Based on the foregoing justification, I hereby approve the procurement of on an other than full and open competition basis pursuant to the authority of subject to availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.

The base uses Direct Digital HVAC Control System. Automated Logic is the brand of equipment required, to include associated installation by a certified installer, commissioning and training requirements, for the implementation of a complete system.

XWKRULW LWHG: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

5HDVRQ IRU XWKRULW LWHG: The 142d Civil Engineering Flight currently uses the Automated Logic at Portland ANGB. The corrosion control facility, B235, will need to fully integrate with the existing Direct Digital Control (DDC) System. Acquiring a different system for this building would incur the additional cost of training as well as doubling maintenance and equipment costs for maintaining two different systems. DDC systems contain proprietary information and are not compatible between manufacturers. The 142 CES currently sends 3 personnel to annual DDC training at a cost of approximately $7,500.00 annually. Procuring a different panel would add an additional annual training requirement that training and travel funding authorizations may not be able to guarantee. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
FWLRQV WR QFUHDVH RPSHWLWLRQ: Due to the proprietary nature of the Automated Logic System, no effort to compete these brand name requirements will be made.

QWHUHVWHG 6RXUFHV: Contacted knowledgeable individuals in the Government, including the ORANG Base Civil Engineer and Deputy Base Civil Engineer, Fire Prevention Officer, Base Electricians and the ANG Civil Engineer Technical Support Center regarding the market capabilities to meet the requirements.
2WKHU DFWV: There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and expert judgment by the subject matter experts and experience of the Oregon Air National Guard, National Guard Bureau, and Air Force.
