About this file
This document contains a justification for a single source award and related federal contract opportunity for ceiling lifts at the Cheyenne VA Medical Center in Wyoming. The Department of Veterans Affairs Network Contracting Office is seeking brand name ceiling lifts from Handicare to update two isolation rooms and create a third isolation room at the medical center. The estimated cost of the brand name ceiling lifts is $28,400. A justification for a single source award is provided due to existing equipment compatibility, staff training requirements, and the need to minimize patient safety risks. The related federal contract opportunity is a service-disabled veteran-owned small business set-aside solicitation for the ceiling lift requirement and overall project work with a magnitude between $500,000 to $1,000,000.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: J and A 36C259-21-AP-2342 Brand Name or Equal Lifts 442
1. Contracting Activity: The Department of Veterans Affairs, Network Contracting Office
(NCO) 19, on behalf of the Department of Veterans Affairs, VISN 19, Station 442 Cheyenne VA Medical Center 2360 East Pershing Blvd Cheyenne WY 82001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is to update two existing isolation rooms to meet current standards and create a third isolation room. Included is a requirement for brand name ceiling lifts located in Intensive Care Unit rooms 1and 3 and the installation of a ceiling lift in Post Anesthesia Care Unit room 4 located at the Cheyenne VA Medical Center Campus at 2360 East Pershing Blvd., Cheyenne WY, 82001.
The estimated cost of the brand name ceiling lift requirement is $28,400.00.
The overall cost for the project is $599,898.95
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The lift systems CVAMC currently use are provided by Handicare and ArJo Huntleigh. Ar-Jo Huntleigh at this time cannot support the requirements of an omni-charge rail system according to build specifications per their representative. The slings used with these lift systems have been approved by both companies as compatible with the current ceiling lifts. Adding another company to this would require stocking an entirely different sling system in addition to what we are currently using, resulting in additional cost to the Cheyenne Veterans Medical Center (CVAMC).
Additionally, installation of Handicare or ArJo Huntleigh lifts allows CVAMC to continue to provide for the best safety of both employees and veterans. Each new system requires additional training requiring man hours away from direct care of veterans and could cause confusion on proper use of another system (for example. Control of the lift system vary between vendor systems and if a staff member pressed the wrong button at the wrong time, it could result in harm to staff or veteran). Sling systems can vary by design and use restrictions, again causing the opportunity for confusion and impacting patient safety and staff competency and safety. Many companies require only the use of their sling system with their equipment and so having to stock all the necessary slings for differing lift systems requires extra storage and cost. From the Center for Engineering, Occupational Safety and Health (CEOSH) Safe Patient Handling & Mobility (SPHM) Guidebook chapter 4 page 65:
Consistency and/or compatibility with existing equipment are essential factors to consider when choosing new equipment. Buying similar lifts that provide the same or similar functions, instead of different types of lifts with different slings and attachments, can impact employee competency, sling location, sling application, and ultimately patient and employee safety. For instance, having more than one ceiling lift manufacturer within a facility or within https://www.acquisition.gov/?q=/browse/far/13
