QUESTIONS / ANSWERS (Q/A)
1. Government addressed numerous questions (in two parts) with answers which impact the many aspects of the proposal response, including deliverable requirements.
When will the Government post an Amendment with a Conformed RPF to formalize the solicitation changes?
Ans: The Amendments are posted on www.sam.gov, along with the corresponding questions and answers for reference. The changes on the SF-30 states that there is a change and the attached Q&A file sis uploaded under attachments on the solicitation.
2. Ref. L.14.3.b (Original Question not answered in response).
L.14.3.b In order to keep graphics at a high quality and file size manageable, graphics are inserted into files as .png or .jpeg formats. This format type does not keep the text searchable. Do graphics need to have text that is searchable or is this requirement for the body text of the proposal?
Ans: Yes, text shall be searchable. Font sizing for Figure captions, out boxes, drawings, charts, tables shall be allowed at 8 pt.
3. In accordance with responses (Q&A Part 1, Question 1; Q&A Part 2, Question 11 & 22) offeror understands an electronic only (email) submission of the proposal response is acceptable and a hard copy deliverable in not required. Please verify.
Ans: Electronic copies of the proposals are accepted and preferred; however, hard copies are also acceptable. The vendor has an option to chose which method is preferred and The Government will accept either prior to the closing date and time.
4. Please clarify the following based on responses to Q&A Part 2, items 17. 24, and 25.
The case scenario document (J.1.3) and Section L of the solicitation provides for the following sections:
• Narrative (Plan of Action) or Executive Summary
• Project Schedule

These sections have been clearly identified in both Section L and J.1.3. The questions are asking for a definition of “Itemized Proposals” highlighted above.
Please confirm that Itemized Proposals is referring to the Cost Proposal/BOQ worksheet and not the breakdown that was provided as an answer in Q/A, 2nd part, item 17, as this breakdown is contradictory to the sections that have already been provided for the case scenario.

5. Reference Q&A Part 1 items 27, 39, Part 2 items 7, 26 In Volume I, Technical Proposal, Factor 6: Small Business Subcontracting Plan is identified as Tab E whereas Tab E is already allocated to Factor 5: Health, Safety, and Environment (HS&E) Plan. Please clarify that Factor 6: Small Business Subcontracting Plan should be Tab F. The Small Business
Subcontracting Plan is also required in Volume II, Price Proposal (Item 5). Please verify that the same plan is required in both locations.
Ans: The two answers essentially convey the same information but with different levels of brevity:
In Volume I, Technical Proposal, Factor 6- contractor shall provide a more detailed explanation of the passage, breaking down each element and explaining its significance.
In Volume II, Price Proposal (Item 5) contractor shall provide a more concise and summarized version of the same information, distilling the key points into a shorter and simpler statement.
6. We believe your response for us to provide our proposals in the format of sections L.14.4.1
VOLUME I – ENTITLED “TECHNICAL PROPOSAL” and L.14.4.2 VOLUME II ENTITLED – “PRICE
PROPOSAL”, be formally incorporated via Amendment 02 (A002). This approach will ensure all
Offerors receive the same information. It would also require Offerors to acknowledge amendments in accordance with requirements of the Price Proposal volume per L.14.4.2(10).
Ans. The proposals are submitted based on section L.14.4.1 of the solicitation, please follow those instructions for submitting proposals. Questions 28 & 39 from Q&A Part 2 are addressing two different things.
There is no conflict, two different issues. There is a mix up between the IDIQ proposal and the
Case study proposal.
A. Case study is part of factor 2 Tab B (L.14.4.1.2.3) which is answered (breakdown) in questions 39. Case study Cost proposal shall include ( Design, Travel, Shipping, Construction, Labor, and indirect cost) to measure the contractors capabilities.
B. IDIQ proposal shall follow L.14.4.1 VOLUME I – ENTITLED “TECHNICAL PROPOSAL as requested including 6 factors for evaluation and L.14.4.2 VOLUME II ENTITLED – “PRICE PROPOSAL shall include labor cost only in Sections B.9.
