Based on the foregoing justification, I hereby approve the procurement of on an other than full and open competition basis pursuant to the authority of subject to availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.

The base uses Fire Alarm Panel and Transmitter. Monaco Fire Detection and Alarm is the brand of equipment required, to include associated installation by a certified installer, commissioning and training requirements, for the implementation of a complete system.
XWKRULW LWHG: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
5HDVRQ IRU XWKRULW LWHG: The current facilities on Portland Air National Guard Base use the Monaco Fire Alarm System. The corrosion control facility, B235, will require integration with the existing fire alarm system. The central station receiving equipment is Monaco and the transceiver must be fully compatible with this equipment. Acquiring a different alarm system as a whole would incur the additional cost of training as well as doubling maintenance and equipment costs due to maintaining two different systems. Procuring an identical system will minimize costs. The Portland ANGB currently sends 3 personnel to Monaco training at a cost of approximately $7,500.00 annually. Procuring a different panel would add an additional annual training requirement that travel funding and authorizations may not be able to support. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
