About this file

This Addendum No. 2 document, issued by the City of Oviedo, Florida on August 12, 2026, supplements ITB 26-38 for the Panther Street-Carissa Lane Hurricane Milton Drainage Repairs project. The project scope includes removal and replacement of two curb inlets along Carissa Lane, replacement of 191 linear feet of 24-inch pipe and 38 linear feet of 15-inch pipe, reconstruction of approximately 45 linear feet of Carissa Lane, construction of revetment in the existing ditch east of Carissa Lane, installation of slope stability improvements along Panther Drive, and relocation of an existing 6-inch water main. The questions deadline is August 18, 2026, at 5:00 p.m., with sealed bids due on or before 2:00 p.m. on September 1, 2026. A non-mandatory pre-bid meeting was held on August 12, 2026, at 10:00 a.m. at the City Annex Building, 320 Alexandria Boulevard, Oviedo, Florida 32765. Anticipated City Council approval is scheduled for October 2026.

The addendum addresses three key bidder questions: all pipes will be dual-wall high-density polyethylene pipe per General Note 20 on Sheet 6 unless otherwise noted; dewatering and maintenance bypass flows are the contractor's responsibility with no additional payment for structures beyond those detailed in plans; and construction of a temporary bypass road west of the inlet at Carissa Lane is not permitted due to proximity to a utility pole that cannot be impacted. Bidders must acknowledge receipt of this addendum on page 23 of the original ITB packet, with failure to do so subject to disqualification. All addenda issued during bidding form part of the Contract Documents and must be covered in the bid submission.
