CASE SCENARIO

SAMPLE TASK ORDER

Offeror shall submit a sample task order proposal containing the following based on the following Sample Task Order description and Drawings. (Consider that the information below is not 100% accurate, contractor shall use technical competency to fix errors and use assumption. All errors fixed and assumptions shall be indicated in the narrative)

a. Project narrative of 500 words or more, including

i. Executive Summary,

ii. Concept of Operations,

iii. Installation plan,

b. Project Schedule,

c. Schematic Design drawings and new Single Line Diagram (SLD),

d. Equipment List,

e. Transportation and shipping plan,

f. Personnel Travel and Lodging plan,

g. Construction security plan,

h. Sub-contracting plan,

i. Bill of Materials,

j. Staff matrix – of names and qualifications for all on-site construction individuals that offeror would reasonably expect to assign to this sample task order,

k. Itemized proposal.

l. Copy of electrical contractor license

SAMPLE TASK ORDER

Description

Location: US Embassy, Asunción, Paraguay

Situation: The embassy has two distinct electrical systems on neighboring properties. One is 60Hz, and the other is 50Hz. The 60Hz power system is on generator power 24 hours per day. Loads 1 and 2 are on the 60Hz power system. There is a working UPS powering Load 1. There is no 60Hz utility power available. The 60Hz power plant has exceeded it’s useful service life and that part of the embassy is experiencing equipment malfunctions and complete black-outs. The 50Hz power system is connected to utility power at 22kV and steps down to 11kV. There is an 11kV, 50Hz power plant rated 5MVA that provides power to Loads 3, 4, 5, and 6 when the local utility is unavailable. The UPS powering Load 5 has failed and is operating in by-pass mode.

Power Plant 1: Nominal 120/208 60Hz Utility Power: Nominal 22/11kV 50Hz Power Plant 2: Nominal 11kV 50Hz

Utility Power Quality: Incoming voltage rapidly fluctuates from 21-23kV and the frequency shifts from 59-61Hz. Fluctuations and shifts vary in time duration from transient events up to 15 seconds.

Utility Reliability: 30 – 40 power outages per year, typically 30-90 minutes. Rolling black-outs during dry season, 4-6 hours per day.

Task: Replace the entire 60Hz power plant, and provide a power supply from the local utility via the existing 50Hz system. Including, low-voltage electrical system, step-down transformers, converters, meters, cables and conduits. Replace the UPS powering Load 5. The Offeror shall include price option for providing an additional 11kV generator (if needed), with associated cables, terminations, battery charger, and fuel systems.

Requirements: Improve system design. New system shall include voltage regulation and power conditioning equipment in order to reduce the need for generator power during short voltage and frequency fluctuations. Include 10% spare capacity for load growth. Include computer based power monitoring system for recording power quality and consumption. Include two remote alarm panels, configured for audible and visible alarms when utility power is offline and generator power is online.
