About this file
This is an Addendum to DD Form 254 establishing Sensitive Compartmented Information (SCI) security requirements for contract FA955026RPIA1, an Air Force Office of Scientific Research (AFOSR) Partnership Intermediary Agreement. The addendum specifies that public release of SCI is not authorized and outlines mandatory security protocols aligned with the National Security Act of 1947, Executive Orders 12333, 13526, 12829, and 12968, as well as DoD manuals and Intelligence Community Directives (ICDs) including ICD 701, 703, 704, 705, and 710. The contractor must maintain 2-4 SCI positions requiring Tier 5 Defense Counterintelligence and Security Agency (DCSA) investigations, with all personnel nominations submitted to HQ AFMC/A2S for coordination and approval based on established need-to-know determinations by the SCI Contracting Officer Representative, Bhawana Sharma (AFRL, RBKS2).
All SCI material access is restricted to cleared individuals performing contracted services at U.S. Government locations, with reproduction, destruction, or dissemination to subcontractors, other agencies, or foreign nationals prohibited without advance written authorization from the originating agency. Upon contract completion, all contractor personnel must be debriefed and SCI materials returned to the originator or SCI COR. Subcontracts involving SCI access require forwarding DD Form 254s to the SCI COR for approval and HQ AFMC/A2S for review prior to award. SCI visit certifications must be submitted through the SCI COR with five working days' notice to HQ AFMC/A2S. DCSA is relieved of security oversight for SCI performance, with HQ AFMC/A2S maintaining security cognizance.
