About this file

This is a Reporting and Deliverables Matrix attachment that establishes the framework for executing a Partnership Intermediary Agreement (PIA) with the Air Force Office of Scientific Research (AFOSR). The attachment defines ten specific deliverables (D1-D10) that contractors must produce to document program execution, financial performance, and partnership activities. Key deliverables include: Monthly Program, Financial & Activity Reports (MPFAR) consolidating execution status and financial data; Monthly Technology Transition, Transfer & IP Reports capturing tech transfer activities and intellectual property status; Monthly Impact, Analytics & Success Stories Packages for metrics and documented outcomes; Monthly STEM & Workforce Development summaries; Monthly Government Property Inventory reports; event-specific Security & Attendee Documentation; Quarterly PIA Progress Reports; bi-annual Program Management Reviews; presentation materials for roadshows and briefings; and continuously maintained Technology Transfer one-pagers. Deliverables must align to approved Project Plans and Government-directed activities, with reporting serving as the primary mechanism for Government verification of program and financial management.

All reporting and deliverables are structured to provide transparency, enable cost traceability to authorized objectives, and support disciplined portfolio oversight. The frequency, format, and specific deliverables activated depend on PIA focus areas—including program execution, technology transition/transfer, STEM and workforce development, analytics, asset-intensive activities, and portfolio-level oversight. The matrix clarifies which deliverables apply to each focus area, with most activities requiring monthly submissions, while others are delivered quarterly, bi-annually, or as required by Government direction. No authorization for costs or activities outside those expressly approved by the Government is permitted.

ATTACHMENT J-7 – REPORTING & DELIVERABLES

J‑7 REPORTING & DELIVERABLES

J‑7.1 Purpose and Scope This attachment defines the allowable reporting and deliverables framework for execution of this Partnership Intermediary Agreement (PIA). The deliverables identified herein are execution artifacts only and are intended to implement, document, and evidence performance against the approved Statements of Objectives (SOOs), which remain the governing scope documents.

This attachment is structured to provide transparency and predictability for offerors, support disciplined program execution and portfolio oversight, enable traceability between activities performed and costs incurred, and ensure program and financial management reporting.

J‑7.2 Reporting and Project Plan Alignment All reporting and deliverables under this attachment shall align to approved Project Plans and Government‑directed activities. Reports and data submissions provide the primary mechanism by which the Government can verify program and financial management.

Reporting supports a clear nexus between expenditures, approved Project Plans, and executed activities. Financial reporting shall identify actual and projected expenditures, explain variances, and demonstrate that costs directly support authorized objectives.

Nothing in this attachment authorizes costs or activities outside those expressly approved by the Government.
