ARTICLE 1 - GENERAL INFORMATION
1.1. Introduction
The Federal Aviation Administration (FAA) intends to replace existing Airport Traffic Control Tower (ATCT) facilities at multiple locations in the United States under the Infrastructure Investment and Jobs Act (IIJA).
This Solicitation is for the qualifications phase (Phase I) of a two-phase Screening Information Request (SIR) for the Design-Build Project of the new Airport Traffic Control Tower (ATCT) Facility at David Wayne Hooks Memorial Airport (DWH) located in Tomball, Texas.
A two-phased, best value, fixed-price, Design-Build selection process will be utilized for this source selection. This Solicitation, Phase I, is an unrestricted Request for Qualifications (RFQ). Responses to the SIR Phase I will be used to screen qualified firms. The FAA will evaluate each response received and select the most qualified Offerors based on the evaluation criteria established below. Only those successful Offerors from Phase I will be invited to submit proposals in response to Phase II, Request for Proposal (RFP).
The FAA desires to select a maximum of three (3) top rated Offerors to participate in the SIR. Once the short list is established, the FAA will issue a Request for Proposal (RFP) to Offerors advancing to Phase II of the Solicitation process.
1.2. Background
The existing DWH Airport Traffic Control Tower (ATCT) is a Tier 2, Level 6 facility located in Tomball, TX. The city of Tomball is in Harris County, a suburb of Houston. This airport is approximately 31 miles northwest of downtown Houston and 21 miles northwest of the George Bush Intercontinental Airport (IAH). David Wayne Hooks (DWH) is owned and operated by Gill Aviation. The new ATCT facility recommended location will be approximately 600 ft almost due south of the current ATCT.
1.3. Project Objectives
• Establish a collaborative relationship between the Design-Build Contractor and the Government to deliver seamless design and construction within budget, on schedule, and in accordance with the Project Requirements.
• Design and construct an ATCT to satisfy the facility’s operational and functional requirements in compliance with FAA Orders, Standards, and Specifications. FAA-specific minimum requirements are identified in the Project Requirements in Section J - List of Documents, Exhibits and Other Attachments of the SIR.
• Deliver facilities with a minimum 50-year design life with appropriate level of quality to

• Develop a sustainable federal facility meeting Federal energy and water conservation goals.
• Incorporate durable and sustainable materials in compliance with the tenets of the Buy-
American Act to design, build, and commission a federal facility of outstanding quality and that provides the best value to the Government.
• Achieve safe, effective, and efficient contract performance.
1.4. Project Description
The Project involves design and construction services for the new ATCT facility at David Wayne Hooks Memorial Airport in Tomball, Texas. The general facility design and construction requirements include, but are not limited to:
a. All permitting and temporary structures.
b. Site clearing, site investigations, wetland mitigation work, and earthwork.
c. A 90.58 feet AGL (Cab floor) high ATCT with an eight-sided Cab area of 550 SF.
d. All facility systems and equipment for conveying, plumbing, HVAC, fire protection, and electrical.
e. Utility extensions and ancillary site components.
f. Airfield connectivity.
g. Roadway, parking lot, miscellaneous pedestrian walkways and native landscaping.
h. Security perimeter fencing and access control.
1.5. Scope of Work
The scope of services listed below is not intended to be all inclusive of the work to be performed. Offeror’s own experience should allow them to amplify the scope in response to this Solicitation. Offerors invited to participate in Phase II will receive a complete set of information, including standard design drawings, scope of work and administrative requirements detailing the work to be provided.
The proposed Design-Build contract consists of all engineering, construction, commissioning and other professional services necessary for design and construction of the Project as described herein and other specific work as further defined in the Project Requirements and in the RFP.
Under this contract, the Design-Build Contractor must perform the following:
Design: All design services, materials, supplies, equipment layouts and connections, permits, surveying, investigations and project supervision, quality control and quality assurance, and construction period services as further detailed in the Project Requirements to include the construction of the new ATCT Facility at DWH. The design and final construction documents

(TFDS).
Construction: All labor, materials, furnishings, equipment, supervision, quality control and quality assurance, and administration for the construction phase of the Contract, to provide a fully functional and approved ATCT facility that meets the needs of the FAA.
Commissioning Coordination and Support: All services, labor, materials, equipment and testing to implement the Commissioning Plan with the Commissioning Agent representing the FAA.
In addition to the above summary, information with additional scope details is provided in the Project Requirements in Section J - List of Documents, Exhibits and Other Attachments of the
SIR.
1.6. Stipulated Budget
The Federal Aviation Administration is seeking to award a firm-fixed price contract for the design and construction of this facility as referenced in Section 1.5 and as further set forth in the Project Requirements in Section J - List of Documents, Exhibits and Other Attachments of the SIR.
The estimated price range for this project is between $35 million and $50 million. The Government intends to maximize the best value obtainable within the available budget.
The Agency reserves the right to implement an Award Fee Plan at a later date.
1.7. Solicitation Schedule
The following is the Project Solicitation Schedule. The Government reserves the right to modify the Project Solicitation Schedule via Amendment.

1.8. Definitions
The terms used in this Request for Qualifications (RFQ) have the meanings indicated below:
a. Airport Traffic Control Tower (ATCT): The aviation control facility being constructed under this SIR.

b. Cab: The top level and the control room of an ATCT.
c. Federal Aviation Administration (FAA): The federal agency and issuing entity of this SIR and owner of the new ATCT facility.
d. Offeror or Proposer: The entity submitting qualifications under this proposal. “Offeror” and
“Proposer” have the same meaning in this document and are used interchangeably.
e. RFQ (Request for Qualifications) Documents: The advertisement or invitation for company and individual qualifications, and any forms, project information, budget information, proposed contract documents, or other documents issued with or incorporated into this
RFQ.
f. RFP (Request for Proposal): The advertisement or invitation for shortlisted Offerors to formally commit to provide the Design-Build services required by this acquisition under stated terms and conditions.
g. SIR (Screening Information Request): Request by the FAA for documentation, information, or offer for the purpose of determining which Offeror provides the best value solution for a particular solicitation.
h. Solicitation: The FAA’s process for selecting a Design-Build Team for this Project
i. Statement of Qualifications: The document submitted by a Proposer in response to the SIR, including any completed forms, attachments, and exhibits.
1.9. Interpretation and Amendments
All questions about the meaning or intent of the RFQ are to be directed to the Contracting Officer for this Solicitation, in writing as instructed in Article 3.3. Interpretations or clarifications considered necessary by FAA in response to such questions will be issued by Amendments available to all parties participating in this Phase I SIR. Questions must be received on, or before, the date stated in the Solicitation Schedule. Only questions answered by formal written Amendments will be binding. Oral and other interpretations or clarifications will be without legal effect. Amendments may be issued to clarify, correct, or change the RFQ documents as deemed advisable by FAA.
ARTICLE 2 - SOLICITATION PROCESS
2.1. General Information
2.1.1. Compliance with Legal Requirements
This Solicitation will be in accordance with the Acquisition Management System (AMS) and all applicable Federal, State, and local laws, and the FAA’s policies and procedures. This contract requires products and services that are funded under the Infrastructure Investment and Jobs Act, Public Law No. 117-58.

2.1.2. Conflict of Interest
The policy of the FAA is to avoid awarding contracts to contractors who have unacceptable organizational conflicts of interest. The FAA will resolve organizational conflict of interest issues on a case-by-case basis; and when necessary to further the interests of the agency, will waive or mitigate the conflict at its discretion. (AMS T.3.1.7 Organizational Conflicts of Interest, 2024)
2.1.3. Expenses of Offeror
The Government accepts no liability for the costs and expenses incurred by firms in responding to this Solicitation, with the exception of the payment of a Stipend as noted below in paragraph
2.2.3. Each Offeror that enters into the Solicitation process must prepare the required materials and proposals at its own expense and with the express understanding that the Offeror cannot make any claims whatsoever for reimbursement from the Government for the costs and expenses associated with the process, even in the event the Government cancels this solicitation or rejects all proposals prior to the RFP closing date.
2.2. Outline of the Solicitation Process
2.2.1. Request for Qualifications (RFQ)
A. This RFQ invites firms to submit proposals describing in detail their financial, technical, and past performance qualifications. The issuance of this RFQ corresponds to the first phase of the Solicitation process.
B. Prior to the submission date for Phase I proposals, written questions will be accepted as defined in this RFQ.
C. Offerors will submit their Phase I deliverables required pursuant to this Solicitation at the time and in the manner set forth in this RFQ and any Amendment. The FAA will not consider Phase I deliverables that are submitted after the time set forth in the RFQ. Offerors are solely responsible for making sure that the FAA receives the Phase I proposal in a timely fashion.
D. The FAA will evaluate the information submitted by each Offeror pursuant to the evaluation system and criteria described below in this RFQ and any Amendment issued thereto. Volume I submittals will be evaluated first on a Satisfactory/Unsatisfactory basis. Offerors with a rating of Satisfactory for Volume I will proceed to have Volume II submittals evaluated. Any Offeror who fails to meet the mandatory minimum requirements set forth in this RFQ will be deemed non-responsive and will not be considered further by the FAA in this Solicitation.
E. A maximum of three (3) responsive and responsible firms will be selected as shortlisted Offerors. Only those firms that have been shortlisted will be invited to submit a Proposal in response to the RFP.

F. The results of the RFQ evaluations will be carried forward and included in the final evaluation and selection.
G. Once shortlisted, the Offeror may not substitute a listed Joint Venture Partner or any individual listed as Key Personnel that are submitted to the FAA as part of the Phase I Proposal. However, a change to any submitted joint Venture Partner or Key Personnel will result in re-evaluation and may result in a change to the evaluation and ranking of the Offeror.
2.2.2. Request for Proposal (RFP) and Selection Process
A. The FAA will issue the RFP to the shortlisted Offerors. The RFP will further explain the evaluation criteria and other elements of the RFP process.
B. Prior to the submission date for Phase II Proposals, written questions will be accepted as defined in the RFP.
C. The FAA will conduct two (2) mandatory one-on-one meetings with each shortlisted Offeror, one before and the other after submission of Phase II proposals, as described in the RFP. The pre-proposal meeting (Proprietary Meeting) will be designed to allow the FAA to comment on the viability of the Offeror’s technical approach and their understanding of the requirements. In the post-proposal meeting (Interview) Offerors will give an oral presentation and will have the opportunity to expand on their technical proposal.
D. Shortlisted Offerors will submit a Technical Proposal and Price Proposal in the time and manner set forth in the RFP. By submitting a Proposal pursuant to the RFP, the Offeror represents and warrants that it will enter into the Contract provided by the FAA subject to the terms set forth in its Proposal.
E. The FAA will evaluate the Proposals in accordance with the published evaluation criteria. At its sole discretion, the FAA may ask written questions of Offerors, seek written clarifications, and conduct discussions with one or more Offerors on their Proposals, as determined by the Contracting Officer. However, the Offeror is advised that the FAA reserves the right to not accept or reject offers without discussions.
F. The FAA will base the selection decision on the stated evaluation criteria in the RFQ and RFP to identify the best value for the Project.
G. Once an award has been made, all Offerors who participated in the Solicitation process will be notified of the award and given three (3) working days from receipt of the award notification to request a debriefing.
2.2.3. Payment of Stipend
The Government has elected to award a Stipend to each shortlisted Offeror that provides a fully responsive but unsuccessful proposal following the Phase II RFP procurement process. The

Government will pay a stipend in the amount of $125,000.00 to such eligible Offerors within ninety (90) days after the award of the Contract or the Government decision not to award.
If the Offeror accepts the stipulated fee, the FAA reserves the right to use any ideas or information contained in the proposals in connection with any contract awarded for the Project, or in connection with any subsequent solicitation, with no obligation to pay additional compensation to the unsuccessful Offerors. Unsuccessful Offerors may elect to refuse payment of the stipulated fee and retain any rights to their proposal and the ideas and information contained therein.
2.2.4. Price Proposal
A. Short Listed Offerors will submit a Price Proposal pursuant to the instructions set forth in the
RFP.
B. Price Proposals will be assessed in conjunction with non-price factors to determine the greatest overall benefit in response to the requirement for this Project.
C. Price proposals will be analyzed for completeness, fairness/reasonableness and unbalanced pricing, as they relate to the Offeror’s understanding of the Project requirements and budget, and to consistency with the various elements of the Offeror’s technical proposal.
Analysis of price proposals will be performed using one or more of the price/cost analysis techniques defined in the AMS.
2.2.5. Evaluation of Offerors
In the evaluation and ranking of Offerors, the FAA will consider the information submitted in Phase I and Phase II Proposals with respect to the evaluation criteria set forth in the RFQ and RFP, respectively. The result of the evaluation will be a comparative ranking of Offerors.
For the purpose of selecting and evaluating Offerors, the evaluation process will have the following structure:

ARTICLE 3 - SUBMITTAL FORMAT AND REQUIREMENTS
Offerors responding to this RFQ are required to submit their Phase I proposals in accordance with the instructions contained in this article.
3.1. Submission Requirements
This SIR submission process must consist of a single submittal of two (2) separate volumes.
Volume I must be the Offeror’s submission of their Qualifications and Other Documents and Volume II must be the Offeror’s Technical Understanding, Capability to Perform, Past Performance and Corporate Experience, that addresses the requirements in Section J - List of Documents, Exhibits and Other Attachments of the SIR.
The following must be submitted within the limitations indicated in the table and subsections below.

3.2. Submission Format
RFQ submittals must comply with the following format requirements:
A. Electronic folders and/or files must clearly identify volume and factor number and title.
B. Files must be within the page limitations set forth above.
C. A “page” is defined as one single-sided piece of paper containing words, charts, tables, pictures or graphics. Pages must be 8.5 x 11 inches. Larger pages of a maximum of 11 x 17 inches may be used only to present drawings, spreadsheets, charts, tables or diagrams and may not be used for an Offeror’s narrative.
D. All pages of each proposal must be appropriately numbered.
E. Page margins must be a minimum of one inch at the top, bottom and each side.
F. The only documentation that is not included in the page count is the following:
i. Table of contents or tabs will not be counted against the page count as long as these items are used exclusively for organization and contain no substantive written or

ii. Appendices such as drawings and product and manufacturer information, if provided, are not counted in the page limits.
G. All written documents must be at least single spaced. Font size should be a minimum 12-point. Tables and graphic representations, while not subject to the same font size and spacing requirements, must have spacing and texts that are easily readable. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis.
H. In the event that the page limit is exceeded the FAA at its sole discretion reserves the right to remove pages from the sections of any nonconforming submittals to bring each nonconforming submittal within the page count requirement.
3.3. Submission Deadline and Point of Contact
A. Offerors must submit Phase I proposals electronically. Hard copy submittals will not be accepted. Submissions must be uploaded to the FAA’s KSN Website set up specifically for this Solicitation. Any/all questions or requests must be submitted to the CO in writing no later than 1300 EDT on May 12, 2025. The FAA reserves the right to reject or deny any questions received after 1300 EDT on May 12, 2025.
B. Phase I proposal must be received no later than 1300 EDT on May 30, 2025.
C. Offerors must send an email notifying the CO proposal has been uploaded and submitted.
D. Submittals must be formatted in searchable .pdf format, unless otherwise specified.
E. Offerors are responsible for ensuring timely delivery of submittals. Late submittals will not be evaluated. KSN system will record the date and time of Proposal submittal. The date and time of Proposal submittal recorded in KSN shall govern the timeliness of any proposal submission. Offerors are responsible for ensuring access to the KSN site and uploading documents timely. The site requires time to gain access and a Test document must be uploaded to ensure proper access and uploading capability. Request for KSN access will be denied the Friday, 1300 EDT on May 23, 2025, before proposals are due. Late proposals as a result of technical difficulty from the Offeror end will be deemed non-responsive. Ensure Offer allows ample time to upload proposals.
F. KSN Access Instructions:
i. Offerors must submit a written request to the CO for KSN access no later than 1300
EDT on May 23, 2025.
ii. User’s that do not have existing KSN account will Register here: FAA's MyAccess
External User Registration website.
iii. Confirm successful login to https://ksn2.faa.gov/ (Main KSN Home Page) with new
MyAccess MFA Credentials.
iv. v. Once account is established, users will then receive a separate e-mail from the FAA
Contracting Office with a link to their Vendor KSN site that they should use for RFO Package uploads.
vi. To Upload proposals, click the appropriate folder, then click “Upload” to add the fields to the appropriate location for review.

Each Offeror’s response to this SIR for Phase I must include the required information under each evaluation criteria. Any Offeror who fails to meet the mandatory minimum requirements set forth below will be deemed non-responsive and will not be considered further by the FAA in this Solicitation.
4.1. Volume I – Completeness of Submission
4.1.1. Factor 1 – Qualifications and Other Documents
Offerors must submit all the documents listed below to be considered further in this Solicitation.
1. A cover letter stating that no exceptions are taken to any specification requirements or contract terms and conditions, or detailed summary of all exceptions.
2. One (1) signed and completed copy of the SIR (Solicitation) and amendments (if issued).
The Offeror must have an official, who is legally authorized to bind the Offeror to a contract, sign block 16 of SIR Section A, the cover page. If issued, all solicitation-amendment cover pages must be signed and submitted. The cover page, titled Solicitation, Offer and Award (blocks 11-17) must be completed by the Offeror. In block 15, the Offeror must supply its name and address, and the DUNS or DUNS+4 number reported in Clause 3.13-4 of Section K - Representations, Certifications, and Other Statements of Bidders.
3. Section K - Representations, Certifications, & Other Statements of Offerors completed.
All clauses must be completed. (Submission of SAM’ Reps and Certs in lieu of the SIR’s Section K will be deemed nonresponsive.)
4. A Financial Capability letter from your financial institution with the below listed.

d. Balance of current accounts (the banks will provide a ‘range of figures’)
5. A Certificate of Liability from your insurance company showing you can meet the requirements identified in this solicitation. The minimum limit of coverage must be at least the proposal amount.
6. A letter from an approved bonding company confirming your bonding capability in a minimum of the proposal amount.
4.2. Volume II - Technical Qualifications and Past Performance
4.2.1. Factor 2 - Technical Understanding
Offerors must NOT submit preliminary design or detailed design information for this factor. Offerors must only provide a narrative of the technical approach the Offeror would take to execute the design and construction of the Project. The narrative must be detailed with sufficient information on how the Offeror proposes to accomplish the design and construction while demonstrating the Offeror’s understanding of the Project requirements. The narrative must not exceed the five (5) page limit and should include as a minimum:
1. A critical analysis of the technical challenges that must be achieved to site-adapt the conceptual design in the Standard Design Drawings for the specific location.
2. A discussion of the key risks that must be managed with regards to material and labor availability and how the Offeror will account for those during the design process.
3. How post-construction maintainability will be integrated into the design and construction process.
4. A discussion of how the Design-Build Contractor will complete construction in a hurricane/heavy wind-prone site.
4.2.2. Factor 3 - Capability to Perform
Offerors must describe relevant experiences in comparison with the project type described in this Solicitation and the various services to be provided. Offerors must complete Sections A, B, D, E G and H of the Design-Builder Qualification (DBQ) Form attached (Attachment J4) that contains the information required to be responsive for this factor. Failure of Offerors to submit adequate information and complete the required sections of DBQ Form (Attachment J4) will render the submittal nonresponsive to the requirements of this Factor.
1. Key Personnel
Offerors must identify all Key Personnel along with each member’s contribution to the Project. Offerors must describe the design and/or construction experience, education, SIR Phase I – RFQ New ATCT Facility at DWH in Tomball, TX Page 15 of 21 license (state/number), capabilities, certifications and skills of each Key Personnel.
Experience must be provided at the title/level indicated and the years of experience indicated at the title/level, for the Key Personnel. Offerors must complete Section E.
Resumes of Key Personnel Proposed for this Contract in the DBQ Form (Attachment J4).
Key Personnel must, at a minimum, meet the following requirements:
a. Integrated Project Manager with a minimum four-year degree from an accredited university, DBIA Designated Design-Build Professional certification, and experience as a Project Manager during both the design and construction phase on a minimum of two (2) Design-Build projects similar in scope and complexity to this Project.
b. Construction Manager with a minimum of a four-year degree from an accredited university or a minimum of 10 years’ experience, and significant experience as a Construction Project Manager, Project Superintendent or similar role on a minimum of two (2) projects similar in scope and complexity to this Project.
c. Designer of Record, a licensed design professional in the State of Texas, possessing DBIA Designated Design-Build Professional certification, with experience as the Architect/Engineer of Record on a minimum of two (2) Design-Build projects of similar scope and complexity to this Project.
d. Project Quality Manager with a minimum of a technical degree and experience as a Project Quality Manager on a minimum of two (2) Design-Build projects of similar scope and complexity to this Project.
e. Lead Structural Engineer, a licensed professional engineer in the State of Texas, with experience as lead Structural Engineer of Record in a minimum of two (2) Design- Build projects of similar scope and complexity, including specific experience as a Lead Structural Engineer of Record in projects located in hurricane or tornado prone regions classified as Essential Facilities and/or High-Rise Structures.
f. Estimator with a minimum four-year degree from an accredited university, DBIA Designated Design-Build Professional certification, and experience as a Construction Project Estimator during both the design and construction phase on a minimum of two (2) Design-Build projects similar in scope and complexity to this Project.
2. Team Organization
Offerors must provide an organizational chart for the Project as attachment to Section D.
Organizational Chart of Proposed Team in the DBQ form (Attachment J4) clearly identifying the relationships and lines of responsibility between the Offeror’s Design- Build Team and its subordinate organizational units, without naming them, including subconsultants and subcontractors (if anticipated) and the lines of communications between the Offeror’s Design-Build Team and the FAA.
At a minimum, Offerors must identify the roles and relationships of the Key Personnel
SIR Phase I – RFQ New ATCT Facility at DWH in Tomball, TX Page 16 of 21 performing the functions identified above. To the extent that the Offeror proposes additional key team members on its team, the Offeror should include those individuals.
Without naming specific potential team members (other than members of the Offeror), identify those categories of work the Offeror intends to be performed by subconsultants and subcontractors.
3. Offerors must provide written acknowledgement of the requirement to maintain physical presence of a Project Superintendent at the Project site any time work is taking place.
4. Offerors must provide written acknowledgement of the requirement for Project Manager, Construction Manager, Designer of Record and Project Quality Manager are separate, distinct positions that require separate personnel to perform those duties.
4.2.3. Factor 4 - Past Performance and Corporate Experience
1. Past Performance
Offerors must provide a minimum of three (3) but no more than five (5) finalized Contractor Performance Assessment Reporting System / Past Performance Information Retrieval System (CPARS/PPIRS) reports or completed Past Performance Questionnaires (PPQs) (Attachment J5) for contracts that are recent and similar in contract value, scope and complexity as the work described in this SIR to include the contract number, project title and detailed description of the work by the Offeror. The Offeror’s past performance experience must be in the capacity of a prime or general contractor.
PPQs must be completed by the customer and not by the Offeror. The information and ratings provided on the PPQ and CPARS/PPIRS will be utilized to determine the quality of the Offeror’s past performance.
For Joint Ventures, projects may be submitted for the Joint Venture as an entity or for individual members of the Joint Venture. All firms in a Joint Venture arrangement must display prior experience under this factor either as an individual firm or Joint Venture.
Past experience completed by the Joint Venture will receive more relative consideration than past experience completed by only one entity of the Joint Venture.
The Government reserves the right to use other sources, such as Federal Government operated contractor performance reporting databases, and commercial sources to evaluate Offeror past performance. While the Government may elect to consider data from other sources, the burden lies with the Offeror to provide current, accurate and complete past performance information as described in this Solicitation.
Past Performance must be Recent and Relevant. Past performance provided by Offeror that is not Recent or Relevant will receive a rating of “No Confidence”.

“Recent” is defined as contracts completed or substantially completed within the last ten (10) years from the date of this solicitation.
“Relevant” is defined as contracts completed or substantially completed valued at $10 Million or larger and that collectively include construction and design service requirements of similar size, scope and complexity to this project.
Projects submitted will be considered more relevant and rated more favorably if:
• Projects with previous teaming experience between the design firm and general contractor.
• Projects with the FAA and other U.S. Government Federal agencies, or airport owners.
• Projects with U.S government or private-use buildings such as, but not limited to: ATCTs, Base Buildings, Terminal Radar Approach Control Facilities (TRACONs), Air Route Traffic Control Centers (ARTCCs), airport operational buildings, or other related mission-critical facilities.
An Offeror may be considered more favorably and rated higher for Factor 4 if they submit at least three (3) PPQs/CPARS for projects that are “relevant”, “recent” and “highly rated”.
“Highly Rated” is defined as a PPQ/CPARS report with the majority of the evaluation areas rated above “Satisfactory”.
2. Corporate Experience and References
Offerors must complete Section C. Proposed Team and Section F. Corporate Experience of the DBQ Form (Attachment J4) for the Design-Build team’s portfolio. Offerors must demonstrate experience in a minimum of three (3) and a maximum of five (5) past projects of similar contract value, scope, and complexity to this Project and provide a comparative analysis between the requirements for this Project and those in the cited contracts. Past federally funded projects are of key interest. These projects do not necessarily have to be any of the projects presented in PPQs/CPARS.
ARTICLE 5 - EVALUATION PROCESS
5.1. General
The FAA will begin the evaluation process by conducting a proposal compliance review for all timely proposals for determination of basic proposal adequacy and completeness prior to providing the proposals to the evaluators. Offeror’s failure to provide a complete proposal or to address any of the listed evaluation factors may result in the proposal being removed from further evaluation and

Communications with Offerors may be conducted orally or in writing during the screening process if the FAA deems that communication is necessary. The FAA may conduct written or oral communications with any and/or all Offerors. Note that in order to be considered for participation in Phase II, an Offeror must submit a response to this SIR.
5.2. Factor Identification and Order of Importance
Responses to this Solicitation will be evaluated on the four (4) evaluation factors listed below.
Factor 1 in Volume I will be evaluated and will receive a rating of Satisfactory or Unsatisfactory.
Offerors that receive a rating of Unsatisfactory on Factor 1 will not be considered any further in the Solicitation process and as such will not be eligible to receive the RFP (Phase II). Offerors with a rating of Satisfactory for Factor 1 will proceed to have Factors 2, 3 and 4 in Volume II evaluated.
Each evaluation factor/subfactor in Volume II will be rated in accordance with the adjectival ratings listed below.
Evaluation factors 2, 3 and 4 are of equal importance.
5.3. Rating Criteria
Factors will be evaluated utilizing the ratings below:
Factor 1 - Qualifications and Other Documents
Rating Description
Satisfactory Satisfactory Proposal contains all required documentation listed under Factor 1, and the FAA determines the information to be complete and accurate meeting all requirements of this Solicitation.
Unsatisfactory
Unsatisfactory Proposal does not contain all required documentation listed under Factor 1, and the FAA determines the information to be incomplete and/or contains errors and does not meet the requirements of this Solicitation.
Factor 2 - Technical Understanding and Factor 3 - Capability to Perform
Excellent
The Offeror’s proposal contains no deficiencies, fully addresses all aspects of the criteria and demonstrates a superior approach/solution and understanding of the requirements. Contains multiple strengths, but no weaknesses exist. Risk of unsuccessful performance is very low.

Good
The Offeror’s proposal contains no deficiencies, fully addresses all aspects of the criteria and demonstrates a sound approach/solution and understanding of the requirements. Contains at least one strength which outweighs any weakness. Risk of unsuccessful performance is low.
Satisfactory
The Offeror’s proposal contains no deficiencies, addresses all aspects of the criteria and demonstrates an acceptable approach/solution0 and understanding of the requirements. Strengths and weaknesses are offsetting. Risk of unsuccessful performance is moderate.
Marginal
The Offeror’s proposal may contain deficiencies, fails to address all the criteria and does not demonstrate an adequate approach/solution or understanding of the requirements. One or more weaknesses exist which are not offset by strengths. Risk of unsuccessful performance is high.
Unsatisfactory
The Offeror’s proposal contains many deficiencies and does not address all aspects of the criteria and/or does not present evidence demonstrating an adequate approach/solution and understanding of the requirements. Many weaknesses and/or omissions exist and risk of unsuccessful performance is very high.
Factor 4 - Past Performance and Corporate Experience
Substantial Confidence
The Offeror’s recent/relevant past performance record contains numerous strengths that will significantly benefit the Government. The Government evaluated that virtually no doubt exists that the Offeror will successfully perform the required effort.
Satisfactory
The Offeror’s recent/relevant past performance record contains one or more strengths that will benefit the Government. The Government evaluated that the Offeror may successfully perform the required effort.
Limited
The Offeror’s recent/relevant past performance record contains weaknesses that are outweighed by other strengths. The Government evaluated that substantial doubt exists that the Offeror will successfully perform the required effort.
No
The Offeror’s recent/relevant past performance record contains weaknesses or deficiencies that outweigh its strengths or advantages. The Government evaluated that extreme doubt exists that the Offeror will successfully perform the required effort.

The FAA reserves the right to reject any or all Proposals, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Proposals. If an Offeror purports to add terms or conditions to its Proposal, takes exception to any provision of the Solicitation documents, or attempts to alter the contents of the RFP and Contract Documents for purposes of the Proposal, then the FAA will reject the Proposal as nonresponsive; provided that, the FAA also reserves the right to waive all minor informalities not involving price, time, or changes in the scope of work.
5.5. Evaluation Definitions
a. Strength: An aspect of a proposal that, when judged against a stated evaluation criterion, would positively impact on the performance of the resulting contract, provide added value beyond the minimum requirements, or otherwise benefit the Government. The area that exceeds the requirements stated in the Project Requirements. Also, it may contain enhancing features that provide supply or service above and beyond what is called for that benefit the Government.
b. Weakness: An aspect of a proposal that would negatively impact on the performance of the resulting contract, fail to meet the minimum requirements in this SIR, or otherwise harm the Government. A flaw that increases the risk of unsuccessful performance. A weakness is also an omission from the Offeror’s proposal that contributed to a deficiency in meeting the evaluation criteria or is otherwise a shortcoming of the proposal that has the potential to degrade contract performance. A weakness may be correctable through discussions and revisions, if conducted.
c. Deficiency: A material failure to meet the requirements in this SIR or a combination of weaknesses that increases the risk of unsuccessful performance to an unacceptable level. If discussions are conducted, deficiencies are fatal errors that can’t be corrected, without major revisions.
d. Risk: As it pertains to the evaluation criteria, risk is the potential for unsuccessful contract performance. An aspect of a proposal that presents an uncertainty in the ability of the Offeror to successfully perform the required effort or the proposed approach, which could arise if such Offeror is selected.
e. Clarification: Communication with an Offeror for the sole purpose of eliminating minor irregularities, informalities, ambiguities, or apparent clerical mistakes in its Proposal. It is achieved by explanation or substantiation, either in response to Government inquiry or as initiated by the Offeror. Note: ambiguity is a situation in which something can be understood in more than one way, and it is not clear which meaning is intended.
f. Omission: Information requested in the Solicitation that was not provided in the Offeror’s proposal. An omission is not necessarily a deficiency if it is not material in nature and the intent of the Offeror can be readily determined.
g. Recent: Contracts completed or substantially completed within the last ten (10) years from the date of this Solicitation.

h. Relevant: Contracts completed or substantially completed valued at $10 Million or larger and that collectively include construction and/or design service requirements of similar scope and complexity to this project.
i. Responsive Proposal: A proposal that conforms, at the sole discretion of the Government, in all material respects to the requirements of this Solicitation. Material respects of a solicitation include but are not limited to price, quality, quantity or submittal requirements.
