About this file
This is Addendum No. 1 to Solicitation FDVA-ITB-26-0010B issued by the Florida Department of Veterans' Affairs (FDVA) for the Chester Sims State Veterans' Nursing Home nurse call system replacement project. The addendum provides clarifications and revisions to the original solicitation through vendor question-and-answer responses. Key clarifications confirm that the Rauland R5K replacement system will be a standalone installation without additional software or network connectivity requirements; staff assist and code blue buttons in patient rooms are not required by code and are excluded from the project scope; no bid bond is required; and dual-patient call stations may be utilized in semi-private rooms rather than individual stations. The addendum addresses conduit and raceway installation requirements, referencing the Cable Pathways Note on sheet NC000 and permitting contractors to include qualification language regarding existing versus new raceway installation with unit pricing of $____ per linear foot where necessary. The owner has eliminated the pillow speaker/television integration alternate previously shown on plan NC401, removing the requirement for vendors to provide breakout pricing for this scope item. Sealed bids remain due by 3:00 p.m. on Tuesday, June 30, 2026, and must include the completed Form 4 Addendum Acknowledgment. Respondents must submit bids to Jo Ann Snyder, Purchasing Specialist, at the FDVA Mary Grizzle State Office Building, 11351 Ulmerton Road, Suite 335, Largo, Florida 33778-1630.
No pricing information, set-asides, or incumbent vendor details are disclosed in this addendum. The document emphasizes that failure to timely file protests, post required security, or fully execute the addendum acknowledgment may result in bid rejection. All other terms, conditions, and provisions of the original Solicitation FDVA-ITB-26-0010B remain in full force and effect. Respondents must address any questions regarding cable pathways and raceway requirements with reference to the design documents provided and may include qualification language in their bids if existing pathways were not verified during the mandatory on-site meeting held on June 3, 2026.

James S. Hartsell Executive Director
ADDENDUM NO. 1
SOLICITATION NO.: FDVA-ITB-26-0010B
SOLICITATION TITLE: CHESTER SIMS NURSE CALL SYSTEM
ISSUE DATE: JUNE 10, 2026
The following FDVA responses shall clarify or revise the requirements of Solicitation No. FDVA-ITB-26- 0010 B.
1. Vendor Question:
We want to confirm that this is for a stand-alone Rauland R5K nursecall system and that NO additional software or servers will be required under the scope of this project?
FDVA Response:
Correct. The intent is for the replacement system to be a standalone system. The nurse call master stations within the facility should be interconnected with one another to achieve functionality required by the contract documents. The system is not intended to be network connected for remote access, monitoring, or control.
2. Vendor Question:
Current Jeron patient stations show integrated STAFF ASSIST/CODE BLUE buttons. Does the facility desire to duplicate this functionality? It would require a second SA/CB device that would be adjacent to the Patient Station and be mounted in the same plate. No expansion of existing backboxes would be required.
Is there a bond required for this project?
Staff assist and code blue buttons in patient rooms are neither required by code nor included in the design intent for project.
3. Vendor Question:
Is there a bond required for this project?
No

4. Vendor Question:
Do the PC in bathrooms need new raceways or is there existing conduit?
Refer to “Cable Pathways Note” on sheet NC000, which has been clipped below for reference.
If the presence of suitable existing pathways in the patient restrooms was not verified during the mandatory on-site meeting, contractors may include the following qualification in their bid:
“This bid assumes that existing raceways are installed from wall backboxes to an accessible ceiling space (i.e., above accessible ceiling or within accessible utility areas without removal of hard ceilings) to serve nurse call devices within the patient restrooms.
In the event it is discovered that the necessary raceway is either not present or not suitable for re-use (i.e., not continuous, not code-compliant, improperly sized, or not aligned with device locations), additional cost will be incurred for material and labor necessary to install new raceway.
This bid includes a unit price of $____ per linear foot for installation of concealed raceway. Linear footage shall be measured along the actual installed pathway from the device backbox to the accessible ceiling space.
Unit pricing shall apply only where suitable existing raceway is not present for devices included in this project scope and shall include all material and labor required for installation, including patching and repair of walls and ceilings to match existing conditions.”
5. Vendor Question:
Do we need to provide raceway for this alternate and the additional devices behind the beds?
The owner is no longer pursuing the add alternate referenced on sheet NC401 for Pillow Speaker/Television integration. Perspective bidders are not required to provide breakout pricing for this alternate and the alternate will not be included in the scope of the project. For semi-private patient rooms, dual-patient call stations can be utilized rather than installing (2) individual single patient call stations. Refer to updated NC401 plan issued along with this response letter.
Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. Any protest concerning this FDVA decision must be received timely by FDVA Agency Clerk at: Florida Department of Veterans’ Affairs, Office of the General Counsel - Agency Clerk, 11351 Ulmerton Road, Suite 335, Largo, Florida 33778-1630.
REMINDER: Make sure to fully execute and include Solicitation No. FDVA-ITB-26-0010B Form “4” Addendum Acknowledgment with complete bid package submission. Failure to do so may result in respondent bid being considered nonresponsive.
Solicitation No. FDVA-ITB-26-0010B is revised to the extent specifically amended by this Addendum.
Otherwise, all other terms, conditions, and provisions of Solicitation No. FDVA-ITB-26-0010B remain in full force and effect.
As specified in Solicitation No. FDVA-ITB-26-0010B, Respondents bids shall be delivered:
• PRIOR TO:
3:00 PM (local time), on Tuesday, June 30, 2026.
