The contractor is required to follow an itemized list of Bill of Quantities (BOQ) and provide pricing as instructed in B.9. The Contractor shall use the Project Cost Estimate Template (See Section J, Project Cost Estimate Template) for providing the itemized cost break-down of all costs associated with each individual task order. • Tier 1 Operator Level maintenance. End user or Locally Engaged Staff technicians performing routine checks, maintenance, and inspections; daily checks, monthly exercise, engine service, etc.

• Tier 2 Identifies a trained, licensed, certified technician such as IMAP, IDIQ contractors or FAC SMEs, performing planned maintenance such as annual inspections.

• Tier 3 are Factory Certified, OEM technicians performing repairs, comprehensive 5-year maintenance, rebuilds etc.

8C.1.5.1All task orders for work activities will specify the required response time, as defined below. Task order specified response times shall also specify whether or not the requirements include visa receipts or special travel arrangements to austere locations.

Routine Work shall be scheduled by the Contractor according to task order specifics, customer priorities and taking into account any host country visa processing time and flight schedules.

Routine Trouble Calls shall be completed within seven (7) working days of NTP receipt, obtaining any necessary visas and flight schedules. If delays are encountered, the CO shall approve any time extension request either via e- mail or written order/order modification. Extension requests may be necessary due to material or subcontracting issues etc.

Urgent Trouble Calls, the Contractor shall be on the job site and working within two (2) days after receipt of notice to proceed and obtaining any necessary host country visas and flight schedules. Work shall commence upon arrival in country with coordination of Post Facility Manager or designated representative. Work shall be executed during normal duty hours and during non-duty hours. The Contractor shall work continuously to correct the problem so Post activities may continue/resume.

Emergency Trouble Calls, the Contractor shall be on the job site and working within one (1) day after receipt of notice to proceed and obtaining any necessary host country visas and flight schedules. Work shall commence upon arrival in country with coordination of Post Facility Manager or designated representative. Work shall be executed during normal duty hours and during non-duty hours. The Contractor shall work continuously to correct the problem so Post activities may continue/resume.

Emergency Callout During Deployment, in the event of a natural disaster, terrorist event or any other National Security or related event that may impact, or effect Post operational capability or readiness, the contractor may be called upon to assist Post with system repairs or restorations. The contractor shall contact, as practical and as soon as possible the CO and COR, as needed, for technical direction. The Contractor shall provide qualified labor, supervision, and management necessary to support the Post Emergency Response Team. All task orders for work activities will specify the required response time, as defined below. Task order specified response times shall also specify whether or not the requirements include visa receipts or special travel arrangements to austere locations.

Project Manager (PM): shall possess skill and ability to plan and oversee the building process of various construction projects from start to finish and to successfully achieve the project objectives. Support day-to-day operations and be hands-on in problem solving, equipment troubleshooting, process development, and issue resolution. Maintains a culture that prioritizes safety and quality through communication, action, and accountability. Manage project scope, schedule, cost, and resources to ensure goals are achieved consistently on time during construction. References all work-related communication with base contract, technical specification, Statement of Work when needed and maintain good relationship with Utility Management (UM) staff. Collaborate with engineers, Technicians, and other workers in the same project to provide real time data work progress report to the COR on a weekly basis. Choose subcontractors and delegate their responsibilities. Response in a professional manner to any delays, emergencies and problems that can arise and report it to UM. Comply with safety, Quality control, Quality assurance, and building codes as well as legal requirements. Report project progress and update project schedule accordingly. The assigned project manager shall possess interpersonal skills (e.g., leadership, team building, communication, decision making, etc.) and capabilities to accomplish work through the project team and other stakeholders. PM shall have minimum 10 years’ experience in Construction Project Management and hold a bachelor’s degree or higher in Electrical Engineering from accredited university and Project Management Professional (PMP) Certificate from Project Management Institute (PMI). The PM is the Point of Contact (POC) with the CO and COR. The PM shall be subject to acceptance by the Contracting Officer. 1.
