About this file
This is a Questions and Answers document for AFOSR PIA RFP FA955026RPIA1, Amendment 002, addressing clarifications submitted by potential offerors.
The document addresses four key questions regarding contract execution and eligibility. For the optional six-month extension period, offerors must assume continuation of all contract elements including facilities, and pricing for this extension is mandatory for proposal compliance. The extension pricing shall equal the proposed pricing from the six months prior to the final option period's expiration. Price proposals are evaluated on total evaluated price across the base period, all option periods, and the optional six-month extension, with calculations performed in the government-provided pricing workbook. The incumbent contractor is Virginia Tech Applied Research Corporation (FA9550-22-3-0002). University eligibility for PIA awards is determined by the Eligibility Determination section within the solicitation itself. Payment methodology operates at the CPO (Collaborative Project Order) level rather than at the basic PIA level, with funding obligated and payment instructions provided within each CPO according to Article 4.2 of the Model Agreement. Specific payment structures—whether milestone-based, deliverable-based, or schedule-based—are defined at the CPO and Project Plan level per Article 4.9 of the Model Agreement.

AFOSR PIA RFP Responses to Questions
FA955026RPIA1
Amendment 002
The following questions seeking clarification have been submitted by potential offerors.
Answers are provided as follows.
Question 31. Section 5 (AFOSR PIA RFP) states the period of performance includes a 12-month base, four 12-month option periods, and an optional six-month extension of services. For the six-month extension, should offerors assume continuation of all contract elements (including facilities), or is the intent that this period is limited to labor-only wind-down activities?
Additionally, would a proposal still be considered compliant if it does not include pricing for the optional six-month extension?
Answer 31. Government Response: The solicitation states on pg. 16, Price Documentation – Volume II, “Pricing shall be submitted for the base period and all option periods, including option pricing for an additional six-month period at the end of the final option period. The prices for this six-month option period shall be equal to the proposed pricing in the six months prior to expiration of the final option period.”
Offeror should assume continuation of all contract elements including facilities.
In the Merit Review Criteria on pg. 22 it states, “Price Analysis: Price proposals will be evaluated based upon the total evaluated price in the base period, all option periods, and option pricing for an additional six-month period at the end of the final option period. The total evaluated price will be calculated in the Summary worksheet tab in the government provided pricing workbook.” The proposal will not be considered compliant if it does not include pricing for the optional six-month extension.
Questions 32. The name, contract number, and value of the incumbent contractor (If available).
Answer 32. Government Response: Virginia Tech Applied Research Corporation, FA9550-22- 3-0002.
Questions 33: Will universities be considered for award or are they not eligible for a PIA?
Answer 33. Government Response: Please refer to the Eligibility Determination section of the solicitation for details.
Questions 34: Please describe the payment methodology for this fixed price grant, including whether payments will be made based on milestones, deliverables, or a fixed schedule. Specify any documentation or acceptance criteria required for payment.
Answer 34. Government Response: The basic PIA will not be funded; funding will be obligated at the CPO level, and corresponding payment instructions will be provided within each CPO in accordance with Article 4.2 of the Model Agreement. Please also refer to Article 4.9 of the Model Agreement – CPO Terms and Conditions for payment processing requirements.
Payment structures, including any milestone-, deliverable-, or schedule-based approaches, will be defined at the CPO and Project Plan level.
