About this file
This is Addendum No. 3 to Invitation to Bid (ITB) 26-38 issued by the City of Oviedo, Florida on August 19, 2026, for the Panther Street-Carissa Lane Hurricane Milton Drainage Repairs project. The addendum addresses bidder questions regarding FEMA reimbursement scope and clarifies that FEMA reimbursement is based on specific pay items identified in the bid form rather than a percentage of total project scope or a distinct geographic area. The revised bid form reflects corrections to eliminate duplicate line items that appeared in both FEMA reimbursable and non-FEMA reimbursable sections. Specifically, Item 16 has been removed from the FEMA Bid Form, Item 23 from the Non-FEMA Bid Form, and Item 32 from the Non-FEMA Bid Form. All other areas of the original ITB dated August 2, 2026, remain unchanged. Acknowledgment of receipt of this addendum on page 23 of the original ITB packet is mandatory; failure to acknowledge will result in bidder disqualification.
The revised bid form identifies FEMA reimbursable pay items including mobilization, maintenance of traffic, sediment barriers, turbidity barriers, inlet protection systems, clearing and grubbing, embankment work, stabilization, base materials, asphaltic concrete, and inlets with specific quantities and unit pricing requirements. The project is funded through disaster recovery resources related to Hurricane Milton. Bidders must complete and return the revised bid form with their sealed bid submission by the September 1, 2026 deadline.

ITB 26-38: Panther Street – Carissa Lane Hurricane Milton Drainage Repairs Addendum No. 3
August 19, 2026
To Prospective Bidders and Others Concerned:
This Addendum is in response to questions from interested bidders and forms a part of the ITB documents dated August 2, 2026, for the above referenced ITB. Please note, questions are recorded as they are received, including grammar and spelling errors.
Receipt of this addendum must be acknowledged on page 23 of the original ITB packet. Failure to do so will subject the Bidder to disqualification.
QUESTIONS AND ANSWERS:
1. Question: Is there a specific scope that FEMA is paying for or are the quantities based on a percentage of the total scope?
Response: FEMA reimbursement is based on the specific pay items identified in the bid tab as FEMA Reimbursable. It is not based on a percentage of the total project scope. Please refer to the bid form, which identifies the FEMA Reimbursable and Non-FEMA Reimbursable pay items.
2. Question: If it is a specific scope can you provide a map that shows what the scope for FEMA is?
Response: FEMA reimbursement is tied to the specific pay items identified in the bid tab and is not associated with a distinct geographic area that can be shown on a map. The bid form lists all pay items that are eligible for FEMA reimbursement.
3. Question: You also have 3 items that are duplicated between both FEMA and NON-FEMA. Items 11, 15, & 16 are shown in the NON-FEMA subtotal as well in items 23, 32, & 33. Please advise if they are supposed to be double or need to be adjusted in the addenda upcoming.
Response:
Item 16 should be removed from the FEMA Bid Form.
Item 23 should be removed from NON-FEMA Bid Form Item 32 below should be removed from NON-FEMA Bid Form See Revised Bid Form attached.
