About this file

This is an attachment outlining Key Personnel Requirements and Descriptions for the AFOSR FY26 Partnership Intermediary Agreement (PIA) solicitation. The document specifies that only three positions are designated as Key Personnel: the Program Director/Principal, who provides overall leadership and serves as the primary senior interface with the Government and must demonstrate leadership experience managing programs or agreements of similar scope and complexity; the Technology Transition & Partnership Integration Lead, who serves as the principal intermediary for technology transition, technology transfer enablement, and partnership integration activities and must possess demonstrated experience in technology transfer, technology transition, or establishing partnerships between government, academia, and industry; and the Deputy Program Director or Operations Lead (optional position), who may be proposed when scope, complexity, number of active Collaborative Project Orders (CPOs), or reporting requirements warrant dedicated operational coordination and must demonstrate program management, operations, or contract administration experience on similar efforts.

The document clarifies that substitution, removal, or material diversion of any Key Personnel requires prior written approval from the Contracting Officer, with proposed substitutions demonstrating substantially equivalent or greater qualifications. All other staffing roles, including functional leads, project staff, consultants, and subject matter experts, are non-key personnel and may be scaled, substituted, or surged as necessary to perform Government-approved tasking within approved cost, scope, and level-of-effort constraints. Key Personnel are portfolio-level roles supporting the PIA as a whole and may provide fractional support across multiple Government-approved CPOs but shall not be proposed as standing, dedicated full-time positions absent clear justification.

ATTACHMENT J-9

KEY PERSONNEL REQUIREMENTS AND DESCRIPTIONS

J-9.1 Purpose and Framework The Government has identified a limited number of Key Personnel positions whose experience, judgment, and availability are essential to successful performance under the Partnership Intermediary Agreement (PIA). These individuals represent material performance risk due to their leadership, integration, and external-facing responsibilities.

Key Personnel are portfolio-level roles supporting the PIA as a whole and may provide fractional support across multiple Government-approved Collaborative Project Orders (CPOs). Key Personnel are not assigned on a one-for-one basis to individual CPOs and shall not be proposed as standing, dedicated full-time positions absent clear justification.

All other staffing roles—including functional leads, project staff, consultants, and subject matter experts (SMEs)—are non-key and may be scaled, substituted, or surged only as necessary to perform Government-approved tasking and within approved cost, scope, and level-of-effort constraints.

J-9.2 Required Key Personnel Positions Only the positions identified below are designated as Key Personnel.

1. Program Director / Principal (Key Personnel) Provides overall leadership and accountability for performance under the PIA and serves as the primary senior interface with the Government.

Minimum Qualifications: Shall possess demonstrated leadership experience managing programs or agreements of a scope and complexity similar to this PIA.

2. Technology Transition & Partnership Integration Lead (Key Personnel) Serves as the principal intermediary for technology transition, technology transfer enablement, and partnership integration activities under the PIA.

Minimum Qualifications: Shall possess demonstrated experience in technology transfer, technology transition, or establishing partnerships between government, academia, and industry.

3. Deputy Program Director or Operations Lead (Key Personnel — Optional) May be proposed when scope, complexity, number of active CPOs, or reporting requirements warrant dedicated operational coordination.

Minimum Qualifications: Shall possess demonstrated experience in program management, operations, or contract administration on efforts of a scope and complexity similar to this PIA.

J-9.3 Substitution and Continuity Substitution, removal, or material diversion of any Key Personnel requires prior written approval of the Contracting Officer. Proposed substitutions shall demonstrate substantially equivalent or greater qualifications and experience.

J-9.4 Non-Key Personnel, SMEs, and Surge Support SMEs and consultants may be used to provide specialized, surge, or short-duration support. Such personnel are not Key Personnel and shall not perform primary leadership or continuous Government-interface roles.

J-9.5 CPO-Specific Staffing Clarification The PIA establishes a framework for collaboration. All work is authorized and scoped exclusively through Government-approved CPOs. Staffing models shall not assume continuous or guaranteed work across option years or CPOs.
