About this file

This is Addendum No. 1 to Invitation to Bid (ITB) 26-38 issued by the City of Oviedo, Florida for the Panther Street-Carissa Lane Hurricane Milton Drainage Repairs project. The addendum, dated August 6, 2026, addresses a clarification question regarding the water main connection configuration specified in Utility Plan and Profile Sheet No. 18. The original ITB was issued on August 2, 2026, with bids due September 1, 2026. The addendum confirms that the proposed 6-inch water main system operates as a looped system rather than a linear one, with a wet tap connection at one end to the existing main and a direct connection at the opposite end to an existing main at a surveyed valve location. Receipt of this addendum must be acknowledged on page 23 of the original ITB packet; failure to do so will result in bidder disqualification.

The addendum provides clarification on a technical aspect of the project's water infrastructure component without modifying pricing or other contract terms. Bidders are instructed that all other areas of ITB 26-38 remain unchanged and that this addendum supplements the original bid documents. The response includes visual references (images 1 and 2) depicting the water main layout in the vicinity and the highlighted surveyed valve location on the plan sheet to ensure bidders have accurate information for project estimation and execution.

ITB 26-38: Panther Street – Carissa Lane Hurricane Milton Drainage Repairs Addendum No. 1

August 6, 2026

To Prospective Bidders and Others Concerned:

This Addendum is in response to questions from interested bidders and forms a part of the ITB documents dated August 2, 2026 for the above referenced ITB. Please note, questions are recorded as they are received, including grammar and spelling errors.

Receipt of this addendum must be acknowledged on page 23 of the original ITB packet. Failure to do so will subject the Bidder to disqualification.

QUESTIONS AND ANSWERS:

1. Question: Utility plan and profile sheet no. 18 requires the contractor to connect the 6" water main to the existing main using a wet tap. On the other end of the proposed 6" water main, the City requires the contractor to connect direct to the existing water main without a line stop or wet tap. Please confirm this is not a looped system.

Response: The system is a looped system per the map below (see image 1). The wet tap was provided in the event that the nearest valve was not accessible along Panther Street. At the direct connection, a valve is surveyed at the connection location, as highlighted below (see image 2).

Image 1: Screenshot of WM in the vicinity.

Image 2: Screenshot of plan sheet 18. The highlight shows the surveyed valve location.

All other areas of ITB 26-38 remain unchanged.
