable or combustible fluid to be painted yellow and marked in accordance with ANSI/ ASME A13-1.

2.8.2.20 Funding

Funding for this project is being provided by the Infrastructure Investment and Jobs Act (IIJA)/Bipartisan Infrastructure Law (BIL).

2.8.2.21 Integrated Logistic Support Plan

An Integrated Logistic Support Plan (ILSP) is required to provide a disciplined, unified, and iterative approach to the management and support of National Airspace System (NAS) operational requirements through maintenance planning, supply support, support equipment, technical data, direct work maintenance staffing, maintenance support facilities, computer resources support, training and packaging handling storage and transportation where applicable.

2.8.2.22 Water Supply

Water service (domestic and fire) on the airport is currently supplied via an Airport owned and operated well system. There have been reports at the existing ATCT that this system is somewhat unreliable, and the service is not potable. As a result bottled water is supplied to the facility on a reoccurring basis for applicable domestic purposes.

The design team should therefore explore the available alternatives and perform a cost and reliability feasibility study. Alternatives shall include but may not be limited to;

1. Utilize the existing airport well system with supplemental on-site storage for fire protection along with a facility water treatment system as required based on an analysis of the existing airport water supply.

2. Extend public water from the closest available source

3. Installation of an FAA on-site well(s) system serving the new facility.

4. Any water system servicing the facility, supplemental or whole, shall be connected to emergency electrical service (essential bus/EG).

2.8.2.23 Electrical Service

Extension of 3-phase electrical service to the site will be required for supply to the standard FAA 3-phase Radial system.

2.8.23.24 Sanitary Sewage

There is no public sanitary sewer currently available at the site. The design team should perform a study to determine whether it is cost feasible to extend public service to the site or whether an on-site facility treatment system should be used. If the analysis yields an on-site treatment system, all electrical components of such system must be connected to the emergency power (E/G) and the entire system must comply with local building code requirements.

3.0 Program Requirements

3.1 Project Cost

Site specific cost will be developed during the Execution Phase.

3.2 Integrated Program Schedule

The Integrated Program Schedule for DWH will be developed and managed by the cognizant Service Area and reside in the Corporate Work Plan.

3.3 Risk Management

Terminal Facilities Execution will implement a risk management program that includes risk identification, risk classification (severity of consequences and likelihood of occurrence), measures to mitigate or reduce risk to an acceptable level, verification that mitigation measures are incorporated and implemented, and assessment of residual risk during the execution of this project.

4.0 Implementation Planning

Terminal Facilities Execution shall develop and document a plan(s) for achieving the technical, cost, and schedule requirements specified in this document. The plan(s) shall address the following elements.

a) Management Team The roles and responsibilities of key individuals and organizations that will implement this program shall be documented. Identify all relevant functions and disciplines.

b) Program Control Program schedule and cost performance will be managed, measured, evaluated, and reported for all resources supporting the program shall be documented. Also, an explanation of how program activity will be coordinated and reported (e.g., monthly status reviews, quarterly regional reviews, annual service area reviews) shall be documented.

c) Implementation Strategy

The strategy for bringing the new facility, transfer of function/consolidation, or collocation into operational use shall be documented. This strategy typically involves deployment planning; personnel transition, training, and relocation; implementation contract(s) award and administration; site engineering, environmental assessment, lease/procurement, and physical integration; facility design and construction; systems and equipment acquisition/refurbishment and delivery; installation and checkout;

system shakedown; dual operations; joint acceptance and inspection; commissioning;

the removal and disposal of replaced systems, equipment, land, and facilities; and In Service Management.

The training strategy for obtaining the processes, procedures, course material, and skills necessary to train personnel shall be defined. Also, an explanation of how service will be maintained during the transition from the current capability to the new capability.

An integrated program schedule of activities to achieve the above Implementation Strategy shall be developed, showing major program milestones and critical interrelationships between work activities.

As part of the requirements development process, Terminal Facilities Planning has developed a preliminary Transition Management Plan and schedule, which addresses many of the implementation planning elements above. The draft plan and schedule are identified as references to this document; the final plan shall be completed for presentation at Decision Point four. The schedule is also incorporated into the Requirements Document (RD) as Section 3.2, Integrated Program Schedule.
